This message meets the highest of encryption standards and is intended for your eyes only.

The First Empire has become increasingly concerned by the actions of the Lakhzov Government and its Saheristani allies. While the time has not yet arrived where this Imperial Government may recognize your Government publicly, I believe the time has long passed that the First Empire offers your forces a more direct measure of support.

Following deliberations with the Imperial Council I am prepared to offer you an extension of anti-missile defense capabilities based within the Commonwealth of Somerset. Should Lakhzov forces or their Saheristani allies target territory which is under your control I have authorized Rokkenjiman anti-missile defense systems to engage missiles aimed at those territories under your control. Any firing of Rokkenjiman systems will be chalked up as a miscalulation by Rokkenjiman systems, a level of plausible deniability allowed by the venomous rhetoric of our adversaries.

Furthermore I have authorized Rokkenjiman corporations to provide on a lend-lease basis materials to provide for the defense of the Utman homeland. Utilizing economic back-channels Rokkenjima is prepared to offer the Utman Republic access to arms and armaments as determined necessary to preserve Utman society, and hold off outright military action on the part of Lakhzovia and Saheristan.

The Utman Republic does not stand alone, and while the charade of diplomacy may play out before us the First Empire holds little doubts as to the outcome. Kadassa will continue to string the international community along a chain of promises and assurances, neither of which hold any actual value. When the day comes that this realization dawns upon the broader international community this First Empire will be among the first to stand along a free and independent Utman Republic.

Should there be any further needs which I have not addressed with this communication please do not hesitate to inform me. The Utman do not stand alone; despite the campaign against you I know in my heart that, just as Rokkenjimans were labelled extremists, the labels applied to the Utman ring hollow. From this point forward may we coordinate our responses to each transgression against the Utman right to self-determination.

Various discrepancies in the paperwork of Ms. Hadley led me to initiate an agency-wide review and investigation of the Anauša, and those issues which were uncovered were shocking to say the least. As we speak Anauša is in contact with White Widow to secure her return to Rokkenjima for formal questioning and quite possible charges."

"It is our belief," Hanako interrupted, "that the Empress Emerita was not aware of the actions of the former High Commander and was coerced into silence when the information regarding her time in Borland, and the true nature of the activities of Ms. Hadley, were handed over to Mr. Ofdensen. I have spent countless days looking over every aspect of the body of information, from files generated by Ms. Hadley to the paper trail she left, to the involvement of Mr. Ofdensen in the affair. This information, including all documents and access to the emails of Ms. Hadley and Mr. Ofdensen, will be fully provided to East Moreland for your own independent verification."

As I am certain you have seen the humble beginings of a project to provide for a Trans-Ardia Railway and associated Trans-Ardia Partnership are presently underway. In the preliminary planning for this project a noted bias toward the Eastern and Northern portions of the continent carried a heavy influence, however, I feel that this may bring about a unique opportunity for Rokkenjima and Ui Cennselaig to work together towards furthering progress and prosperity throughout Ardia. I have included a proposal which includes a provisional route which would link Ui Cennselaig and the West into this initiative. I propose it to you for your consideration and suggestions, and extend an invitation to Pyrena Castle once the proposal has reached majority approval of the nations of Ardia who would be involved in the initiative.

Proposing The Trans-Ardia Partnership


The First Empire has long held the belief that trade and commerce between free states leads to an atmosphere of joint growth and prosperity which reduces the risks of conflict and division which engulf certain regions of Mundus. Through reducing the barriers to trade and the movement of people and goods it is within our capabilities to build those links which will restore Ardia as a principle economic engine of Mundus, enrich the economic fortunes of our respective nations, and improve the standard of living enjoyed throughout Ardia. To effect these goals and bring about a new era of economic prosperity and opportunity the First Empire proposes to the Eastern nations of Ardia a proposal, the Trans Ardia Partnership.

The backbone of the Trans Ardia Partnership will be a network of high-speed railways which will bridge the distances between our nations and enable the swift and efficient transport of goods upon the continent. The Pan Ardia Railway will link ports from the Rokkenjima Sea, the Mhorish Sea and the Matildas, providing new economic opportunities and the fruition of a new Trans-Ardia Trade Zone. Through this Trade Zone Ardian economies can reach new markets, provide new economic opportunities for their citizens and businesses, and increase opportunities for investments in new and emerging fields. The First Empire also sees the role in which Gowu can play in this initiative and is prepared to strengthen Gowu's access to the Pan Ardia Railway via sea links between Gowu, Azukishima Prefecture, and the Pan Ardia Railway.

