Lord Protector Authorizes Foreign Sales Of Oil


The Lord Protector made a few announcements on her full return to Somerset.

For the first time since the Fall Lord Protector Evanthe has authorized the Standard Oil Corporation, a subsidiary of Initech, to prepare for foreign sales of Somerset oil. "Since the Fall Somerset has utilized its oil primarily for domestic needs and consumption. Through work with the Standard Oil Corporation we've ensured the stockpile of enough oil which was designed to enable Somerset to weather disruptions to the global supply chain. With production nearing pre-Fall levels I have granted the SOC the authorization to return to the global market, the profits from which will further fuel the reconstruction of Somerset," the Lord Protector said in remarks delivered earlier today.

In a short questions and answers session the Lord Protector addressed a question regarding the Bene Gesserit, stating "My decisions, as well as those of the Imperial Council taken during my tenure as Empress, shall have no bearing on the decision making process of Somerset. Our government will be looking at the available intelligence, ascertaining the scope of the operation which targeted the Kingdom of East Moreland while consulting with Ui Cennselaig to develop a full view of the situation. We will not make this decision without the proper information to base it upon."

On the return of Empress Beatrice and her subsequent warrant of arrest the Lord Protector said "Rokkenjiman affairs are the responsibility of the Rokkenjiman Government. I served as Empress as a duty to my family and native lands, it was always intended to be a temporary arrangement. Certainly there are circumstances for which the Empress will have to answer for, though in the hands of Achkaerin I am confident that justice will be upheld. We all must retain faith in the process and give time for whatever resolution is reached. I do wish the Rokkenjiman People well, and pray for a sensible and prosperous reign for the Empress."

On returning to Somerset: "I'm just glad to be home. We've a bit of an announcement to share, and once the logistics are worked out I'm sure you'll be hearing from me once again in the coming days."

A Resumption Of Rule

My People, Friends and Allies of the First Empire, honourable delegates from afar, I thank you for joining me here this morning.

As many of you are now aware the Supreme Court of Judicature has cleared me in any involvement with any nefarious ties with the Borlander Separatists, a taint upon my reputation which has proven to be false time and again. These results have been recognized by both the Imperial Council and the Imperial Diet as just and true, restoring legitimate rule over this First Empire. I thank the Princess of Arovium for her selfless service to the First Empire in her hour of need and her continued advice in this period of transition. With her duties to the First Empire having been concluded I look forward to enaging with her as the Respected Lord Protector of Somerset as we embark upon a new chapter in our shared histories.

Since the last time I sat upon Chrysanthemum Throne much has changed throughout Mundus, changes in which I have been fully briefed and prepared upon in my exodus from Pyrettania. As Chrysanthemum Throne returns to its rightful rule I have reviewed the actions and policies which the Princess of Arovium undertook as she tended to the responsibilities of Rokkenjiman governance. As a former Vicegerent of this First Empire she has performed her responsibilities well and I support the vast majority of her policies and endeavours in her time upon the Throne. Much of what she has set in place will remain, however, those decisions which were made in error shall be addressed and corrected.

The most glaring of these issues, the extension of official recognition to Bene Gesserit as a religion throughout the First Empire, is of most crucial importance. I share most closely the concerns of our Morelander allies who saw the theft of nuclear material which threatened most serious and dire consequences if this plot had succeeded. While I have long been a supporter of self-determination and the plight of the oppressed I cannot ignore the threat which Bene Gesserit, through the agents of the Truthsayers, pose to the civilized nations of Mundus. For these reasons, until such a time the Bene Gesserit have sufficiently proven that the links between themselves and any terrorist activity upon Mundus are an exception this First Empire cannot allow the seed of destruction within our borders, nor can we offer our protection to forces which have already attacked our allies and their interests.

I have been accused of many things in recent times, including providing aid and comfort to the mutual enemy of the Kingdom of East Moreland and the First Empire: the Borland Separatists. At no time did I, nor any legitimate operative of my Government, offer any assistance or offer to the Borland Separatists. To this day the First Empire remains aligned against Kyle Barren and his band of terrorists for a long line of crimes against the Rokkenjiman and Morelander Peoples. We shall remain dedicated to bringing justice to their door-steps, just as they were dedicated to bringing sorrow and destruction to the doorsteps of our Peoples.

In recognition of the actions of the Borland Separatists, in conjunction of sympathies extended towards the Separatists, I have ordered an international arrest warrant for Lucinda Hadley, former High Commander of the Anauša, for her crimes against this First Empire and her allies. This is not a decision which brings me joy, however, none are above the rule of law. I trust that our international allies and partners will assist us in bringing Ms. Hadley to face the full force of justice for her actions. Many lives, countless perhaps, were and are put into harm's way because of her decisions and that is a fact which cannot go unaddressed.

As always I have pursued the path of justice and the rule of law, and where I was precluded from acting I certainly attempted through alternative means. I may not be perfect but a criminal I am not, for the efforts of this nation in the international community prove our commitment to those Treaties we sign and the Principles which uphold them. Cowardice I may be accused of, but never have I soiled my honour nor my integrity; with my return those who betrayed this First Empire or her Allies will face the full spectrum of repercussions for their actions; my word is my bond.

The world before us is one most uncertain, perhaps to an extent unseen since the Era of Soviet Aggression. We must persist through this period and work together to strengthen international bonds and trust. Failure to do so, and failure to act in the presence of injustice, shall render that progress we have achieved meaningless. May we find the guidance and wisdom to cooperate to prevent great cataclysm from visiting Mundus yet again.

