Empress Offers Partnership To Holy City-State

Empress Beatrice has offered a "defensive partnership" to Pope Peter II

Empress Beatrice has extended an offer of partnership to the Holy City-State, citing "our Rosari dedication to the protection of all from violence, the threat of force, and to forward the cause of peace and harmony throughout Mundus. The Imperial Rokkenjiman Navy has long answered the call to service to states which perhaps see a deficit in their own capabilities in partnership with the Imperial Rokkenjiman Army. Should His Holiness Pope Peter the Second wish to discuss a partnership I would be interested in speaking with him to find an arrangement which meets the needs he has presented and treats the Holy City-State as a partner. In ages past it was not uncommon for the Rosari Crusaders to protect Peoples of other faiths and, in many ways, this spirit lives on in the Imperial Rokkenjiman Armed Forces."

The Empress again stressed the importance of partnership, stating that "it is not in the pursuit of influence that the Imperial Rokkenjiman Armed Forces have moved to act in the past, but in the service of the common good, upholding those values which are shared by a fair number of nations. While Rokkenjima herself is a Rosari nation and our history with various branches of Christianity have been stressed, I recognize that it was the actions of men, and not the religions themselves, which brought these situations upon us. The Celestian Catholic Church has never imparted such miseries upon Rokkenjima and her People, thus if this call is being raised the First Empire is ready and willing to heed it."

Albert Relkin Named Acting CEO Amid Bateson Woes

Mr. Relkin takes over the reigns of Abtergo as questions linger over Patricius Bateson

Albert Relkin, formerly Executive Director of the Future Technologies Division and a former CEO of Orchid Capital, has been named Acting CEO of Abstergo Industries. As questions continue to swirl around the fate of Patricius Bateson, who faces charges of violating the MCUR, Abstergo and Mr. Bateson agreed that he should not hold an official role in the company as this process proceeds. In brief remarks to the press Mr. Relkin shared his "best wishes" for Mr. Bateson saying, "He's a good guy who tried to do a good thing, however, the laws are clear. Regardless of the roots of his actions he knows he must face the consequences."

Mr. Relkin shared some of the projects his Division had been working on while congratulating Rivierie on their developments with 5D data storage. "Seeing such advances with a vision for the future are always worthy of admiration; as a fellow researcher I applaud the work they've done. Abstego itself saw developments which were fairly similar, however, during the course of our research we embarked upon a slightly different path. Aside from our work on DNA as a data storage medium Abstergo began working with nano-sized crystals of salt, encoding data using light from a laser. Whether it is 5D or our 3D solution, it is clear that current efforts are pointing to an optical future."

"Our researchers developed the technology based on nano-crystals which have light-emitting properties which can then be switched on or of in patterns which represent digital information. Lasers were used to alter the electronic electronic states, and ultimately the fluorescence properties, of the crystals. We've demonstrated rewritable storage in these crystals which are hundreds of times smaller than something visible with the naked eye. Perhaps most interesting is that we are capable of storing several bits storing information using light in a rewritable manner which is not seen in most other optical data storage solutions."

"Furthermore, through multilevel data storage, in which we store several bits on a single crystal, we're seeing the potential for much higher storage densities. If we utilize very low powered lasers and increase energy efficiency, the platform begins to become more practical for consumer applications. Most likely the nanocrystals will be embedded into a glass, perhaps polymer, and while I don't wish to put too much pressure on our team 3D storage could allow for up to petabyte level data storage in small cubes. If we wish to put this into perspective it's theorized that the human brain is capable of storing about 2.5 petabytes. 3D could indeed be a viable solution in solving the data storage bottleneck."

"We've also some experience with graphene and, while updates have been lacking, I'm pleased to return to that field with some notable updates. Graphene has yet to live up to the many promises which have surrounded it, and a part of the reasoning behind that is silicone contamination. Essentially, through ensuring pure graphite is utilized in its production we can see improvements in graphene performance of at least a 50% improvement, removing one bottleneck holding us back from developing further graphene-based advances."

"In addition Abstergo has been looking toward further integration between electronic devices and fabrics, so-called 'smart textiles', by coating electronic fibres with durable, light-weight components that allow for images to be shown directly on the fabric. Whether it be every day applications, monitoring heart rates and blood pressure, or a host of medical diagnostics we can begin to see the practical manners in which graphene will integrate with our increasingly connected lives. Utilizing existing polypropylene fibres to attach graphene-based electronic fibres we're seeing light emitting devices and touch sensors which are truly incorporated without the need for electrodes, wires and other additional materials."

"Finally, we're built upon our work which sees something we're calling 'magic-angle graphene'. Essentially our team took bilayer graphene, or that which is two lattices that are usually oriented in a specific way, and found that through twisting the orientation of the layers at a magic angle produced some fascinating results. Through adding electrons in the twisted bilayer utilizing an applied electric field, the material became superconducting. Our next steps will be to reach out to some very talented minds in Achkaerin who've invested heavily into graphene to see what we are capable of achieving through a joint effort. I've certainly been impressed with what they have been doing and believe we could move more swiftly in unlocking yet more discoveries and graphene applications through the collaboration of our respective teams."

Mr. Relkin stated that future announcements regarding Abstergo research and business oriented decisions would be made in the coming days. "Today I wished to highlight what our Future Technologies Division has been doing these past two very silent years, tomorrow we may visit the more routine details of business as Abstergo enters a new chapter."

A Rokkenjiman View Of Mundus, 2018

For the past four years Ashinxao Media Services has conducted a series of polls to gauge the Rokkenjiman perspective of the world around it. The results of 2018's polls were released by AMS earlier today.

What State do you view as the greatest threat to global peace and security?

For the first time two threats have tied for greatest threat to global peace and security; the Bene Gesserit and Slava Lavosk. Many will remember Bene Gesserit's attempts to steal nuclear materials from East Moreland, whilst Slava Lavosk continues to flout international norms in its persecution of Slavan Tamorans within its borders. 65% of Rokkenjimans singled out Slava Lavosk as the greatest threat to global peace and security in 2018 whilst 35% stated the Bene Gesserit posed the greatest threat to global peace and security.

Which nations do you view as Rokkenjima's closest allies?

Fellow LISA members Achkaerin received top marks in this category, followed by Dartfordia, Seaforth and Lakhzovia, respectively. Removed from the list this year is East Moreland who have suffered losses in opinion across the board. The Holy Empire of Achkaerin saw great improvements becoming the nation named the most close ally of Rokkenjima aside from the Kingdom of Dartfordia. This is despite Achkaerin's ties to litigation against Empress Beatrice for charges related to the Andean Genocide era; many Rokkenjimans have viewed Achkaerin's actions as validated as opposed to vindictive. Likewise, 57% of those polled stated that East Moreland is biased against the First Empire and its Empress.

The Rokkenjiman-Dartfordian 'special relationship' was highlighted yet again, with 79% of Rokkenjimans holding a favourable opinion of Dartfordia, while 87% considering the Kingdom Rokkenjima's most important bi-lateral relationship, up from 82% last year. Regardless of the Dartfordian exit from the CSU a majority of Rokkenjimans view the Kingdom of Dartfordia with strong favourability and support yet deeper levels of relations and integration between the two nations. Only 17% of Rokkenjimans viewed the Kingdom negatively.

Do you support the foreign and military policies pursued by the Empress?

In previous years 72%, 77% and 78% stated their support for the foreign and military policies of the Empress.

In 2018 74% of respondents supported the foreign polices of the First Empire, down 4% from the previous year.

However, when delving deeper into the results, things become more interesting. 31% of Rokkenjimans support the Empress' approach toward East Moreland, whilst 69% feel that closer relations with Achkaerin are most beneficial to the First Empire.

Do you support Rokkenjiman membership in the Cross-Straits Organisation?

Support for continued membership in the Cross-Straits Organisation (the CSU) remained little changed, with 81% supporting Rokkenjima's continued membership.

What is your opinion of the Kingdom of East Moreland and its relations with the First Empire?

While traditonally a popular figure in Rokkenjima King David of East Moreland has seen his favourability numbers drop across the board in Rokkenjima, with some 37% of Rokkenjimans holding a favourable view of the Morelander monarch. Words commonly attribute to King David included 'untrustworthy', 'vindictive' and 'liar'. A majority of Rokkenjimans feel that King David is carrying out a campaign against the Empress based on false information and fault him, 59% to 31%, for the failure of the Rokkenjiman-Morelander relationship. Repairing relations with East Moreland was a top priority for 29% of Rokkenjimans, with the majority stating investing in new relationships was more worthy of the First Empire's diplomatic efforts. "King David pushed the theory our Empress conspired with and protected Borlanders only to be proven wrong, to this day he refuses to admit he was wrong and uses this false premise to slight the good name of the Empress; Rokkenjima won't forget the steps he's taken to demonize our Empress for domestic political points," one respondent stated.