The First Empire invites the nations of Eastern Ardia to meet so that we may discuss the future of this proposal, as well as ensuring that the Pan Ardia Railway, and the Initiative itself, may be expanded Westward should such interest be shown. Evanthe and Ambassador Hokh walked ahead of Secretary-General Sakura toward the dining room which had been prepared for the Summit itself. She had originally intended to deliver her opening remarks first, however, deferred to a speech by the Secretary-General to precede her statement. With the challenges before the Commonwealth she felt this was an opportunity which should be granted to the Secretary-General, however, her attention returned to the Lakhzov Ambassador. "Relations between our nations are not at their highest right now, indeed charged words have been exchanged between our respective representatives at all levels it seems. We can both see where things are likely heading, so I wished to give you something," she said as she handed Mr. Hokh an envelope.

"I would ask that you refrain from opening it until the conclusion of the Summit," she continued as they arrived at the seat designated for the Lakhzov delegation. "I've long respected your work in the General Assembly and, having seen individuals in your position before, I do not offer this envelop lightly. If you should have questions before your departure you need only ask," she said before taking to her seat.

The city of Bethesda was alive as its citizens took part in the various celebrations that had been arranged for Establishment Day. Evanthe and Gregory stood ready to greet their visitors from across Mundus, joined by Lord High Steward Koizumi who would take part in a ceremony symbolizing Somerset's transition from an Imperial Overseas Dependency to a sovereign nation of equal standing. The path to independence had been long and, at some points, unclear, though she had every confidence that Somerset had made the right decision. In Urakawa City a ceremony was scheduled to see the Rokkenjiman Flag lowered and replaced with the Flag of Somerset over governmental buildings (save the Office of Illumic and Tripartite Affairs), marking a formal end of Rishiri and its reunion as an indivisible part of Somerset.

With the Empress occupied with several matters of business borrowing the Imperial Concorde for a flight to East Moreland was a trivial affair for Lelouch. The information which Hanako carried with her had been looked over countless times, people of interest spoken to, while an agency-wide hunt had been underway for those with ties to Ofdensen or loyalties to Lucinda which proved greater than loyalty to the Crown. While nothing had been received from White Widow Lelouch was confident in their cooperation when the time came for them to act, however, he'd rather not wait to have Lucinda in his custody.

Checking into the Inn was a swift enough affair for Lelouch and Hanako, now the only thing they awaited was their contact from EMIS.

"In ages past we saw at several times games played between great powers, and while the methods may have been more brutal they were also more honest, more straight-forward, with less pretenses of supporting democracy and the struggle for self-determination. Today we see all of the ingredients coming together to open Lakhzovia as the next board in this long-running game: the Utman, the perceived election issues, a foreign embassy in literal flames. That the Megitsune didn't give flight to her helicopters during that affair is a great surprise, but also a relief, as I am sure we can both see just how wrong that could have quickly gone."

"The current events happening as of now in Lahkzovia, and the now newborn nation of Utman, has now been on eye by most nations on Mundus now. The fact that tensions are rising right at our country's doorstep, should also not let us ignore it as well, we have been planning possible scenarios if this situation goes haywire and the nation of Utman and Lahkzovia could plunge into war, we will act quickly, and we will not stop or be stopped by anyone with an opposite opinion. This also applies to the ludicrous statement made by Saheristan, deeming us as "terrorists", and their offers to sever diplomatic ties with us, along with Iwi and Rashidun, which we obliged to do unhesitatingly. Our nation must not be threatened by Lahkzovia and his little brother Saheristan, and we will act with force if they decide to plunge into combat measures."

"We can avoid a future which sees Lakhzovia reduced to ruins in yet another iteration of the long-running games of the great powers. To do that, however, we must approach this with wisdom, nimbleness and patience. When it comes to Lakhzovia you must set standards for military actions, including exercises, as such actions have great consequences. Although she recognized the importance of her visit to Lakhzovia Beatrice couldn't help losing herself in a few selfish moments. The flight provided opportunities to catch up with a call to Adriana and Lucius, catching up with friends at home, as well as an opportunity to make arrangements for the Austrana to be on hand once her duties in Lakhzovia had concluded. There still remained several tasks to be attended to before her name was rightfully cleared, however, patience was something she had come to accept throughout the recent challenges visited upon the Anselmo Family.