An Invitation To Arda Tuluva

To Her Most Sublime and August Majesty, the Autárimë Emperor;

Prior to the Great Patriotic War of 1913 our two nations enjoyed cordial relations, a state of affairs which was torn asunder by the Federal Republic. Following the Imperial Restoration I see that my predecessor, Empress Emerita Beatrice, set forth a program to restore those ties which previously existed and build further from them, however, this program never saw full fruition. This has long troubled the Empress Emerita who saw the lack of relations between Rokkenjima and Arda Tuluva as a glaring void which should not exist. It is in the interests of rectifying this situation that I write to you today.

Having discussed my intentions at great length with the Imperial Council I wish to arrange with you a formal visit and talks to begin the path toward a strong, ever-lasting friendship between our Nations and Peoples. Whether hosted in Rokkenjima or Arda Tuluva, joining me shall be Crown Princess Adriana, Ordained of Islyna, in what shall be her first visit to a foreign nation in an official capacity. As my reign is of a more temporal nature I feel it is only fitting that the Heir to Chrysanthemum Throne should be present for this occasion.

The Imperial Restoration saw not only a return of Rokkenjiman sovereignty to her People, but also a reclamation of Rokkenjiman culture, traditions and beliefs. Throughout our history Rokkenjiman monarchs have ruled in fairness, executing the will of Islyna as wise stewards of Rokkenjima and her People. Recently the Rosari Church proclaimed the Crown Princess as the Ordained of Islyna, recognizing the fact that her mother, the Empress Emerita, remains the Blessed of Islyna.  Both are thus recognized as descendants of the All-Mother, with the Blessed remaining Islyna's principle servant and instrument of Her will until death. I wish for her to grow increasingly comfortable with the responsibilities and duties demanded by the Crown and Church, and know that she will prove a capable steward of the friendship we forge.

As two nations which cherish and hold true to their traditions and faiths I firmly believe that we shall establish a strong and true partnership, as well as a spirit of friendship which will guide our Peoples to tranquility and progress.

The rays of a new day’s sun shone upon Pyrena Castle as I went about my morning routine. Continuing in the family tradition I had recently welcomed a Savannah cat to the Castle, Butterscotch, whom awaited patiently for her breakfast bowl to be placed on the floor. The once-usual sounds of those in the employ of the Imperial Government had been replaced by the gentle crackle of the fireplace in the adjoining room; once a chamber which would see my day begin with matters of state before even enjoying my first cup of coffee had now reverted to its original purpose as a fine sitting room.

Over the summer I took full advantage of the opportunity to add some personal touches to Pyrena, changes which would see more of a sense of home come to the Castle as a whole. Only an office for myself, a small office for the Vicegerent, and chambers for the Imperial Council remained within the Castle, with all other offices and institutions being transferred to a government compound across from the Dartfordian Embassy which sat below Pyrena. Those areas formerly occupied by government work were reclaimed as family and living space, not to mention the changes I had made outside of the Castle as well. Gardens once tended by Beatrice and Alex were expanded, while a new swing set, slide and sandbox took residence in the southern corner; a patient Josiah awaiting the return of summer to put them to good use.

Content with her breakfast Butterscotch took to her favourite spot of sun upon the floor, whilst an aide delivered a preliminary report from the reformed Imperial Council regarding the expansion of tidal energy sources. This report would be deposited in the Office of the Vicegerent as I already established this day as one of rest. Euphemia knew what she was doing anyway, so it is not as if I am abdicating my duties. Josiah had been seen off to school, leaving the Castle to myself until the arrival of Count Emerson.

Although I had promised myself a day of rest I couldn’t resist the temptation to look over a report for increasing the efficiency of the Imperial Government as well as continued programs centred around the Imperial Diplomatic Corps. The weeks and months ahead were to be a period of reform and while I certainly had my vision in mind it never hurt to seek opinions. One never has all of the answers, nor can one foresee each outcome any given action may result in. One’s own wisdom finds enhancement and refinement in this way.

As the day’s first pot of coffee concluded its brew I knew it would be a further ten minutes before I could remove the fresh pastries from the oven, and while they couldn’t compare to a Nemerian delicacy I am getting closer each day. Taking yet another look at the clock I awaited the sound of tires pressing against pavement and stone, and not once did I miss the former hum of Pyrena.

"There it is," I said to myself with a smile, pulling aside the curtain to see a car coming up the drive. To be certain Emerson had a way of motivating me to remember that there is more to life than work, and while it had been a welcome refuge it had deprived me of so much. I had never fully mourned Joshua's passing, nor had I spent every moment I could with Josiah Raiden. I had closed myself off to avoid the potential for more pain, a chapter in life I am so very happy to leave behind me. "Today will be a good day."

Fellow Orderians,

It has become increasingly clear that there remain issues we must address with the Government of the Independent Order. To effect positive change we will be hosting a discussion to review the Government and make changes which best serve the interests of the Independent Order and place its Government in a position reflective of the demands it presently faces. We've had some ideas shared on Discord already, which I am pleased to present to you:

  • Abolishment of the Office of the Premier and the institution of the Regional Assembly.
  • Authority over appointing officers to act on behalf of the Order shall be entrusted with the Chancellery.
  • The Chancellery shall assume management of the Gameplay responsibilities of the Order.
  • Three Committees, utilizing the Cabinet Offices forum, shall be established: Recruitment, Foreign Update, and World Assembly Delegate.
  • Roleplay-related matters, such as changes to rules, shall be entrusted to a Roleplay Assembly headed by the Roleplay Moderator.
  • The Lord Chief Justice and Roleplay Moderator will continue to exist in their present state.
  • A list of legislation which will continue to stand will be established, while those not included will be set for repeal.

Both the Vice Chancellor and myself look forward to a productive and engaged dialogue with the region as we address these issues and move forward in strengthening the operational capabilities of our Order.