"I support my Empress, she fought for us and then took her efforts to make people's lives better global," another respondent stated. "King David won't even admit when he and his Government are wrong, resorting to other excuses to try to tear down the work Empress Beatrice has contributed to a better Mundus. You ask me that ungrateful a*****e isn't worth the breath the Empress would waste on forgiving him," another respondent added.

Intel Leaker Apprehended

Following an extensive investigation the individual responsible for leaks to the Free Mundus Network is confirmed to be in Rokkenjiman custody. While officials aren't releasing many details at this hour they have stated that the original assessment, that the leak holds no validity and is a fabrication, stands. "The individual who spoke with the Free Mundus Network was previously employed as a contractor working on projects with the Anauša. Over the course of their work, however, concerns were raised regarding posts made to social media and online forums expressing pro-Bene Gesserit sentiments. It was after the discovery of these posts that the individual had their employment terminated," a statement from Corbin Raleigh, Director of the Joint Intelligence Services, read.

"In the aftermath of Rokkenjima's announcement of emergency financial aid to the Soviet Republic in combating Bene Gesserit terrorism this individual, whom we are identifying as K. Porcelna, progressed from venting about Rokkenjiman policy on the Bene Gesserit to active plotting. Phone and data records show attempts to reach out to the Truthsayers, apparently in an attempt to travel to Kaitaine to join in the fight against the Soviet Republic. It was during this period that the individual contacted the Free Mundus Network with a 'story' alleging that the East Moreland Intelligence Service had been slaying Anauša agents on foreign soil; these are events which both the Military Intelligence Directorate (MID) and the Rokkenjima Security Agency (RSA) have categorically ruled out over the course of our investigation," Mr. Raleigh continued.

"What we have established as fact is that a list of individuals was provided to East Moreland as part of an Anauša investigation into rogue elements, had they been encountered they would have been arrested and rendered to Rokkenjiman custody. A number of these individuals perished in a series of events which, beyond their Anauša status, have nothing connecting them apart from the Bene Gesserit being mentioned with increasing frequency in connection to this case and the individual responsible for this leak. As I speak our agents are on the scene at K. Porcelna's residence, after which I may brief you with any updates that won't jeopardize the progress of our investigation."

In a question from the press regarding an issue briefly touched upon in Rokkenjima's initial response Mr. Raleigh further denied notions of Rokkenjiman operations targeting East Moreland. "It makes for a good read, doesn't it, Rokkenjima lets loose spies on Morelanders, but it's rubbish. We remain under the intelligence cooperation provisions of the Tripartite until its expiration and regardless of the headlines professional relationships have been maintained. Rokkenjiman operations focused on the Grand Republican Army centre around a collection of known online venues which these individuals utilize for their communications, sometimes they shift to new sites and apps, but I can confirm that none of these sources go anywhere near the Morelanders. Anytime the GRA gets talkative we pay attention but, in this case, their activity was coincidental and their ability to conduct operations against the First Empire remain crippled. That K. Porcelna tied the two events together shows the motives of the leak: further damage to the Rokkenjima-Morelander relationship, the two powers most outspoken against Bene Gesserit terrorism."

When questioned of the Achkaerinese Rokkenjima Committee Mr. Raleigh said "I'll save them the time. As we've seen since the close of the Second Patriotic War the Empress has gone to great lengths to ensure the era of Rokkenjimans spilling Rokkenjiman blood brought upon us by the Republicans is a chapter of our history which is firmly in the past. The facts remain that Rokkenjima sought their arrest in the pursuit of justice and due process, attested to by Major Redfern; inferring anything more is speculation at best. As this investigation continues and we discover more the picture becomes all that more clear and the motive comes more into focus. When things like this happen it is best to deal in facts and not conspiracies which craft omnipresent assassins potentially lurking beyond every shadow across Mundus."

Empress Reunites With Arovium Provincial Orphans

The Empress was joined by "my extended family" to welcome the new year.

The Imperial Family hosted seven of the 'Arovium 20' to ring in the new year, according to the Imperial Press Secretary. "As many will remember the Empress had as her Guests of Honour twenty orphans from the Arovium Provincial Orphanage. In a yearly tradition they have joined the Imperial Family for a variety of celebrations, including a voyage aboard the United States to the Festival of Sail in years prior. This year a group of seven joined the Imperial Family along with a group of current orphans. Like the original twenty, the Empress has reached out on their behalf to find them loving homes but, in the mean time, Pyrena Castle's doors have been open to them."

The original twenty, ranging in ages from seven to fourteen at the time of the Imperial Wedding, were orphaned during the Second Patriotic War and forged a special bond with the Empress who, like them, lost her parents during the conflict. "I have watched as they have grown, we exchange letters and have formed for ourselves an extended family," the Empress shared with the RBC. "As the years passed we never forgot the Arovium Provincial Orphanage and engage with those there today to see every opportunity is afforded to them. While we all couldn't get together this year it was truly warming to have them here, to recall the Wedding, and mark another year together. Our friendship is like no other I have known and I am truly blessed that we have remained in touch for all these years."

Abstergo Developing Hypersonic Vehicles For Damocles II

Damocles II, upon which up to twenty four Ifrit hypersonic glide vehicles could be launched, according to a contract held by Abstergo.

In a bi-annual Transparency Report the Imperial Rokkenjiman Strategic Forces (IRSF) contracted the services of Abstergo Industries to develop a hypersonic glide vehicle compatible with the Damocles II[1] missile. In conjunction with the Mk II warhead which is deployed utilizing fractional orbital bombardment this project was undertaken "to maintain and enhance Rokkenjima's capability of striking any target on Mundus at any time of our choosing, with little to no warning. The new vehicle thus far is known as Project Ifrit, was previously excluded from the Transparency Report, however, the exclusion was not applied to the project this year.

With a target speed of Mach 27 Ifrit may be carried as a MIRV payload, capable of delivering Rokkenjiman Mk II thermobaric warheads. With a focus on speed and maneuverability IRSF expects Ifrit to be capable of evading missile defense systems, with its target speed making future intercepts highly difficult. Present efforts facing Abstergo include addressing the high amounts of heat Ifrit is expected to encounter, ensuring the integrity and operability of internal components in such conditions. The project follows a series of Rokkenjiman projects which were initiated in response to the Zircon missile fielded by Kaitaine.

As defensive options against the Zircon missile remain elusive due to the nature of the platform the Rokkenjiman strategy has seemingly developed toward ensuring a Rokkenjiman capability which would set the cost of Kaitaine utilizing Zircon beyond acceptance by Kaitaine officials. "They strike a Rokkenjiman vessel, we obliterate a target or two at their heart," according to the words of an individual familiar with the projects who spoke anonymously with the RBC. With Rokkenjiman aid being dispatched to the Soviet Republic to combat Bene Gesserit terrorism, however, while a sentiment of distrust remains the chances for confrontation between the First Empire and the Soviet Republic certainly seemed to have waned since these projects were initiated.

Enterprise Strike Group Headed For Kyne Deployment

Enterprise joins ongoing Rokkenjiman operations in the Kyne.

IRN Enterprise will be relieving Rokkenjiman forces originally deployed as part of long-running anti-piracy operations throughout the Kyne as tensions spike in Midaranye. "Following several acts in the past in which Peoples faced violence and outright extermination many stated they would never transpire again, the First Empire amongst them. As Cultists face renewed persecution none can allow the benefit of doubt to allow for the continuation and escalation of violence against Cultists. While not requested, the Imperial Rokkenjiman Navy will be positioned to provide assistance should it so be requested, as well as opening humanitarian facilities afforded by our vessels to ensure any in need of medical assistance have yet greater access to it."

The statement from Pyrena continued, stating "Religious persecution, discrimination, genocide; each share a common thread and it is through maintaining inescapable attention that their prosecution is prevented. When the Rosari came under persecution during the Ardian and Republican eras it was a number of foreign powers who opened their doors and hearts to help bring such transgressions to an end. With the fullest of hopes for a peaceful resolution we stand in solidarity and to show that regardless of faith, creed or nationality we all stand as one when faced with such vicious violence."

YourVoice.rk Places Government Reform On Ballot

A referendum to abolish the Office of Premier will advance having met the threshold.

A YourVoice.rk petition to "increase the efficiency of the Imperial Government through the abolition of the Office of Premier" has reached the 2%(3,244,942)  threshold for the measure to be put to a national vote. Should the measure pass the Imperial Diet would remain and would continue to perform legislative duties and perform "only those checks necessary" on the Monarchy in the conduct of Imperial Governance.  The Imperial Government has thirty days to put the measure to vote.

The measure will place before the Rokkenjiman electorate the following question:

Quote
Should the Office of Premier be abolished and all functions and responsibilities be assumed by the Crown?

Yes
No

The Office of the Premier stated its "surprise and shock that the measure has received this level of support. The Premier of Rokkenjima works to bring a progressive domestic agenda on behalf of the Rokkenjiman People, seeing their voices elevated in Pyrettania. This is an unfortunate development upon which we will consult with the Diet and Pyrena Castle. Regardless of the circumstances we have thirty days to put the measure to vote, after which we shall see what decision is ultimately made."