Following her escort through the door she nodded approvingly of the prepared refreshments. "Respected President, how I've missed you," she said as she approached, taking in a glimpse of the city beyond Kadassa. "Truly a beautiful city, why, this view reminds me of what one can see from Pyrena. Pyrettania sits just beneath the hill, the hum of the city ringing in one's ears almost as if it were the very pulse of the nation. This is why we must succeed Sachim," she paused, "so once you're ready we should get to work. I truly am happy to see you again, even under such circumstances."

Formal Declaration Of The Commonwealth

To our Friends, Allies, And Honoured Neighbours;

Following a long process of deliberation within the Civil Administration, combined with a series of referendums involving the People of Somerset throughout the process, the Civil Administration today delivered its final act as a body of government.

"Having accomplished the task of guiding Somerset through its transition from Rokkenjiman sovereignty effective Noon, September 27th 2017, the Provisional Government is hereby abolished. Henceforth the Commonwealth of Somerset shall stand proud as a sovereign Nation, the master of her own course."

On October 1st, 2017 I shall be hosting a ceremony in our capital of Bethesda to mark this transition with dignitaries from abroad so that we may forge friendships and relationships with the world around us. It is the hopes and aspirations of Somerset to engage her regional and continental neighbours toward peaceful and prosperous endeavours.

As Somerset formally establishes her independence we see a time of crisis and violence erupt upon our Eastern border, a state of affairs which brings our security under increased threat. This has necessitated the deployment of the Somerset Defense Forces to the Lakhzov border region. As a force which has made great strides in its rebuilding efforts I fear the SDF is not n a position to provide sustained security for the Lakhzov border. I have to this point precluded Rokkenjiman forces to supplement the border as to ensure tensions do not flare between the Commonwealth and the Lakhzov Republic. This is a position the Commonwealth will continue to hold onto until such a time the situation in Lakhzovia presents a clear and definite danger to the People and interests of Somerset.

While I will be on hand for the ceremonies and functions of the day, day-to-day power will continue to reside with Governor McKenna until such a time I am capable of returning to Somerset. However, given the present crisis on our border, I will be remaining in Bethesda to work hand-in-hand with Governor McKenna to ensure the safety of our People and the security of our borders.

Imperial High Command Deploys RKB-71s, RKB-73s To Tienanmen


An RKB-73 Bomber flies near the Illumic.

RKB-73 bombers, joined by RKB-71 stealth attack aircraft, departed Queen Adriana Military Base earlier today bound for Joint Forces Base Tienanmen, according to a release from Imperial High Command. The deployment comes as Saheristani armed forces conduct various drills and missile launches in the region, heightening already dire tensions as the Lakhzov Crises show little signs of diminishing. "Certainly the irresponsible and reckless actions of Saheristani are being monitored by Imperial High Command and appropriate measures are being taken to address these challenges to peace in the region. If the Saheristani believe they are assisting the situation President Kadassa finds himself in they are woefully mistaken," Marshal Admiral Cole stated in comments to the RBC.

Speaking on the threats posed to the Iwi and Rokkenjiman installations in the region Marshal Admiral Cole offered to "open the lines of communication between the Rokkenjiman and Iwi armed forces to combat this mutual threat. Furthermore, Imperial High Command will be exploring options with regional partners and allies to provide a strong posture in the Matildas, ensuring these vital lanes are not threatened by Saheristani actions. This could very likely include the deployment of assets of the Imperial Rokkenjiman Kyne Fleet to the Western Kyne to dissuade any further brazen actions by the Saheristani. While relations between our nations (the Iwi and Rokkenjima) have been at times complicated the threat before us demands a cooperative approach, which the First Empire is willing and ready to engage in."

Imperial High Command has not ruled out further deployments of aircraft to JFB Tienanmen while Pyrena Castle has stated there are "many options" in responding to the aggressive Saheristani moves. "The First Empire will continue to consult with its allies and Commonwealth partners to preserve the peace and respond to the reckless displays we've seen in recent days. A variety of options are on the table in responding to the actions undertaken by the Saheristani. Rokkenjima's world-class missile defenses, coupled with its capability to swiftly respond to any attack upon her People, forces or interests abroad at any time of our choosing, ensure a most decimating force to bear awaits those who would so foolishly attack Rokkenjima or her allies. Saheristan escalates tensions in the region only at its own peril."