Invocation Of Article V Of The Pyrettania-Nakim Accord

President Kadassa,

As previously announced the Imperial Government conducted a formal review of the Embassy Siege focusing in great part upon the leading role which the Hand of Emet militia played in the siege. Due to the actions of the Hand of Emet militia four Rokkenjimans were killed, a further twenty were injured, and the Embassy Complex itself was destroyed. Recognizing these facts, as well as the countless allegations of attacks and campaigns of voter suppression undertaken by the Hand of Emet, the Imperial Government has designated the Hand of Emet as a Terrorist Enterprise.

Recognizing the operations which the Hand of Emet has engaged in against Rokkenjima this First Empire hereby invokes Article V of the Pyrettania-Nakim Accord which states:

Each Party recognizes that an armed attack against either Party in the territories under the administration of Lakhzovia or Rokkenjima would be dangerous to its own peace and security and declares that they would consider action to meet the common danger in accordance with their existing domestic and international commitments.

Each Party shall agree to share military intelligence that is believed to be in the interest of the safety and security of the other signatory.

Each Party shall host annual military exercises, held in Rokkenjima and Lakhzovia on an alternating schedule.

Each Party shall agree to consult upon matters of common security and interests, whether they concern Ardia and/or Cotf Aranye, directly or abroad.

The terms of this Treaty shall not supersede those commitments already existing to the Cross-Straits Treaty Organization or other such international accords.

As I have declared all measures shall be brought to bear upon the Hand of Emet militia in order to neutralize what is quickly becoming not only an enemy of the Lakhzov People, but also a threat which has set its sights upon the First Empire and her People. The Siege of the Rokkenjiman Embassy was an ambitious act of terrorism which targeted Rokkenjima's diplomatic presence in Lakhzovia, while also seeking to drive a wedge further between the First Empire and the Lakhzov Republic. This attack saw the Hand of Emet incite chaos, rioting and, once the Embassy had been evacuated, the militia proceeded to loot anything of value they could find.

The sum of the actions undertaken by the Hand of Emet demands a forceful and determined response, the date and time of which is soon at hand.

The First Empire thus requests the full cooperation and assistance of the Lakhzov Republic as we meet this growing threat to Rokkenjima and her citizens in the region. To effect this, I would wish to invite you to Bethesda where we may discuss the steps which must next take place, as Rokkenjima is resolved to bring the threat which the Hand of Emet poses to the First Empire to a most permanent end. The First Empire will not stand inactive as those who employ terrorism to accomplish their objectives set their sights upon Rokkenjima and her Citizens, nor those who employ violence to silence the voices of those exercising their democratic right.

Premier Elections (Re-Opening of Nominations) Order (2017)

The Grand Chancellor, exercising powers under section (4) of the Premier Elections (Re-Opening of Nominations) Act (2017), orders as follows:

(1) The Premier nomination period shall be extended by a period of 3 days.

(2) The current Premier term shall be extended by a period of 3 days.

Explanatory note (not part of Order)

Acting upon the advice of the Lord Chief Justice and with the consultation of the Vice Chancellor, it has been determined that neither hobbes nor Gadshack meet the criteria set forth to stand in the Premier election. Memes and slogans do not constitute a manifesto, nor nothing to explain policy or aims. Unfortunately, I am forced to disqualify hobbes and Gadshack and extend the Nomination period for an additional three days.

hobbes and Gadshack are welcome to submit new nominations and, provided they present a Manifesto and meet all requirements demanded of them under Orderian law, they remain eligible to stand in the election.

Nominations shall thus move forward as per normal policy and procedure.

Émilie Poincaré took note of the momentary lull in arrivals and, as the various delegations interacted decided to make the most of the down-time. "Vice President Pasternak, if you would be willing to entertain the idea, Mr. Koizumi had some topics he wished to discuss with President McPherson. It's not lost upon him that there have been several tense moments shared between our nations and, in one area which sees us in agreement, such circumstances are most unacceptable. Now while the Socialist Party itself is set to see some of the backlash which is expected to come Premier Abe's way in the elections, I believe our next best hope in improvement and de-escalation may be represented by Mr. Koizumi and the refreshing foreign agenda he is assembling for the Centre Party to pursue."

"Furthermore," Koizumi interjected, "I believe that I have the greatest chance in effecting change in Pyrettania as the Koizumi name carries a great deal of weight with Chrysanthemum Throne. My father served Empress Emerita Beatrice's parents, then the Empress Emerita herself, and today serves Empress Evanthe as not only a trusted adviser, but a decision maker in his own right. If we desire improvement, and a derailment of the 'hawk' agenda which at times rears its head in Pyrettania, today may be the first step in that direction."

Proposing The Trans-Ardia Partnership


The First Empire has long held the belief that trade and commerce between free states leads to an atmosphere of joint growth and prosperity which reduces the risks of conflict and division which engulf certain regions of Mundus. Through reducing the barriers to trade and the movement of people and goods it is within our capabilities to build those links which will restore Ardia as a principle economic engine of Mundus, enrich the economic fortunes of our respective nations, and improve the standard of living enjoyed throughout Ardia. To effect these goals and bring about a new era of economic prosperity and opportunity the First Empire proposes to the Eastern nations of Ardia a proposal, the Trans Ardia Partnership.

The backbone of the Trans Ardia Partnership will be a network of high-speed railways which will bridge the distances between our nations and enable the swift and efficient transport of goods upon the continent. The Pan Ardia Railway will link ports from the Rokkenjima Sea, the Mhorish Sea and the Matildas, providing new economic opportunities and the fruition of a new Trans-Ardia Trade Zone. Through this Trade Zone Ardian economies can reach new markets, provide new economic opportunities for their citizens and businesses, and increase opportunities for investments in new and emerging fields. The First Empire also sees the role in which Gowu can play in this initiative and is prepared to strengthen Gowu's access to the Pan Ardia Railway via sea links between Gowu, Azukishima Prefecture, and the Pan Ardia Railway.