Pyrena Castle confirmed the referendum would be hosted within 30 days. "A measure which meets the threshold for national consideration on YourVoice.rk must advance to a national referendum within 30 days, according to Imperial Law. Chrysanthemum Throne takes no position on any such referendum brought before the nation, as this is a choice the People of Rokkenjima must make in an untainted manner. Whatever the results of the referendum should be the Empress shall work with the whole of the Imperial Government to forge the best path forward for the Rokkenjiman People and Nation."

Slava Lavosk Crosses 'Red Line': Empress Beatrice Condemns Execution

Dilara Highaghi has been tortured and brutally executed by the Slavan Regime.

Empress Beatrice condemned the execution of Dilara Highaghi by Slava Lavosk as "an act of brutal cruelty which crosses a line from which Slava Lavosk cannot retreat. Tried by a kangaroo court, denied any measure of independent investigation or oversight, young Dilara was forced to endure torture and cruelty which goes beyond even the most depraved actions we have seen to date. With tens of thousands of Slavans of Tamoran descent remaining in Slavan internment camps the stakes are that much higher, as Dilara's vicious execution follows the deaths of 63 prisoners in Slavan internment camps late last year. I promise you today, there shall be not one further, as we shall not stand by in idle as Slava Lavosk continues to intensify its campaign against Slavans of Tamoran descent and further diverge from the course of any semblance of norms or humanity."

The Enterprise Strike Group, in place to support East Moreland and coalition forces who are on guard against violence against Cultists in Royal Seleucid, has been ordered to track closer to the Gulf of Auraxis whilst Elsa's Strike Group has been ordered to halt its return to the Rokkenjima Sea and will instead make steam to ensure dedicated support to Coalition efforts. "I was not bluffing when I stated clearly that the costs for Slava Lavosk in persisting on this path would be most high. Unfortunately Slava Lavosk shall now face that price and rue this display of inhumane barbarity. President Kravec wished for attention, I shall oblige him and ensure he snuffs out not one further life." The Minstry for Foreign Affairs announced that diplomats from Slava Lavosk would have forty eight hours to depart the First Empire, in effect shuttering the Slavan Embassy in Rokkenjima, while ordering Rokkenjiman diplomats to return from Slava Lavosk.

Most assets deployed to the Midaranye region are those based at Queen Katenka Naval Base, which has been on a heightened state of alert since tensions with Slava Lavosk emerged. "With Midaranye on the edge of absolute chaos and, with it, the broader Kyne having these assets based at QKNB has proven invaluable to the Rokkenjiman response," Grand Marshal Cole shared with the RBC. "Slavan actions not only violate international norms and expectations but threaten stability throughout the broader Sea of Kyne." The Grand Marshal went on to state that the First Empire would "utilize all tools at our disposal" to respond to Slavan actions and "prevent the regime from further violence against Slavan Tamorans while preserving the Kyne from the destabilizing actions of the Slavans."

News in Brief:

  • A referendum to reform the Imperial Government by abolishing the Office of the Premier has been set for January 28th. The Referendum will determine whether Rokkenjima retains the Office of the Premier, or abolishes the Office and consolidates all executive powers under the Crown.
  • Empress to visit QAMB, QMMB and QCMB in support of Rokkenjiman forces deployed abroad. QAMB visit will commemorate the closure of the base and begin the process of deconstruction.
  • Empress clears Morelandish document to be returned to East Moreland "at the earliest convenience of the Morelanders."
  • Messages of support for Princess Rhiannon dominate Rokkenjiman social media, while the Empress has designated र540k ($1m) of the Anselmo fortune to charities, centres of research and hospitals to aid in the combat of cancers and illnesses in children.

Breaking Brief: Rokkenjima Votes To Abolish Premier

A referendum to abolish the Premier has passed, empowering Empress Beatrice in her work on behalf of the People.

With a majority of locations reporting results the RBC can confirm that the Referendum to abolish the Premier has passed. In a vote of 65% to 35% the Rokkenjiman electorate voted to abolish the Office of the Premier and formally grant Empress Beatrice full executive powers. An amendment to the Constitution will be minimal, as the Office of the Premier is mentioned just once in the document. Overall Azukishima, Austrana, Kavania, Estvua and Ecskana Prefectures supported the measure, with Arovium Prefecture preferring to keep the Premier 78% to 22%. Popular suppor has remained high for Empress Beatrice who, to most, is the mother of modern Rokkenjima.

Premier Koizumi, who is to formally end his term once the Empress brings the current session of the Diet to a close, noted his disappointment in the results. "Empress Beatrice spoke so often of empowering Rokkenjiman democracy, ceding more power to her elected officials as the public trust was restored. She has yet another opportunity to ensure those gains are not lost: deny any manner of Assent and assure the People that our system, while not perfect, is making great strides and is worth preserving. We cannot allow the crimes of the Republicans to stain those hard working men and women of today's Imperial Government. Your Imperial Highness, I implore you to give full weight and consideration to my proposal."

Pyrena Castle has informed us that the Empress would be making a speech regarding the results, as well as announcing major policy initiatives. Questions as to whether the Empress would refuse to honour the results of the Referendum as proposed by the Premier were quickly struck down. "The Rokkenjiman People have spoken, granting the Empress a mandate which the Premier has been incapable of building himself. The Empress will not rule the democratic voices of the Rokkenjiman People invalid and will act on the mandate She has been granted to work on their behalf."

Empress' Address To Imperial Diet

Honourable Members of the Imperial Diet, fellow Rokkenjimans, Friends and Allies of the First Empire, honourable delegates viewing from afar, I thank you for joining me here this evening.

Late last month this First Empire held a referendum at the request of her People which called for the abolition of the Office of the Premier and see those powers held by the Office executed by the Crown from this point henceforth. In a vote of 65% tao 35% the Rokkenjiman People have given me not only a mandate but a solemn bond of trust which I will honour each and every day I sit upon the Throne behind me. When I worked with our Government to re-institute the Office of the Premier public trust was increasing in our elected officials and, as I worked with the Honourable Hartnell, we saw more powers granted to the Premier. Sadly, the Rokkenjiman People now believe that course is not the best approach forward for the First Empire, despite the best of our mutual efforts to repair the damage caused by the Republican Era upon our democratic foundation.

With the results of the Referendum now in our hands the onus is now upon the Imperial Diet to execute the wishes of the Rokkenjiman People. In the coming days the Imperial Diet is set to take up legislation prepared by Teikokutō which shall abolish the Office of the Premier, return those powers granted to the Office to the Throne, and establish a new relationship between the Crown and the Imperial Diet. This change does not bring about an end to the Diet as an institution of the Imperial Government, nor does it set this First Empire upon a course of unbridled power being executed from Chrysanthemum Throne. Teikokutō has worked into its legislation to bring into effect the results of the Referendum a relationship between Chrysanthemum Throne and the Imperial Diet a series of checks and balances, restoring the Imperial Government to the arrangement which was prevalent prior to the creation of the Office of the Premier.

Following the passage of this legislation the present session of the Imperial Diet shall be brought to a close, with new elections being called which shall see the People shape the Imperial Diet which shall lead us into this new era. A Speaker of the Commons shall then fulfill the Constitutional requirements of breaking ties as called for of the Premier in the Constitution presently. Furthermore, Chrysanthemum Throne will engage actively with the Imperial Diet, ensuring that it remains an active and important institution of this Imperial Government. Just as Rokkenjima enjoyed democratic principles prior to the Premier, so shall it again in its abolition.

While some, including voices from afar, have noted concerns I can only state that I did not request this Referendum, nor did I desire to see the Office of Premier abolished so shortly after its creation. Since my earliest days upon the Throne I have taken every action I can to restore powers to elected hands as public trust in those hands increased. Should such a time come again I am confident we may have a national discussion to again determine just which course is most appropriate for this First Empire. For now, however, the People have spoken, and it is upon us to honour their voices and ensure their democratic will is carried out.

As the Diet conducts the work required of them so too shall I be working with the staff of Pyrena Castle to ensure a smooth transition takes place. We will be inviting Members of the Diet and those presently working on behalf of the Premier to Pyrena Castle for a series of meetings to provide for ongoing programs and initiatives which will carry forth under the new Government. I trust that the Imperial Diet will take up this legislation and see to its passage in the coming days, after which we shall work together in charting the next chapter of our nation. Thank you all for your time, and Islyna guide us through these times with grace and wisdom.

Following the speech Premier Koizumi confirmed that the Imperial Diet would take up the legislation "and provide for a fair and open vote. I may disagree with the results, however, I will not see the Office of the Premier deny the democratic will of the People as its last actions. I will also look forward to continuing my work on behalf of the Rokkenjiman People once elections have concluded and a new session of the Diet is convoked." Further questions from the Premier were not taken as he returned to the Diet Chambers for that work remaining in its present session.