To an extent she respects him though not to an extent I would classify her as a sympathizer to be sure. She invested a lot into Pyrettania-Nakim so those actions he has taken which have weakened the diplomatic relationship will also be motivation for success here."

In Response To 'Achxit'

The departure of the Holy Empire from the Commonwealth Treaty Organisation is most unfortunate, however, it does not impact the mission nor the commitment of the Commonwealth in the pursuit of its duties, ideals and crucial work in the community of nations. In the coming days member nations of the Commonwealth, joined by prospective members, will be gathering in the City of Aldspring where the Commonwealth was born to chart its course in the near-term as well as the long term. This Summit presents all present to contribute to a renewed foundation for the Commonwealth, especially those who were not present for the original Commonwealth Conference.

The timing of the Holy Empire's departure is most unfortunate as it is a time which sees the Commonwealth finding its footing yet again. In the past the First Empire had been forced into a hesitancy to act given the circumstances surrounding the Andean Genocide. Aside from this hesitancy, other mistakes and miscalculations were made by the Imperial Government along the way which, unfortunately, precluded it from acting. However, as we see before us in Lakhzovia, the First Empire has taken a forceful course of action so as to prevent yet another tragedy playing out before our eyes. Rokkenjiman funding, which accounts for a majority of overall funding of the Commonwealth, continues at its previous rates and may expand to account for the loss of the Holy Empire.

Today is a new era for the Commonwealth, one in which we determine our future and the type of institution we desire it to be. While it will be unfortunate that the Holy Empire will not be a part of this new era the Commonwealth is not one focused upon one nation: it will continue and find renewed strength in the absence of the Holy Empire. We have a unique opportunity before us today to establish firmly what the Commonwealth will be and the role it will play in the community of nations. She paused as the Prince continued, thankful that no Morelanders were present as she was certain they would have a slightly different characterization on the Illumic issue.

"The journey itself was quiet, some quality time with the Empress and Crown Princess. My, what an impressive automobile," she continued as Louis opened the door for her. The ride was even more impressive, the offer of refreshments most welcome. "Refreshments and perhaps an opportunity to set the agenda for our meeting today would be wonderful. I know past attempts at meetings between our nations have not fared well, however, I have promised the Empress that I shall not be departing without a Treaty in hand which bears both our signatures."

"Perhaps we could begin with what the Principality hopes to accomplish in a diplomatic relationship with Rokenjima? I know that the Empress views another friend in the Illumic as crucial, given the new-found independence of Somerset and our forces stationed at QAMB. Beatrice smiled as she spoke with Kadassa; she'd known that there were questionable qualities about the man, however, she never believed that his actions were taken in malice. At heart, she believed, he was a leader who always acted to preserve his nation just as she had acted during the Second Patriotic War to free Rokkenjima. "I never thought the opportunity would again exist, however, if there were any time it was needed it is now. Some time before my removal from the Throne I made clear my displeasure with the Valtheim approach towards crisis response and, today, we see a build-up of military forces and hardware around Lakhzovia which would make any nation fearful of what is to come next."

"As soon as I have secured the permission and blessings of all involved I would be honoured to speak with you, personally, on finding a resolution to this unfortunate crisis. Once this has been acquired I will be in a position to build a delegation where we may meet to discuss ratcheting down tensions, de-escalating the military situation, and ensuring that Lakhzovia's sovereignty is preserved and respected throughout this process. As for the removal of your government," Beatrice paused as she looked to Evanthe, "I give you my personal assurances I will do my best to prevent that. Any incursion into Lakhzovia would be the prelude to a tragedy, and I would pray the 'Diplomat Empress' knows that defeat and suffering can only follow such a pursuit."

An Invitation To The Commonwealth And Abroad

Honourable dignitaries,

Recalling the efforts of East Moreland to call upon the members of the Commonwealth to join together in the interests of the future viability and long-term stability of the Commonwealth I have determined that we stand at yet another crossroads. Before us stand many options, however, I feel the one which best serves the spirit of the Commonwealth is an approach which allows not only the members of the Commonwealth but those prospective members as well an opportunity to gather together and set the course this vital institution should play in the years to come. We will move through the Charter, Article by Article, removing that which is unnecessary, improve that which remains, and produce an institution which is open and accessible to all nations (regardless of ideology), fair in its interactions with nations and non-governmental organisations, and best serves as a platform of global diplomacy, problem solving, and the maintenance of international stability.