The First Empire invites the nations of Eastern Ardia to meet so that we may discuss the future of this proposal, as well as ensuring that the Pan Ardia Railway, and the Initiative itself, may be expanded Westward should such interest be shown. Through the strong ingenuity and spirit of hard work we hold in our hands a proposal to further the economic strength of Ardia and ensure that economic prosperity benefits all of our Peoples for generations to come. Formal Declaration Of The Commonwealth

To our Friends, Allies, And Honoured Neighbours;

Following a long process of deliberation within the Civil Administration, combined with a series of referendums involving the People of Somerset throughout the process, the Civil Administration today delivered its final act as a body of government.

"Having accomplished the task of guiding Somerset through its transition from Rokkenjiman sovereignty effective Noon, September 27th 2017, the Provisional Government is hereby abolished. Henceforth the Commonwealth of Somerset shall stand proud as a sovereign Nation, the master of her own course."

On October 1st, 2017 I shall be hosting a ceremony in our capital of Bethesda to mark this transition with dignitaries from abroad so that we may forge friendships and relationships with the world around us. It is the hopes and aspirations of Somerset to engage her regional and continental neighbours toward peaceful and prosperous endeavours.

As Somerset formally establishes her independence we see a time of crisis and violence erupt upon our Eastern border, a state of affairs which brings our security under increased threat. This has necessitated the deployment of the Somerset Defense Forces to the Lakhzov border region. As a force which has made great strides in its rebuilding efforts I fear the SDF is not n a position to provide sustained security for the Lakhzov border. I have to this point precluded Rokkenjiman forces to supplement the border as to ensure tensions do not flare between the Commonwealth and the Lakhzov Republic. This is a position the Commonwealth will continue to hold onto until such a time the situation in Lakhzovia presents a clear and definite danger to the People and interests of Somerset.

While I will be on hand for the ceremonies and functions of the day, day-to-day power will continue to reside with Governor McKenna until such a time I am capable of returning to Somerset. However, given the present crisis on our border, I will be remaining in Bethesda to work hand-in-hand with Governor McKenna to ensure the safety of our People and the security of our borders.

An Invitation To The Commonwealth And Abroad

Honourable dignitaries,

Recalling the efforts of East Moreland to call upon the members of the Commonwealth to join together in the interests of the future viability and long-term stability of the Commonwealth I have determined that we stand at yet another crossroads. Before us stand many options, however, I feel the one which best serves the spirit of the Commonwealth is an approach which allows not only the members of the Commonwealth but those prospective members as well an opportunity to gather together and set the course this vital institution should play in the years to come. We will move through the Charter, Article by Article, removing that which is unnecessary, improve that which remains, and produce an institution which is open and accessible to all nations (regardless of ideology), fair in its interactions with nations and non-governmental organisations, and best serves as a platform of global diplomacy, problem solving, and the maintenance of international stability.

To accomplish these aims I invite the members of the Commonwealth Treaty Organisation to Shizukesa Palace where the first Commonwealth Conference took place for a Summit which will be open and fair to all parties regardless of ideological pursuit or past interactions with the First Empire. Today we see before us a clean slate, an opportunity to engage and pursue an agenda which best serves the collective interests of the community of nations. This agenda will be set forth through the contributions of each nation present, with not one voice rising above the rest. Today, we open the Commonwealth to become the institution which truly represents an open platform of diplomacy for all nations, by allowing them ample opportunity to shape the Commonwealth for a new century.

This message meets the highest of encryption standards and is intended for your eyes only.

Following recent developments the First Empire no longer believes that the decision to dissolve the Cross-Straits Treaty Organisation and join it into LISA is one which has enhanced our security or placed us in a better position to accomplish those goals we originally set out to accomplish. Furthermore, the First Empire no longer holds faith in the Nation or People of Achkaerin to stand by our nations as a trusted partner or Treaty ally.

It is the opinion of the Imperial Council that our nations, together, should re-evaluate the fruition of LISA and consider a return to the Cross-Straits Treaty Organisation. As original members of the CSTO we must consider the bonds which led to the CSTO, and whether or not those same bonds exist with Valtheim and those nations who joined from the CIS. If it would please you all I would welcome your presence at Pyrena Castle to discuss the future of our alliance. Unfortunately I feel that LISA is a failed venture and we would be better served in a revival of the CSTO it endeavours to replace.

Desiring to contribute to broad international co-operation in the scientific as well as the legal aspects of the exploration and use of outer space for peaceful purposes,

Believing that such co-operation will contribute to the development of mutual understanding and to the strengthening of friendly relations between States and peoples,

Declaring the objection of the assembled community of nations to the deployment, in orbit around Mundus, any weapons platforms, weapons of mass destruction, or the installation of such on celestial bodies,

Declaring an interest in preventing propaganda designed or likely to provoke or encourage any threat to the peace, breach of the peace or act of aggression, and considering the above actions a threat to the international community as a whole,

Convinced that a Convention declaring the Standards for Outer Space in the exploration and use of Space, including theMoon and other Celestial Bodies, will further the purposes and principles held commonly by the International Community,

Have agreed on the following:

Article I

The exploration and use of outer space, including the moon and other celestial bodies, shall be carried out for the benefit and in the interests of all countries, irrespective of their degree of economic or scientific development, and shall be the province of all mankind.

Outer space, including the moon and other celestial bodies, shall be free for exploration and use by all States without discrimination of any kind, on a basis of equality and in accordance with international law, and there shall be free access to all areas of celestial bodies.

There shall be freedom of scientific investigation in outer space, including the moon and other celestial bodies, and States shall facilitate and encourage international co-operation in such investigation.

Article II

Outer space, including the moon and other celestial bodies, is not subject to national appropriation by claim of sovereignty, by means of use or occupation, or by any other means.