Exuperia, The Diverse Jewel Of The Empire

The Tri-City Megalopolis has long played a crucial role in Rokkenjiman history, with key events centred around this region from the earliest days of the Rokkenjiman nation. From the port city of Ashinxao, to the capital city of Pyrettania and the economic centre of Exuperia the Megalopolis sees the most diverse population anywhere in the Empire. The 28.6 million people whom call these metropolises home represent a metropolitan economy of र1.081t ($2tn), a reflection of the domestic and foreign business interests which converge upon the region. Today we look at Exuperia, perhaps the most diverse of the cities, and examine what lessons its history may hold for a nation which increasingly looks toward increased diversity throughout.

As the Capital of Azukishima (the name of the nation at that time) prior to 1247 Exuperia was a centre of politics, culture and commerce which grew to a population of 875,000 by the year 1215. It was during this era which the monarchy held its principle residence in the city before formally transferring the capital to its present location, Pyrettania, a move which followed the Ardian occupation. Some historians point to the occupation as the event which changed the course of Exuperian history as many of the Ardians who remained following the resumption of sovereignty settled down in Exuperia where they would go on to contribute to broader Rokkenjiman society. This is best marked by the Thoresen Family, an Ardian family which came to gain equal standing with the noble families of the era.

It would not be until the Imperial Restoration that Exuperia would be recognized as the cultural melting pot of the Rokkenjiman nation when, due to the various foreign projects undertaken by the First Empire its foreign population expanded ever greater. Exuperia to this day boasts a large population of Elpidian, Ndambian, Quinntopian, Tytorian and Bechsteinen peoples, who have called Exuperia home following the demise of their homelands in addition to foreigners who work at the International Trade Centre in one capacity or another. It is thus of little surprise that Exuperia is projected to be the first Rokkenjiman city in which Rokkenjimans will not form the majority of the population by 2027.

While some areas of Rokkenjima have seen difficulties in assimilating with foreign populations, the troubles which have long simmered with the "Wayward Cousins" of Toshindai, Exuperia has taken a different approach, embracing the strengths which many Peoples bring to it. Whereas in Victoria foreigners were often the targets of discrimination, with some businesses designating separate facilities for people of Toshindai ancestry, Exuperia had elected its first mayor of foreign ancestry. It was also in this same year that the Multicultural Museum of Shared History was opened in Exuperia.

"Change is inevitable," said Mayor Janice Thoresen, "Exuperia has long recognized that standing against it is to deny the opportunities it brings with it. We're proud of the city we share and here, whether one is Elpidian, Dartfordian or Rokkenjiman, we're all Exuperians. Through our diverse population we've built Exuperia into the economic heart of the Empire, working in tandem with our sister cities of Ashinxao and Pyrettania to forge a vibrant local economy. Embracing diversity and finding strength in those differences that compliment each other is a model which can be replicated throughout Rokkenjima as our Empire as a whole grows more diverse."

Enterprise Strike Group Will Remain, Says Grand Marshal

Grand Marshal Cole announced that the Enterprise Strike Group would be holding its position despite escalating threats issued by Slavan President Kravec. "Quite simply, Kravec doesn't tell the IRN where to go or when to return to port, nor does he determine what appropriate Rokkenjiman operations are. The original offer presented to Kravec remains on the table, whatever he decides it will not impact Rokkenjiman support for the Cultists within Royal Seleucid, nor that shown toward friends and allies who are also present. Allow me to also be clear that Rokkenjiman forces will not be in the Gulf as part of this support mission. Only should Kravec be foolish enough to initiate an aggressive encounter with the First Empire will our guns be turned upon his nation in anger."

In a brief release the Empress confirmed the original offer remained on the table. "President Kravec has the offer I relayed to him days ago, that offer still stands today despite essentially being rejected twice now. The Enterprise Strike Group will remain focused upon its present mission which takes it nowhere near Slavan waters. Only at such a time Slava Lavosk fires upon, or otherwise acts in a hostile manner toward Rokkenjiman forces, shall I recognize a state of conflict between our states. I would implore the President to take the opportunity for diplomacy instead of sabotaging it as he appears hell-bent upon doing at this point."

The Empress had time for a few questions, one of which involved Rokkenjiman-Tamoran coordination following the crucifixion of Dilara Haghighi. "Just as Rokkenjima condemned the brutal methods of execution utilized by the Iwi, we have spoken out equally against those employed by Slava Lavosk. Of concern are those remarks made by Slavan officials, especially with the vast numbers of Slavan Tamorans held in camps throughout the nation. I met with the Tamoran Emperor once to gain insight into a nation and culture which perhaps no one outside of Tamora truly understands, in order to forge wise and prudent policy decisions in the future. This did not result in a relationship as termed by the President and is but another tool being utilized to thwart efforts toward diplomacy. Rokkenjiman forces will remain focused upon supporting a campaign Slava Lavosk itself has noted its support for and, perhaps, President Kravec will act upon my offer instead of rejecting it thrice."

Breaking Brief: Second Petition Reaches Referendum Threshhold

A YourVoice.rk petition to "withdraw the First Empire of Rokkenjima from LISA" has reached the 2%(3,244,942)  threshold for the measure to be put to a national vote. Should the measure pass the Imperial Government would be directed to begin the process for withdrawal "within 30 days of an affirmative vote."  The Imperial Government has thirty days to put the measure to vote.

The measure will place before the Rokkenjiman electorate the following question:

Quote
Should the First Empire withdraw from LISA?

YES
NO

The petition has been on the platform for some months now, however, following a Vaguzian statement in which it threatened to fire upon Rokkenjiman vessels, as well as the declaration of a no-entry zone by the Holy Empire, support for the petition has skyrocketed.

"The position of the Holy Empire could have been better communicated, however, the statements released by Vaguzia are unprecedented, reckless and have shown that the First Empire should perhaps reconsider just how much faith it can put in its so-called allies," a Rokkenjiman official shared with the RBC anonymously. "For an allied state to even hint at firing upon the vessels of a fellow ally is foolishness of the finest degree. For them to show support for a nation which has executed a young girl and holds tens of thousands of Slavan Tamorans in internment camps across their nation over an allied power is absurdly foolish. For them to not convey concerns via proper diplomatic channels, of which many exist between the nations due to their shared LISA membership, it becomes an exercise of amateur levels of stupidity. The message has been received; we can't trust you, and should this referendum return an affirmative vote we won't have to worry about that any longer."

Breaking Brief: Imperial Diet Passes Legislative Package

The Imperial Diet voted earlier today to pass the legislative package presented by Teikokutō, formally abolishing the Office of the Premier and returning those powers granted by the Empress to the Office to Chrysanthemum Throne. While the package saw near universal opposition from the Centre Party Teikokutō was joined by members of the Socialist and Green Parties to pass the legislation 501-349, with all members of the Commons present and voting. Passage through the House of Councillors was possible only through the defections of Centre Party Councillors.

With the successful vote the Empress is set to bring the present session of the Imperial Diet to a close, allowing for new elections to shape the new government.

The RBC will bring you the latest on this developing story.

LISA Referendum Scheduled For February 20

A referendum to leave LISA is due in the coming weeks.

A referendum to determine Rokkenjma's future in LISA has been scheduled for Februrary 20th according to a statement by Pyrena Castle. The statement provided the date and times for the referendum but was clear to not take a position either for or against the measure, stating the decision must be made "by the Rokkenjiman People without the influence of any party. Once the results are in and verifed the Imperial Government will convene to determine what steps are necessary to implement those results as policy."

If held today, according to recent polls from RBC Analytics, the Leave campaign would win with 52% of the vote. Public perception of LISA has taken massive hits following statements from the Vaguzian Minister of Foreign Affairs and Achkaerinese stymieing of Rokkenjiman operations. "The two have most certainly taken steps that undermine any sense of faith or trust in the alliance, and that has not gone unnoticed. This referendum is a direct result of the actions of these two nations, as well as the lack of respect shown toward an allied state."

Empress Addresses Kravec, LISA Challenges

The Empress gave her remarks from Rishiri, where she is working with Governor Lucretia Marino on a series of projects.

"It was my sincerest of hopes that President Kravec and I could sit down and talk about the issues our nations are presently facing, however, he has destroyed that process through a bastardization of the facts. The First Empire stated that, upon acceptance of the offer of the removal of vessels from the immediate vicinity of the Auraxis that I would be pleased to meet with him at a time and place of his choosing; not once was he invited to Rokkenjima, nor would he have been under the circumstances. President Kravec further states that he asked for both "fleets" to be withdrawn beyond missile range; this is another lie as he did in fact state his desire for Rokkenjiman vessels "to not only leave the vicinity of the Gulf of Auraxis but return to its home waters, either your base in Dartfordia or Rokennjiman waters."