Article III

States Parties to the Convention shall carry on activities in the exploration and use of outer space, including the moon and other celestial bodies, in accordance with international law in the interest of maintaining international peace and security and promoting international co-operation and understanding.

Article IV

States Parties to the Convention undertake not to place in orbit around Mundus any objects carrying any kinds of weapons of mass destruction, install such weapons on celestial bodies, or station such weapons in outer space in any other manner.

The Moon, other celestial bodies and space itself shall be used by all States Parties to the Convention exclusively for peaceful purposes. The establishment of military bases, installations and fortifications, the testing of any type of weapons and the conduct of military maneuvers in space or upon celestial bodies shall be forbidden. The use of military personnel for scientific research or for any other peaceful purposes shall not be prohibited. The use of any equipment or facility necessary for peaceful exploration of the Moon and other celestial bodies shall also not be prohibited.

Article V

States Parties to the Convention shall regard astronauts as envoys of mankind in outer space and shall render to them all possible assistance in the event of accident, distress, or emergency landing on the territory of another State Party or on the high seas. When astronauts make such a landing, they shall be safely and promptly returned to the State of registry of their space vehicle.

In carrying on activities in outer space and on celestial bodies, the astronauts of one State Party shall render all possible assistance to the astronauts of other States Parties.

States Parties to the Convention shall immediately inform the other States Parties to the Convention of any phenomena they discover in outer space, including the Moon and other celestial bodies, which could constitute a danger to the life or health of astronauts.

Article VI

States Parties to the Convention shall bear international responsibility for national activities in outer space, including the Moon and other celestial bodies, whether such activities are carried on by governmental agencies or by non-governmental entities, and for assuring that national activities are carried out in conformity with the provisions set forth by this Convention. The activities of non-governmental entities in outer space, including the Moon and other celestial bodies, shall require authorization and continuing supervision by the appropriate State Party to the Convention. When activities are carried on in outer space, including the Moon and other celestial bodies, by an international organization, responsibility for compliance with this Convention shall be borne both by the international organization and by the States Parties to the Convention participating in such organization.

Article VII

Each State Party to the Convention that launches or procures the launching of an object into outer space, including the Moon and other celestial bodies, and each State Party from whose territory or facility an object is launched, is internationally liable for damage to another State Party to the Convention or to its natural or juridical persons by such object or its component parts on Mundus, in air space or in outer space, including the Moon and other celestial bodies.

Article VIII

A State Party to the Convention on whose registry an object launched into outer space is carried shall retain jurisdiction and control over such object, and over any personnel thereof, while in outer space or on a celestial body. Ownership of objects launched into outer space, including objects landed or constructed on a celestial body, and of their component parts, is not affected by their presence in outer space or on a celestial body or by their return to Mundus. Such objects or component parts found beyond the limits of the State Party to the Convention on whose registry they are carried shall be returned to that State Party, which shall, upon request, furnish identifying data prior to their return.

Article IX

In the exploration and use of outer space, including the Moon and other celestial bodies, States Parties to the Convention shall be guided by the principle of co-operation and mutual assistance and shall conduct all their activities in outer space, including the Moon and other celestial bodies, with due regard to the corresponding interests of all other States Parties to the Convention. States Parties to the Convention shall pursue studies of outer space, including the Moon and other celestial bodies, and conduct exploration of them so as to avoid their harmful contamination and also adverse changes in the environment of Mundus resulting from the introduction of extraterrestrial matter and, where necessary, shall adopt appropriate measures for this purpose. If a State Party to the Convention has reason to believe that an activity or experiment planned by it or its nationals in outer space, including the Moon and other celestial bodies, would cause potentially harmful interference with activities of other States Parties in the peaceful exploration and use of outer space, including the Moon and other celestial bodies, it shall undertake appropriate international consultations before proceeding with any such activity or experiment.

A State Party to the Convention which has reason to believe that an activity or experiment planned by another State Party in outer space, including the Moon and other celestial bodies, would cause potentially harmful interference with activities in the peaceful exploration and use of outer space, including the Moon and other celestial bodies, may request consultation concerning the activity or experiment.

Article X

In order to promote international co-operation in the exploration and use of outer space, including the Moon and other celestial bodies, in conformity with the purposes of this Convention, the States Parties to the Convention shall consider on a basis of equality any requests by other States Parties to the Convention to be afforded an opportunity to observe the flight of space objects launched by those States.

The nature of such an opportunity for observation and the conditions under which it could be afforded shall be determined by agreement between the States concerned.

Article XI

In order to promote international co-operation in the peaceful exploration and use of outer space, States Parties to
the Convention conducting activities in outer space, including the Moon and other celestial bodies, agree to inform the the public and the international scientific community, to the greatest extent feasible and practicable, of the nature, conduct, locations and results of such activities.

Article XII

All stations, installations, equipment and space vehicles on the Moon and other celestial bodies shall be open to representatives of other States Parties to the Convention on a basis of reciprocity. Such representatives shall give reasonable advance notice of a projected visit, in order that appropriate consultations may be held and that maximum precautions may be taken to assure safety and to avoid interference with normal operations in the facility to be visited.

Article XIII

The provisions of this Convention shall apply to the activities of States Parties to the Convention in the exploration and use of outer space, including the Moon and other celestial bodies, whether such activities are carried on by a single State Party to the Convention or jointly with other States, including cases where they are carried on within the framework of international intergovernmental organizations.

Any practical questions arising in connection with activities carried on by international inter-governmental organizations in the exploration and use of outer space, including the Moon and other celestial bodies, shall be resolved by the States Parties to the Convention either with the appropriate international organization or with one or more States members of that international organization, which are Parties to this Convention.