"Despite his calculated stymieing of the diplomatic process I have, in good faith, accommodated the immediate concerns stated by President Kravec by in regards to missiles, while ordering Task Force Steady Aim to resume operations more toward the Southern Sea of Kyne, although they will remain vigilant should the Slavans act in any aggressive capacity toward Rokkenjiman forces in the region. The Enterprise Strike Group, which shall be holding a position in international waters, will remain on hand should the Morelanders require their assistance. This shall include two Blue Star Line ocean liners carrying provisions of food which may be distributed through whichever channels are best decided by ongoing international operations. Despite every effort I have taken, including making it absolutely clear that Slava would be fired upon only if she first fired upon Rokkenjima, President Kravec has said no to the process of diplomacy, using every excuse and convulted logic in his arsenal to lay that failure at the feet of the First Empire."

The Empress also addressed the Achkaerinese-Vaguzian no-entry zone.

"It's unfortunate to see this type of behaviour from allies, most notably the Vaguzians stated intent of firing upon Rokkenjiman vessels. Instead of approaching their ally through proper diplomatic channels to air concerns while coordinating a response to these challenging crises they have instead opted for a path which closes off cooperation, attempts to paint the First Empire as the problem and, in some occassions, makes liberal use of President Kravec's talking points. Few could be blamed if they believed Achkaerin and Vaguzia were allies of Slava Lavosk instead of Rokkenjiman allies. It is because of these actions that a referendum concerning Rokkenjiman membership in LISA saw its support grow from just shy of tens of thousands to meeting the threshold for national consideration."

"The Vaguzian Foreign Minister stated that Rokkenjiman vessels would "eventually" be fired upon; no context nor rationale can frame that statement in a favourable view. Allies air disagreements between themselves in their established diplomatic channels, they do not present a front which is not united as we've seen from both Vaguzia and Achkaerin. We shall see if these states take the steps to make things right and rectify this situation or if the Holy Empire will revert to its poor habits of blaming every ill upon the First Empire and making each situation about Rokkenjima instead of the critical matters at hand. I certainly hope that we shall not return to that era and they will approach us, properly, as allies have done so up until this unprecedented point."

Empress Of Xćth Invited To Pyrettania

The Empress has invited Empress Ćlirn of Xćth to Pyrettania for a formal signing ceremony.

Following passage of the Treaty of Friendship And Cooperation Between The First Empire of Rokkenjima And The Holy and Celestial Empire of Xćth, or the Pyrettania-Jiloola Accord, Empress Beatrice has extended an invitation to Empress Ćlirn for a formal signing ceremony before the Imperial Diet. Speaking on the passage the Empress said "The First Empire always cherishes the opportunity for forging new friendships. During my time in Xćth I saw a nation of great promise and in their Empress a young woman with great potential, extraordinary vision, and strength I've not seen in leaders twice her age. In Xćth we have found a nation and culture with which much we share in common, and this Accord is a firm foundation upon which to anchor our newfound friendship."

Empress Ćlirn will also receive the honours of being the first foreign leader to enter the Imperial Diet, where a formal signing ceremony will take place. "After the Treaty is signed I'm preparing some exploration of the Tri-City Megalopolis which includes Pyrettania, Exuperia and Ashinxao as well as accommodations for her stay at Pyrena Castle. It is my pleasure to welcome Empress Ćlirn to Rokkenjima, to return the hospitality shown to me, and to begin our walk as friends. At a time where Mundus looks increasingly dangerous and hate between states increases ever greatly, today is one which may be celebrated as one of friendship."

A date has yet to be formally set, although Pyrena Castle stated it would release a statement once arrangements were made with the Xćthoon government.

Rokkenjiman Departure From LISA Not All That Surprising

"The language from Pyrettania has relayed a message that most should not respond to the LISA referendum with any manner of surprise: an era in which Rokkenjima associates itself with traditional military alliances is in its twilight." Evanthe Rhodes

Empress Emerita Evanthe sat down with the RBC to offer her views on the situation engulfing LISA.

While some seemed surprised that a referendum on continued Rokkenjiman membership in LISA was to take place I personally saw the writing on the wall long ago. Throughout modern history Rokkenjima was a proponent of military alliances, herself forming the Cross-Straits Treaty Organisation as a response to a global campaign of hostility and aggression perpetrated by the Warsaw Powers, yet even in the later days of the CSTO a growing desire in the halls of power, Pyrena Castle and the Imperial Diet respectively, quite openly voiced their discontent with the arrangement into the modern era. These voices grew louder following the fall of the Warsaw powers; certainly the CSTO would find no threat in the CIS, and not one state or assembly of states posed a direct threat to the CSTO or any of its constituent members. If it wasn't the policies put forth by Achkaerin, only to be woefully amplified by Vaguzia, I'm confident that we'd have seen headlines of a Rokkenjiman withdrawal from LISA within the next two years regardless.

Increasingly we have seen the Empress warn of the dangers of large accumulations of military might as presently exemplified by LISA and CNN, warnings echoed by outgoing Deputy Premeir Sugano, perhaps the most powerful elected official following the vote to dismantle the Office of Premier: 'We must also review the necessity of vast accumulations of military might in alliances, such as the CNN or LISA, in an era where there is no clear adversary which poses a common threat to our People or our prosperity. Just as these institutions may be tools of maintaining peace, so too may they become tools with which to strangle the sovereign will of nations."' The Empress herself has noted, despite the lack of a threat such as Warsaw, we see before us two accumulations of military might with no clearly defined adversary. The assessment that such accumulations of military might are inherently dangerous, I believe, is not misguided.

The lack of an application of Rokkenjiman military might, indeed even the absence of motions before the CTO, when viewed through this lens, begins to make more sense to an outside observer. The Empress undoubtedly recognizes the role she played which has led us to this very situation, indeed the circumstances of the past few years must also weigh greatly upon her. When we look at a related institution, the Commonwealth Treaty Organisation, it is arguable that it no longer maintains the capability, nor the inherent authority, with which to act. With two organisations aiming to fulfill a similar role their very coexistence undermines the type of authority which would be required to mount the operations, and indeed expectations, which people look for them to provide. With a set of nations that subscribe to the CTO, another to the CMA and yet a third which subscribe to neither, the type of cohesive unifying force which makes the institutions work quite simply cannot exist, dooming them to ultimately fail.

With the breakdown of relations between Rokkenjima and Vaguzia I am left astounded that, increasingly in recent days, those in Vaguzia seem to be comfortable in the position that these decisions have been rooted in sound judgement and good cause. Regardless of the phrases employed, the terminology presented, stating that you may fire upon allied forces is as good as saying you will fire upon allied forces. When the Holy Empire implemented its "No Entry Zone" for Rokkenjiman vessels instead of first communicating with Rokkenjima the most visible of recent cracks within LISA were clearly apparent; it's not how allies have operated, nor how they should operate.

What should have happened, under normal circumstances, would have been someone picking up the phone, starting a video call, something to relay whatever concerns were held in Achkaerin and Vaguzia. From there appropriate actions could have been determined, and a coordinated path forward agreed to and followed which preserved at least the illusion of the unity of the alliance. With these developments it is clear that LISA is in fact not a united force and is willing to engage in public spectacle aimed at an allied power. When one combines the rumblings of Vaguzian officials openly contemplating the prospect of firing upon Rokkenjiman vessels, regardless of their rationale or the manner in which they phrased it, with rhetoric which sounds like it was read from a script provided by Kravec himself it is woefully guided, horribly implemented policy which undermines the foundation of any alliance. Vaguzia has in her conduct become a great benefactor for President Kravec and the ruthless regime he commands, but perhaps my husband said it best in his recent contribution to the Free Mundus Network:

Quote
Broken Alliances. Slava Lavosk is proving adept at driving a wedge between allies. Such is the case with LISA. Vaguzians have said they would fire on Rokkenjiman ships, Achkaerin has established an exclusion zone regarding Rokkenjiman ships and Rokkenjima has scheduled a referendum regarding continued membership in LISA. As LISA fractures, Slava Lavosk is actively expanding it's own sphere. Courting an ally in Socram, Slava Lavosk has provided pesticides, food and seed grain to the island. Should that relationship develop it could put the Gulf of Auraxis and all the waters in between Midaranye and Socram firmly into the hands of a Slavan/Socram alliance. As that deal is finished another arrives. Earlier this week, Slava Lavosk was invited to the Slavic Summit of Frienship and Cooperation. There is no telling what could develop in the Krimeon city of Kislev, but it merely underlines the fact that Slava Lavosk is not sitting silently or idle waiting for Tamora to attack but actively and aggressively strengthening their position while weakening the positions of others.

Sure the writing may have been on the wall, however, the actions of Vaguzia and to a lesser extent Achkaerin have undoubtedly accelerated the process. I'm quite confident that both Pyrettania and Valtheim will mend this setback in relations given time and some much needed discussion, however, I don't see a diplomatic revival so long as Vaguzia refuses to see where they have made grave mistakes, especially when the stakes are as high as they are. With the future course upon which the Empress appears to be guiding Rokkenjima toward, however, I see a much needed realignment and refocusing of energies which have, in the past, been needlessly wasted. It is in this new direction that, ultimately, a Rokkenjiman withdrawal from LISA may be seen in hindsight as ultimately inevitable.

Enterprise Strike Group Transitions South

The transitioning of the Strike Group south places it outside of missile range, placing the potential for diplomatic talks to proceed in Kravec's hands.

Pyrena Castle has provided confirmation that the Enterprise Strike Group has been issued orders to transition south for "routine exercises in the broader Kyne region. Its associated forces will be maintained should the situation demand their re-entrance to more northern waters." The announcement follows coordination between the Imperial Rokkenjiman Navy and Achkaerinese forces in the region to ensure the safety of the hospital ship Guardian and IMS Rokkenjima, both of which have been dispatched for humanitarian operations in the region. "These vessels will be atatched to the Achkaerinese mission, shall fall under their protection, and shall coordinate future operations with our allies in the region," the statement continued.

In her weekly Fireside Chat the Empress addressed President Kravec personally, stating that "the door toward diplomacy remains open, if even by a crack; I shall certainly overlook actions which have threatened that process should the President place worth in his word. Those vessels which so strongly provoked a response from him are in the process of transitioning toward more southern waters, land-based missiles activated in a move of prudence have likewise stood down, thus there is no threat which lays in the way of President Kravec from sitting down and speaking. Furthermore, in case it wasn't already perfectly clear, the First Empire supports no course of action undertaken by the Tamoran Empire to launch a military campaign which would see casualties unseen for quite some time, perhaps never seen in our modern era. Support for the whores of Bene Gesserit have also seen the proper and due application of Imperial law, and I expect that Tamora's diplomats shall soon be departing Pyrettania as I've no room for those who align their cause with that of terrorists within my lands."

"When I spoke with Emperor Abbas it was to gain insight, to prepare proper responses of this Imperial Government to see a long-term solution to the issues within Tamora, and to address their history of human rights abuses. Regardless of its cultural roots I made clear to the Emperor that slavery was an institution which stood against the very heart of the First Empire and her values. Today, his actions in recognizing the whores of the Bene Gesserit as a sovereign nation provides further proof, without question, that the foundation upon which his empire is built upon is rotten. I should have learned that lesson with Toshindai that, when given a chance to better the future of their People, one must look at the entire body of work and see that alternatives are, at best, wishful thinking."

In related developments the Empress has called on the Ministry of Foreign Affairs to "forgive any transgressions, perceived or otherwise, of Vaguzia and to focus upon the challenges raised by recent developments in Midaranye. We cannot hope to achieve anything if our house stands divided." The Empress has also postponed the LISA referendum "until the present crisis in Midaranye concludes, as this is not the proper time for such a decision to be made. Allow the worst of the fears which led to this referendum coming this far to either be proven true or false by the situation before us, then allow the decision to be cast, on fair merit."

In unrelated matters the Empress approved "a Red Legion Honour Guard and a group of Horseman of Jekar to enter the country to help with ceremonial handling of the artefacts such as swords and the Urns" as well as "ensuring any cultural artifacts are returned in due order to East Moreland. We shall also work to see where these family ties of Paul the Explorer lead, seeing whether or not any live from this eldest of lines. Truly, the team responsible for these discoveries have done fine work which the First Empire shall not impede."

Rosari Crusaders Offer Support To Kaitaine

Reactivating the Crusaders for the first time since the Second Patriotic War, Grand Maester Yuna pledges assistance for Kaitaine.

Grand Maester Yuna has announced that the Rosari Crusaders, a sect of the Rosari Faith which fought alongside Restoration forces in the Second Patriotic War, "stand ready to support Kaitaine in its fight against terrorists and the enslavers of children. What fate can one expect a young girl, forged into a harbinger of death and destruction, to find for herself? Her future stolen, her life laid down so pointlessly, an entire generation laid to waste. We cannot stand by, in complicit silence, while these crimes against humanity and the universal truth continue before our very eyes," she said in a statement made in the early morning hours.

"President McPherson, I have 700 Crusaders with experience from the Second Patriotic War who have petitioned my graces to fight alongside Kaitaine against this common threat. You and your People do not stand alone; if given your permission the Crusaders stand ready to enter the fray alongside your forces. Further military aid from the Imperial Government is presently under consideration as well, including an Act which would levy more strict measures on nations which do not recognize the threat and openly collaborate with this evil. If you should accept my offer, my lines are open regardless of the hour of the day."

Pyrena Castle has declined comment on the story, stating "Rosari matters are under the remit of the Rosari Faith. The Imperial Government does not interfere in matters of the Faith."

Researchers Discover Koul Family Links[/i]

At the behest of Pyrena Castle researchers from the Imperial University of Ashinxao have confirmed the Cole Family, including Grand Marshal Henry Cole and Rokkenjiman diplomat Jason Cole, are modern descendants of the 'Koul Family'. While neither were available for comment at the time of press the Empress thanked the University "for its time in fulfilling this request. We are gaining a more clear picture of the modern links to Paul the Explorer's time in Rokkenjima, and to know just how close his descendants have been to us all this time is amazing."

In related developments the Rosari Faith is conducting a review of early texts which speak of "the wise foreigner" who played an influential role in the Rosari Faith at the time. "Rosari records speak of a foreign man who was not tied to the Faith, but whose wisdom was recognized by the Faith during his Rokkenjiman travels," Grand Maester Yuna shared with the RBC. "Whether this was Paul the Explorer or another has yet to be confirmed, however, we're currently looking into any possibilities. The identity of the "wise man from shores afar" has long perplexed the Faith, and to finally put a face to this man would solve many questions from a previous era of the Faith."

Kaitaine Initiatives Remain In Place Despite Terrorist Claims

The Imperial Government has announced that the annual Emergency Military Assistance Package (EMAP) will continue to be distributed to Kaitaine "until such a time it is proven, beyond any reasonable measure of doubt, that a chemical attack has taken place within Kaitaine." Also authorized is a program to provide intelligence sharing with Kaitaine, including access to high resolution satellite assets tied to ICON if required, "to monitor the Bene Gesserit threat." These overtures follow increased scrutiny upon nationals of nations which host Chapterhouse schools as well as the strong sanctions levied upon nations which choose to recognize the self-proclaimed Theocracy.

"There can be no mistake," the Empress said when speaking of the measures, "those who recognize the "Theocracy" have cast their lot with the terrorists and have taken a stance against the principles which maintain international order. Shall Tamora next recognize the self-proclaimed Principality of Borland as a legitimate state? Shall Tamoran funds find their way toward promoting instability in Lakhzovia? Kaitaine has one legitimate government, and while one may disagree with many of their policies one does not align themselves with terrorists who snatch the childhood from the hearts of countless young girls to send them to the fields of battle. In short you stand either with us, the civilized world, or you stand with the terrorists."

Empress Beatrice applauded the Network of Crowns for "decisively rejecting this band of terrorists in their attempts to masquerade as a legitimate state. We must continue to work to ensure they are denied any platform from which they could claim legitimacy, just as we've seen with their failed attempt to join the Network of Crowns. The swift support of Krimeon, and their response to the supposed chemical attack proclaimed by the terrorists, shows that our two states should explore further manners of cooperation in response to Bene Gesserit-inspired terrorism. The rejection of the self-proclaimed "Theocracy" is a victory, but it is one of many battles we shall face in extinguishing this threat to the peace and stability of Mundus."

In other news Grand Marshal Cole has accepted the invitation to the internment of the Koul Family remains to the Ironside Family Mausoleum. "Having spoken with my nephew I can confirm our joint acceptance of this invitation, while conveying our joint hopes and support for Princess Rhiannon in the fight before her."

LISA Referendum To Resume

With the Achkaerinese decision to leave LISA the Empress saw no cause to delay the Rokkenjiman People their  vote on continued LISA membership.

Following the Achkaerinese decision to withdraw from LISA Empress Beatrice has scheduled the Rokkenjiman referendum on continued LISA membership to occur no later than the fifth of April. "My decision to postpone the referendum was taken to ensure that the alliance did not face such challenges as it approached the situation in Midaranye. With the Achkaerinese announcing their withdrawal from LISA there is no reason for Rokkenjiman restraint, nor any just cause in delaying the right of the People to determine the continued worth of the alliance," the Empress said upon announcing the decision.

"As for the suspension of intelligence sharing between our nations this is of course the right of the Achkaerinese, however, as we have seen in the past various actors have taken great advantage of periods where our nations have been consumed in such quarrels. Given the differences in our respective approaches to international affairs this decision is most unlikely to move Rokkenjima's position. Valtheim has long seen its approaches as the only path forward, as well as pushing its solutions as those being the only viable options. Perhaps once Valtheim rejects such notions and recognizes the several other states which exist we may again come to a mutual understanding."