Article XIV

The State Parties to the Convention agree to recognize the deployment in orbit around Mundus, or the installation of weapons upon celestial bodies, or the stationing of such weapons in outer space in any manner as a threat against the collective sovereignty of the International Community. The establishment of military bases,installations and fortifications, the testing of any type of weapons and the conduct of military maneuvers in space or upon celestial bodies shall further be recognized as a threat.

The State Parties to the Convention agree that, when faced by such a threat to the collective sovereignty of the International Community that efforts shall be undertaken to remove that threat, in as safe a manner as possible, from outer space, whether it be based upon a satellite, space station, or a celestial body.

Article XV


1. This Convention shall be open to all States for signature. Any State which does not sign this Convention before its entry into force in accordance with paragraph 3 of this article may accede to it at any time.
2. This Convention shall be subject to ratification by signatory States. Instruments of ratification and instruments of accession shall be deposited with the Governments of the First Empire of Rokkenjima, [nation], and [nation], which are hereby designated the Depositary Governments.
3. This Convention shall enter into force upon the deposit of instruments of ratification by five Governments including the Governments designated as Depositary Governments under this Convention.
4. For States whose instruments of ratification or accession are deposited subsequent to the entry into force of this Convention, it shall enter into force on the date of the deposit of their instruments of ratification or accession.
5. The Depositary Governments shall promptly inform all signatory and acceding States of the date of each signature, the date of deposit of each instrument of ratification of and accession to this Convention, the date of its entry into force and other notices.

Article XVI

No region of a celestial body with potential for the existence of life may be visited by any probe, lander or manned mission unless that mission can be certified by two members of this treaty to be free from microbes as far as it is possible to do so. Any region being considered to have the potential for the existance of life shall be considered a "Special Research Zone" (SRZ)

An SRZ shall be defined as one that has the following conditions.

1) Any region where water activity levels are recorded as being between 1 and 0.5 [note]Essentially how much of the potential water in an area is available for hydration of materials. So for example the Water Activity level of say the UK's Lake District is 0.98. The Water Activity Level of the Sahara is about 0.6.[note]

2) Any region where the average mean temperature is -25°C (-13°F) and higher.

Article XVII

Any State Party to the Convention may propose amendments to this Convention. Amendments shall enter into force for each State Party to the Convention accepting the amendments upon their acceptance by a majority of the States Parties to the Convention and thereafter for each remaining State Party to the Convention on the date of acceptance by it.

Article XVIII


Any State Party to the Convention may give notice of its withdrawal from the Convention one year after its entry into force by written notification to the Depositary Governments. Such withdrawal shall take effect one year from the date of receipt of this notification.

Article XIX


This Convention, of which the Rokkenjiman, Latin, English, [language], and [language] texts are equally authentic, shall be deposited in the archives of the Depositary Governments. Duly certified copies of this Convention shall be transmitted by the Depositary Governments to the Governments of the signatory and acceding States.

IN WITNESS WHEREOF the undersigned, duly authorized, have signed this Convention.

The League of International Security and Aid is an alliance of many spheres and elements born out of the union of the former CIS and CSTO respective membership. It is based in the city of Gowu at Dragonspire Citadel.

[center]Preamble[/center]

We the member states of the League of International Security and Aid (LISA) are determined:

  • To save succeeding generations from the scourge of war.
  • To establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained.
  • To reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women, of all races of all ethnicities, of all sexual orientations and of nations large and small.
  • To promote social progress and better standards of life.
And for these ends:

  • To practice tolerance, respect and to live in peace with each other as good neighbours.
  • To unite our strength in relevant areas to maintain international peace and security and to uphold international law.
  • To ensure, by the acceptance of principles and the institution of alternative dispute resolution, that military force shall not be used save in the common interest and as a final resort.
  • To employ international machinery for the promotion of the economic and social advancement of all peoples.
[center]Purposes[/center]

Article One

The purposes of the League of International Security and Aid are:

To maintain international peace and security, and to that end: to take effective collective measures for the prevention, containment and removal of threats to the peace, and for the suppression of acts of aggression or other breaches of the peace. And to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which may lead to a breach of the peace.

To develop friendly relations among nations based on respect for the principles of equal rights and self determination of peoples, and to take other appropriate measures to strengthen universal peace.

To achieve international cooperation in resolving international problems of an economic, social, cultural or humanitarian character, and in promoting and encouraging respect for human rights and fundamental freedoms for all without distinction as to race, sex, language or religion.

[center]Rules and Principles[/center]

Article Two

The Parties undertake to settle any international dispute in which they may be involved in such a manner that the international peace, security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with the principles set forth by this Treaty.

Article Three

The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

Article Four

In order to more effectively achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Article Five

The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

[center]Governance[/center]

Article Six

The supreme authority within the League of International Security and Aid shall be the LISA Council. It shall comprise one representative per nation and be led by a Praetor.

Article Seven

The Praetor shall be elected for a term of one year, renewable, by those member states who are full members of the organisation. The Praetor shall be regarded as the chief administrator of the organisation.

Article Eight

Decisions of the LISA Council shall require a majority vote, each member shall have a single vote. In the event of a tie the Praetor shall have the casting vote.

Article Nine

In the event of a conflict of interest on a matter the casting vote authority of the Praetor shall be vested in another member of the Council for that matter. Such conflicts of interest must be declared before discussion of the matter begins and in the case of it involving the Praetor the Council must first resolve by majority vote the matter of the casting vote authority for that matter. Failure to disclose a conflict of interest shall result in reprimands that may extend to both an individual and national level and may render a vote unsafe.

Article Ten

Amendments to this document shall require a two thirds majority of members voting to come into effect.

Article Eleven

The Organisation shall be headquartered at Dragonspire Citadel, Gowu.

Diplomatic and Cultural Policies
[/center]

Article Twelve

LISA Members agree to act whenever possible in the spirit of the Mundus Convention on Universal Rights, the Fair Seas Concordat, Treaty of the Protection for Hygelac and Hrothgar and Outer Space Standards Convention.