"As for SCION, I believe the only times we've seen the aforementioned bridge employed is in cross-communications. ICON is a proven, well developed system and predates SCION by some time, thus it has no need for SCION access to continue to serve Rokkenjima's needs. We've allies and partners who don't throw their toys around each time we have a disagreement, and we'll continue our cooperation with them in meeting the challenges which face Mundus, including Bene Gesserit inspired terrorism. It is perhaps convenient that the Holy Empire did not need to cast a vote before the Network of Crowns regarding the so-called "Theocracy"; given their track record with the Separatists it would have been most interesting to see."

The Empress has stated that no measures would take place in response to the Achkaerinese actions "beyond the rescinding of access keys to ICON and ICON-based resources in reciprocity."

LISA Referendum Sees Leave Result

With fifty seven percent voting in favour of the motion to leave LISA, the First Empire has decided to leave the military alliance. "The Rokkenjiman People noted their displeasure with LISA as an institution, and with its constituent members, and that desire has been reflected in the vote to leave LISA," a spokesperson from Pyrena Castle shared with the RBC. "The next chapter of Rokkenjiman foreign endeavours offers an opportunity to return to our roots as a power which carries itself in a values-based foreign policy, while returning us to the position which was sought prior to the dissolution of the CSTO: that large accumulations of military might under banners such as this is an inherent threat, and should not be pursued."

Fundraiser.rk "Remember Zimalia" Becomes Fastest Growing Campaign

A new record has been set on Fundraiser.rk, a site where individuals and organisations may petition the broader internet for fundraisers for a variety of purposes. "Remember Zimalia" has become the fastest growing campaign on the platform, reaching र540,000 ($1m), while the campaign aims to raise र13.5m ($25m) in total to "help the People of Zimalia who are a forgotten People. Even their neighbours look far from their shores to help a developed nation with issues it should be capable of resolving itself." The campaign also calls on the Imperial Government to "make good-faith efforts at amends with the Zimalian People and Government and uphold Rokkenjiman values without prejudice."

A spokesperson for the Imperial Government commended the fundraising effort and stated that "Policy toward Zimalia should face review. It remains one of the nations in most need going into the new year, and while progress is being made in some areas it is clear that Zimalia has more to offer its People and the world if given the same opportunities any other nation would have. Zimalia is certain to figure in to upcoming meetings on foreign policy and a topic the Imperial Government will focus upon as it reviews foreign aid initiatives going further into 2019."

Hunting Girl Returns Home

Hunting Girl returned to her home port at Imperial Naval Command upon Hoshiko Island sporting the Jolly Roger.

Sporting the Jolly Roger flag IRN Hunting Girl, perhaps the most advanced submarine of the Imperial Fleet, returned home to Imperial Naval Command based on Hoshiko Island. Following a busy day which saw two members of the Armed Forces Committee of the House of Commons speak anonymously regarding recent operations of the Imperial Rokkenjiman Navy. Paired with the return of Hunting Girl flying the Jolly Roger, which is indicative of a successful mission, one can only assume that Hunting Girl is the vessel which was operating in the Ardian Peninsular Region during the height of tensions between the First Empire, SICR and New Derusmia. Imperial High Command was brief in its statement to the press.

"Imperial High Command does not comment upon operations, real or speculated."

Hunting Girl is some 100 feet longer than other vessels of the Ruby Class, and is capable of inserting commandos, deploying an array of remotely operated vehicles, including drones and underwater submersible vehicles, and is speculated to be capable of splicing undersea cables, all while using specially outfitted thrusters to almost hover off the seafloor. Hunting Girl was last in the news when it was revealed by independent reporters that she had operated in the Ardian Gulf for nearly a month without being undetected by Zachachevania. Much like today Imperial High Command refused to comment on the story, or even confirm that Hunting Girl had been deployed to the Gulf.

Following the developments that members of the Armed Forces Committee had spoken on classified briefings presented to the Committee the Empress has ordered Imperial High Command to "refuse any appearances before the Committee.....nor shall any information of a classified nature be presented to the Committee or any of its members, for any reason." Mr. Koizumi, who heads the Committee, noted that he would challenge the Empress' orders. "The Imperial Diet, as the elected representatives of the Rokkenjiman People, have a right and a responsibility to conduct meaningful oversight of the operations of the Imperial Rokkenjiman Armed Forces. Should the Empress refuse to share information with us, we will explore all legal measures to ensure that information is provided to the Committee."

"The fact that members of the Armed Forces Committee spoke of potentially confidential material in such a loose manner is not only concerning, it borders upon treason," the Empress said in her weekly address. "There is a reason for the saying 'loose lips sink ships', and I would think our elected representatives would be mindful of that with the level of access to information they were granted. As they have proven incapable of wielding that responsibility wisely, for operational security and to protect the lives of our brave women and men, they shall no longer be granted briefings which include classified information. This is a decision which would, and shall, stand any legal test which Mr. Koizumi may wish to present. He lost the faith of the Rokkenjiman People once already, let not his disgruntled demeanour place any lives at risk as he lashes out."

The office of the former Premier declined to respond to requests for a response at the time of publication.

Chrysanthemum Throne Clashes With Imperial Diet

Grand Marshal Henry Cole returned home late last night due to the ongoing dispute between Chrysanthemum Throne and the Imperial Diet, offering his apologies to King David and the People of East Moreland that his time in the nation would be cut short. With Mr. Koizumi poised to raise the end of confidential briefings and the sharing of information with the courts the presence of the Grand Marshal was deemed necessary, should his testimony be required in any proceedings. The Empress has also ordered a full review of the actions of the Committee, including a determination of their involvement in any prior leaks. Mr. Koizumi has remained firm that the Empress' actions threaten the ability of the broader Imperial Diet to "conduct meaningful oversight" of the Throne.

The RBC will continue its coverage of this breaking story.

Empress Addresses Dragonii Developments

The Empress took the time to speak with reporters earlier this evening in an impromptu interview.

"The rumblings from the SDP shall not dictate my course," the Empress said to our reporters. "Those issues between the First Empire and the SICR, revolving around the ability to purchase human life, were resolved before the Assembly of Ardia. Thus, at present, the First Empire quite simply has no quarrel with the SICR, a state of affairs which shall continue. There are members of the Imperial Diet who, in outbursts, stated policies which are best described as insane. You'll have this in any representative body, especially the more people you bring together; there's a nutter or two in every bunch, but you find that more sane minds usually prevail over their noise."

While noting that no retaliatory actions would be taken the Empress stated that "naturally we'll have to keep these developments in mind, perhaps increase satellite surveillance and ensure our defenses are capable of withstanding any attack, especially one which calls for such widespread death and destruction. The SDP would do well to learn that such threats belong to eras of the past; indeed, any nation which would indiscriminately kill countless civilians and render large swaths of territory contaminated for centuries would soon find themselves in a most untenable position, not to speak of the retaliatory capabilities of their intended target."

On Ardian conflicts and the need to prevent them:

"In the Thematan Revolutionary Conflict, one which is woefully forgotten in this modern age, upwards of 50 million civilians died over the course of the war; 120,000 alone in Starry Harbour; this is before including those lost in the fighting on both sides. We must all work together, as Ardians, to prevent that level of death and destruction from ever revisiting our shores. To retreat behind militarism, paranoia instead of knowing that which you fear is one cause of conflict we are all capable of avoiding. Even the worst of words can be taken back, lives, are a much different matter and reflects a gravity all leaders must confront."

On Nuclear Weapons:

"Congressman Erich Huoying shall be pleased to know that we're actually working to see a non-proliferation agreement to preserve the gains we've seen in the historic disarmament of the three nuclear powers. It's not just former nuclear weapons states that can help in that effort either; all nations can do their part to ensure that these weapons truly are a thing of the past. Rokkenjima's arsenal, for example, will be powering things from industrial plants to humble toasters on kitchen counters. In fact, I should say former arsenal as half was purchased by Seaforth, and the second donated, for the joint power scheme."

On 'Queen' Beatrice:

"I don't know who this Queen Beatrice is, but perhaps that's appropriate for a political caricature," the Empress answered with a chuckle. "If history is any indicator, we saw relations between Rokkenjima and East Moreland dramatically improve after Mr. Carpenter's effigy made its debut. Sadly, we find Mundus is still stuck in terms of internationalism when we should really be looking to move beyond such concepts; mutualism comes to mind: 'Members of the Association shall not impose their cultural beliefs on another state, nor shall they disparage the cultural beliefs of another state. Not one cultural standard shall be adopted by the Association, nor shall any one cultural standard be held above any other.' It's still a draft to be certain, but I think it's a step in the right direction."

"I'm certain that addressing this fear of the unknown or, more accurately, the perceived, is something which could be arranged, perhaps via Quintellia should they feel inclined. I've a stock of Quinntopian vodka I've been waiting to tap into, and I've never seen two people walk away angry after experiencing it. Or walking period for that matter, it really separates the lightweights from the professionals."