Article Thirteen

There shall be visa exemptions for citizens of member states travelling between member states.

Article Fourteen

There shall be held annually a summit between the member nations for the purposes of developing deeper cooperation in the fields of; science, cultural understanding, industry, economics and any other such area the members determine.This summit shall celebrate the diversity of the Organisation and the collaborations of it. The venue of each summit shall be determined by the LISA Council.

Article Fifteen

The member states of LISA agree to maintain active embassies with each other.

Article Sixteen


The member states of LISA agree to utilize private diplomatic channels when matters involving or potentially involving multiple members arise before taking anything public.

[center]Economic Policies[/center]

Article Seventeen

All signatories to this Treaty shall be entitled to fast track membership of the
Cross Straits Union.

Article Eighteen

There will be no tariffs on goods transported between member states.

Article Nineteen

There will be no land taxes levied on landowners of member states who set up businesses in another member state on condition that the contracts relating to construction and manufacture are given to local companies.

[center]Intelligence Policies[/center]

Article Twenty

The signatories to this Treaty agree to the creation and maintenance of the LISA Intelligence Agency (LIA)

Article Twenty One

The LIA’s responsibilities shall be as follows:
To determine threats to the national security of members and dangers to global security as a whole.
To facilitate cooperation between the intelligence agencies of member states and expedite intelligence sharing.

Article Twenty Two

If a threat is determined the LIA may recommend that the threat level be raised accordingly to address the threat.

[center]Military Policies[/center]

Article Twenty Three


All decisions of an operational military nature shall be delegated to LISA Military Command (LMC) each member shall have a single representative on this body though outside specialists may be requested as circumstances dictate.

Article Twenty Four

All members of LISA, in order to contribute to the maintenance of international peace and security, undertake to make available to LISA, on its call and in accordance with any special agreements that exist within the membership; armed forces, assistance and facilities including- rights of passage that are necessary for the purpose of maintaining international peace and security.

Article Twenty Five

The Parties agree that an armed attack against one or more of them shall be considered an attack against them all. Consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self defence will assist the Party or Parties so attacked by taking such action as it deems necessary, including the use of armed force, to restore and maintain the security of the region in question.

Article Twenty Six

For the purposes of Article Twenty Five, an armed attack on one or more of the Parties is deemed to include an armed attack on the territory of any of the Parties, any territory under the jurisdiction of any of the Parties, or any asset under the jurisdiction of any of the Parties.

Article Twenty Seven

Article Twenty Five shall be invalidated if the said armed attack was in response to unprovoked military action by the LISA state involved.

Article Twenty Eight

To preserve international peace and security the LMC may recommend military action in a non LISA state. This shall only be employed should the state in question agree to the deployment or if to not deploy forces would be in the circumstances presented contrary to the principles of the Organisation.

Article Twenty Nine

All military agreements regarding the deployment of LISA military forces will be agreed upon at the time the force is needed. They shall be concluded between the LISA members and any contributing observers and independent nations, and shall be subject to ratification by the states in respect of their own constitutional processes.

Article Thirty

LISA members agree that the use of military force both collectively and individually shall be a last resort.

Article Thirty One


When on operations all forces operating under the LISA banner shall act in accordance with the provisions of the Uppsala Convention.

Article Thirty Two

LISA members agree to follow the alert levels as laid out by the organisation (found in annex one) and delegate control over those alert levels to the LMC.

Article Thirty Three

LISA members shall at all times refrain from intervention in the internal affairs of another sovereign state subject to the circumstances of articles contained in this section.

Article Thirty Four

LISA members agree to annual military exercises and ad-hoc exercises as required. The LMC shall determine the location of each exercise.

Relationship with the Commonwealth Treaty Organisation
[/center]

Article Thirty Five

The Parties to this Treaty reaffirm their faith in the purposes and principles of the Charter of the Commonwealth Treaty Organisation and their desire to live in peace with all peoples and all governments. Nothing in this Treaty shall affect, or be interpreted as affecting in any way, the rights and obligations under the Charter of the parties which are members of the Commonwealth Treaty Organisations, nor of the primary responsibility of the Security Council in the maintenance of international peace and security. In matters of international law and conflicts between this Treaty and that of the Commonwealth, the Charter of the Commonwealth Treaty Organisation shall take precedence, being recognized as the senior document.

Membership
[/center]

Article Thirty Six

Membership of the League of International Security and Aid is open to all nations who share the stated values outlined in this Treaty. The membership application process shall comprise the following stages:

Exploration Stage- the LISA Council shall determine a delegation to visit the applicant nation and conduct a fact finding interview to determine the suitability and nature of the application and make a recommendation to the LISA Council accordingly.

Interview Stage- Following the recommendation the LISA Council may summon a representative of the applicant nation to answer questions raised as a result of the exploration stage. At the end of this session the LISA Council shall vote on the admission of the applicant nation- a majority either way shall carry the decision.

Signature Stage - The applicant nation formerly joins LISA by signing this Treaty.

Article Thirty Seven

A nation may apply for observer status within the organisation, such an application shall comprise the first two stages of the process outlined in Article Thirty Six; Observer nations shall not be entitled to the provisions of Article Seventeen and may not receive other benefits enjoyed by the full members this shall be determined by the LISA Council.

Article Thirty Eight

A nation may withdraw from LISA by delivering in writing to the LISA Council a notice of their intention to leave the organisation. The mandated notice period shall be 30 days.

[center]Miscellaneous[/center]

Article Thirty Nine

This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Government of the Holy Empire of Achkaerin, which will notify all other signatories of each deposit. The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories including the Holy Empire of Achkaerin and the First Empire of Rokkenjima have been deposited and shall come into effect with respect to other States on the date of the deposit of their ratifications.