Tytorian Embassy To Be Relocated To Mount Shizuka District

The move places the Tytorian Embassy closer to Pyrena Castle. The only other embassies located in the MSD are those of Dartfordian and Lakhzovia.

Empress Beatrice has personally invited the Tytorian Government to relocate its embassy from Sakura Square to the Mount Shizuka District, which offers more direct access to Pyrena Castle. The Mount Shizuka District is located at the base of Mount Azukishima, upon which Pyrena Castle was built, and offers access to the amenities of Pyrettania. "Moving the Tytorian Embassy to the MSD signifies the trust we hold in the Kingdom of Tytor, and it is an offer which I hope they shall accept. The plot of land which is available is a blank canvas, and I'm certain Tytorian architects would produce a design most pleasing to fill it," the Empress said in remarks to the press.

Rokkenjimans continue to hold Tytor in high regards and news of the engagement has taken public discourse with great interest, with Crown Princess Adriana herself posting 27 times last night about the engagement of Prince Charles on various social media platforms. While happy for the couple the Crown Princess confessed that Prince Charles later became her first crush. "The way he was so gentle and took my concerns to heart, it stuck with me. I mean here I was, a child crying because I broke a ceramic model of a flag, and the Prince took that to heart and made me smile. I wonder if the King still has it," she said in one post. "All I can say is I hope I'm on the invite list!" she said in a later post.

Megitsune Class To Be Converted To Aircraft Carrier

The Megitsune Class will be converted to a conventional aircraft carrier, IRN says.

The Imperial Rokkenjiman Navy has confirmed plans to the RBC which will see the Megitsune Class Helicopter Carrier converted to an aircraft carrier. The Megitsune Class, in its configuration as an aircraft carrier, will see reinforced decks to support the increased weight of the jets, as well as the heat and forces from them during landing. The Imperial Rokkenjiman Navy sees the conversion as a program which increases the options available in approaching any potential situation. The converted Megitsune Class will not carry as many planes as the other classes of carriers which the IRN fields, however, they may present an option for forward deployment in regions which are adverse to nuclear-powered vessels.

Empress Draws Red Line On SANE

"We do not desire conflict nor contention in Ardia, but we also do not desire adversity to be brought to our very door step."

In a Weekly Address which saw a greater focus upon foreign affairs than usual the Empress cautioned the SANE alliance from "foolish moves which would force this First Empire to act. With the removal of the 'bordering clause', that stated applicants should border a member of the alliance, SANE is embarking upon an increasingly reckless path. Of course any alliance which undertakes expansion for the mere sake of expansion is one which ignores just how lasting alliances are forged. We need only look to the pages of history for examples of such alliances; none of them exist today."

"Prior to the formation of SANE we saw two of the three present members moving to mobilize their armed forces against the First Empire, to which we did not respond in kind. When New Derusima imposed sanctions upon Rokkenjima, we stayed our hand. Now we've the prospect for an alliance which holds two nations with stated designs against the First Empire removing a clause ensuring a contiguous alliance, a move which is clearly meant to allow for their expansion toward Rokkenjiman borders. Not only is this an unwise policy to pursue, but it is one which would force the First Empire to cease its benevolence toward those who have prepared their arms against her."

"The First Empire seeks peace, stability and tranquility in the Rokkenjima Sea, a state of affairs which would be upset by the presence of SANE. I hereby proclaim today, in no uncertain nor unclear language, that the ascension of a state which shares a border with the First Empire to SANE shall be viewed as an aggressive maneuver by the alliance, and one which shall demand a Rokkenjiman response. The First Empire has shown patience and grace toward the SICR and New Derusmia and, to this day, had no cause for discord with Quintellia; sanctions were delayed until the process before the Ardian Assembly could conclude and, in the cases of New Derusmia and Quintellia, were not implemented. These acts of good-faith and grace were clearly misplaced."

"Clearly I am disappointed that a hand was offered to the SICR which was ignored; I offer a discussion so they may no longer have fears based upon that which they do not know, the gift of Quinntopian vodka which has a finite supply, and I am greeted with moves paving the way for SANE to expand to the borders of Rokkenjima. With that hand swatted away, we are left in a position where we must assume not the best of SANE's intentions, but the worst. We do not desire conflict nor contention in Ardia, but we also do not desire adversity to be brought to our very door step; given the history of SANE's formation, the stances of two of its founding members and recent moves by the alliance, we cannot take the leisure of granting the benefit of the doubt yet again."

Empress Visits Rishiri, QAMB

United States, on hand for the ceremonies, will be operating a Northern Route for the coming months from Urakawa.

A review of the Empress' remarks at QAMB:

"Over the past several months preparations have been made to return to Seaforth QAMB in the manner which it was received, leaving a space which may be dedicated to many possibilities moving into the future. With many of our vessels and their crews, and those who support them, moving north to QMMB their mission, to stand by and be ready to act should they be called upon, continues. As we have seen throughout history when one chapter closes we find ourselves at the beginning of a new chapter, and just as Rokkenjima was invited so many years ago I feel we're seeing the pages turn to a new chapter in Rokkenjima's role as an Illumic power. We look not to the past today, but to the future."

"In the Rishiri Imperial Overseas Dependency we see a People, as industrious as their counterparts in Rokkenjima, creating perhaps the most pro-business entity save for the Conglomerate itself. With a vigorous program of friendly policies, tax incentives, and a ship registry which confers the benefits of a Rokkenjiman registry at costs vastly reduced, Rishiri is positioned to punch above its weight as an economic entity. I've already heard our Governor is eager to learn from her Conglomerate neighbours and perhaps make some business dealings, and I fully support these endeavours of the Rishiri People."

"I would also wish to thank one People who remain here with us to this day, the People of Elpidia, who call Elpidiana home and extended their initial invitation for Rokkenjima to the Illumic. The bond which existed between our nations, represented in those vessels built of Elpidian steel which still serve in the Imperial Rokkenjiman Navy to this day, lives on. It was in the spirit of our mutual bonds which was represented by QAMB, and with the loss of Elpidia to the pages of history, it's fitting that this incarnation of QAMB should pass there as well. Rokkenjima has never imposed itself upon her hosts as some powers have, and should the call be raised again, wherever that may be from, we shall be ready to heed it."

"Most fitting with Rishiri's future we see the United States, the fastest liner to work the seas, which shall operate a Northern Route for the next several months. This shall see People from across the Great Northern Sea enjoy the luxury of the Blue Star Line while also allowing them to visit Rishiri for its facilities of leisure, business, and trade. I look forward to the many successes Rishiri shall enjoy under the wise stewardship of her Governor, my dearest friend Lucretia Marino, as well as their interactions with the broader Illumic. This new chapter, one of prosperity and realignment, sees opportunity for all."

Governor Urges Patience As Referendum Calls Grow

Governor Marino has called for calm as emotions run high following the closure of QAMB.

With the closure of Queen Adriana Military Base the 'Referendum Front' has seen an increasingly vocal presence in Rishiri politics, demanding the Governor to open talks with the Government of Seaforth to implement a referendum provision in the Treaty. "The principle of self-determination is well established throughout Mundus, and it is a right we, the People of Rishiri, should be able to exercise. We must protect the future of our People and the lands which they call home which may only be guaranteed through allowing a referendum on the status of Rishiri, on or shortly before January 1 2119," reads the site of the Front.

Governor Marino has called for "patience and rationality" as the calls grew louder, with some Rishiri citizens demanding a referendum sooner. "The language of the Treaty is clear," the Governor stated, "however, at some point, it is a question which will naturally need to be answered, especially as Rishiri sees strong growth projections moving into the future. I do not believe that the Kingdom of Seaforth will cast its back upon the long-standing principle of self-determination and feel that the level of concern is out of proportion for an event which will happen when every present Rishirian is dead. At the same time, it's a topic which will be raised to ensure the future of our People is indeed secured by that long-standing principle."

At times scenes grew tense as Rishirians protested against what they call the "tightening noose of Helus," a reference to the majority religion of East Moreland, Bakkermaya and increasingly Seaforth. "Rishiri can only exist free of the influence of Helus and his children, who now demand joint dominion over the Illumic Channel. Let us remember it was not Morelander and Seaforthian solidarity that cast off the USR and maintained order, but the Imperial Rokkenjiman Navy which blasted through Stalin's blockade. You're lucky to not be speaking Russian!" one protester said at a recent rally, directing his later words about Russian at a passing group of Seaforthian tourists. Others were even more critical, claiming Seaforth had "sold [us] out to Paracambi."

For her part Governor Marino again sought to bring calm to the situation. "No one is doubting Rokkenjman contributions to the Illumic, and notions such as these are not helpful to the larger discussion. Patience and collected thoughts are the best tools with which our People can assist their government in navigating this period. Share your concerns with our elected leaders, direct your letters to me, but conduct yourselves with civility always." At present there is no word on the status of talks with Seaforth, or if any presently exist, but it is a topic which is certain to come up increasingly in the foreseen future.

The RBC will bring you the latest on this developing story.