Article Forty

This Treaty shall be deposited in the archives of the Government of the Holy Empire of Achkaerin. Duly certified copies shall be transmitted by that government to the government’s of the other signatories, and to the Commonwealth Treaty Organisation in compliance with Article Sixty Seven of the Commonwealth Treaty.

Especially when you involved the traitor. Why you did it, I can suspect, though we'll have plenty of time to discuss that upon your return. One way or another, this mess you've created will be cleaned, though I can only hope for a sympathetic ear; whether your actions have poisoned it too greatly are about to be seen."

    Following the push of a button he welcomed the rest of Unit Seven into the room, "We proceed under the assumption that Ms. Hadley will be, shall we say, less than cooperative. However she became misguided, whatever drew her to this path, I wish to be uncovered. Ultimately I suspect her loyalties to the Empress Emerita remain, too strong perhaps for her to even see how her actions have been so utterly wrong. How she can even show her face to her, and how the Dartfordians allow her to remain with the children...." he continued, trailing off into thought.

    Please forgive me for contacting you in such a direct manner, however, the matter which I write you is one which I felt was one which demanded such a message.

    Following my assumption of duties as Anauša High Commander I ordered a top-down review of the agency to further its efficiency, capabilities, and address any shortcomings which may exist. What I did not expect to find, however, is a trail of inconsistencies in the files and paperwork of outgoing High Commander, Lucinda Hadley, especially in the later days of her tenure. Furthermore, a diversion of resources and personnel to operations which do not reflect the core mission of Anauša have been uncovered, and the trail which these leave lead to some concerning coordination and cooperation between Ms. Hadley and one Charles Foster Ofdensen.

    Records uncovered during this review indicate that the High Commander traveled to the "Principality of Borland" during which she conducted operations of her own volition. The details of her mission profile called for an intelligence gathering operation to ascertain conditions on the ground, secure information as to the (then) present capabilities of Borlander forces in Zimalia, and explore any leads in regards to King's Blood which may have been of use to forces securing her release. Upon her return she was to have compiled a dossier for release to Rokkenjiman and Morelander intelligence, however, this dossier was never disseminated within Rokkenjiman intelligence, nor was it shared with Morelander intelligence. Instead, it seems to have been intercepted by Mr. Ofdensen, where it was then re-purposed.

    Once returning it seems that Ms. Hadley held a meeting with Mr. Ofdensen where details regarding her mission were shared, along with the dossier, disappearing until their later release by Mr. Ofdensen in the lead-up to revelations regarding the Crown Princess and her rescue by the Borlanders. Following my initial assessment of the information, it appears that Ms. Hadley dealt with Kyle Barren using the guise of her operation to secure his assistance in the rescue of the Crown Princess. This information was buried and withheld from official accounts of the mission she undertook. It is believed at this time that the information presented to Mr. Ofdensen was then incorporated into his designs for the Mentorship, being held as a 'card' to be used against the Empress who, to our present understanding, had no knowledge of the activities being undertaken by Ms. Hadley.

    We are still investigating why the Empress Emerita has, thus far, remained silent on this matter. If it would please Your Majesty I would wish to meet face-to-face with you and your intelligence services so we may address these concerns. I do not feel I have any other recourse as the implications these developments potentially hold for the safety and security of the Throne are of much concern to me. Furthermore, our findings have cast doubt on the implications of the Empress Emerita in regards to Borland. I will be reaching out to Dartfordian authorities to secure the extradition of Ms. Hadley to Rokkenjiman soil, as I do not believe she will return willingly.

    The Akari Capsule

    The Imperial Space and Exploration Program (ISEA) has concluded its transition from the Soluna Program to the Akari Program. This modular spacecraft will be able to assume various configurations to fulfill a variety of roles, including further ISEA misions to the moon, and beyond. The Akari Program will be accompanied by a separate probe program which will expand our understanding of the heavens above.

    The Akari Capsule will be capable of delivering a crew of three astronauts into space, returning them to Mundus via a high angle of attack. This will generate lift and reduce stress on Akari crews at an extimated four gravities.


    Akari Standard System

    The Akari Standard System is designed for flights of a duration of one month as well as Lunar orbital operations. It is expected that as the program continues to advance and mature the Expansion Module (EM) and Propulsion Module (PM) will be capable of sustaining missions beyond Luna, including a manned mission to Nergal, and flights to asteroids.

    International Participation in the Akari Program:

    ISEA will, naturally, be pursuing cooperation with our partners in LISA and the Cross-Straits Union. It is our hopes that through mutual cooperation we may expand the capabilities of the Akari Program, allowing it to grow with the needs of our space programs as time progresses. The option for states beyond LISA and the CSU to rent seats aboard the Akari capsule for voyages to space stations is also being considered.

    Overview:

    The Exuperia Stock Exchange is the First Empire's premier stock market within Rokkenjima. Founded in 1750 the ESE has played a pivotal role in the Rokkenjiman Economy, spanning across three governments. With increased trade and economic activity following the fall of the Federal Republic the ESE has, once again, opened its floors to foreign corporations and entities.

    The ESE's trading floor is located at One International Trade Centre, Onedari Square, Exuperia and takes up the first floor. Following its revitalization the ESE was redesigned from the ground-up to incorporate electronic and networked systems into the trading system.     It has been quite some time since I last had the opportunity to speak with you in such a manner. As your Grand Chancellor, however, I feel it's important to maintain an open line of communications, one where we may exchange ideas, tackle concerns, and also what I hope will be engaging and thought-provoking discussions. I am pleased to make this chat a permanent fixture of my Office, and encourage everyone to ask questions, present concerns, and engage in discussions about our regional government.

    Our Vice Chancellor, CGJ, may also be joining us from time to time.