To accomplish these aims I invite the members of the Commonwealth Treaty Organisation to Shizukesa Palace where the first Commonwealth Conference took place for a Summit which will be open and fair to all parties regardless of ideological pursuit or past interactions with the First Empire. Today we see before us a clean slate, an opportunity to engage and pursue an agenda which best serves the collective interests of the community of nations. This agenda will be set forth through the contributions of each nation present, with not one voice rising above the rest. Today, we open the Commonwealth to become the institution which truly represents an open platform of diplomacy for all nations, by allowing them ample opportunity to shape the Commonwealth for a new century.

Following recent developments the First Empire no longer believes that the decision to dissolve the Cross-Straits Treaty Organisation and join it into LISA is one which has enhanced our security or placed us in a better position to accomplish those goals we originally set out to accomplish. Furthermore, the First Empire no longer holds faith in the Nation or People of Achkaerin to stand by our nations as a trusted partner or Treaty ally.

It is the opinion of the Imperial Council that our nations, together, should re-evaluate the fruition of LISA and consider a return to the Cross-Straits Treaty Organisation. As original members of the CSTO we must consider the bonds which led to the CSTO, and whether or not those same bonds exist with Valtheim and those nations who joined from the CIS. If it would please you all I would welcome your presence at Pyrena Castle to discuss the future of our alliance. Unfortunately I feel that LISA is a failed venture and we would be better served in a revival of the CSTO it endeavours to replace.

Dismay that at every turn you greet me with tragedy," Eva continued as she returned to the room, holding a finger to her lips as she pointed to her phone, placing it in speaker mode. "I'm sitting here with Beatrice, whom I have argued with to great extent over what needs to be done next. She sues for more patience, whereas I see continued patience a fool's errand towards the inevitable."

"Hello Sachim," Beatrice said following Eva's cue, "It's been some time, yes?" she continued. "My friend, during my time imprisoned in Achkaerin I often thought of you, I knew there were issues you faced that you could not share with me but I figured the time would come where we could discuss them. Empress Evanthe has granted me the authority to speak with you, though I would prefer to speak with you from a position of greater authority for now this will have to do. As you know, I face a list of my own issues that unfortunately complicate matters, however, I've been granted a level of latitude in this matter I couldn't have expected, so I hope we may make progress where the internationalist has failed," she said as she mouthed sorry to Evanthe.

"So, if we're to understand from what Eva has told me, the chemical plant was an accident? Surely you must recognize that this will be difficult to prove, especially with the international scrutiny involved with this matter. I can work with you, Sachim, but my hands are tied. I need you to be honest with me, we need to work together, and I promise you I will do whatever I can for you despite whatever you face."

Beatrice lowered her voice slightly, "Please, I know what these people are capable of. After all, they framed me and removed me from office, using a Toshi genocide as the catalyst. We must be careful, Sachim, if we're both to hold hope of surviving. You can't hold back from me, I know how these people work and I can be a friend even with my present restraints. I can't let them get you, too."

Raising her voice Beatrice continued, "So, what is it you wished to discuss? Empress Evanthe trusts me enough to play the role of an intermediary on this affair, so let us reach a just and honest conclusion."

"Mr. President, the last time we spoke a Rokkenjiman embassy laid as a pile of burning rubble. Today, we see plumes of smoke arise from a chemical plant. Tell me, what misfortune will accompany your next call? Perhaps the prelude to yet more carnage?" Pausing, Evanthe recomposed herself before continuing.

"I have given you the best advice I possibly could as a treaty partner, advice and concern which have been clearly disregarded. It is easier, I suppose, to paint a picture of aggression and deflect the issues facing your nation, however, you'll find no solution if you continue to follow this path. I am intrigued, however, as to what you wished to discuss, so I'll listen. I do hope, however, that you will listen to what I have to say in return and value it as the words of a concerned friend who, despite all the signs saying it is futile, continues to hold out hope regardless."

IRN Enterprise was ordered to Peniche Bay to supplement Megitsune.

As the Empress spoke Imperial High Command confirmed that IRN Enterprise and her battle group were being diverted from routine patrols in the Krimeon Sea to supplement IRN Megitsune's presence in Peniche Bay. Fielding fifth-generation RK-80-Ns the air wing of the Excalibur provides further options should the Empress be pushed to act. "Rokkenjima has not recognized the Utman Republic, so any notion of a pro-Utman Rokkenjima-Achkaerin axis is poppycock. Rokkenjima has made clear its concerns regarding the conduct of the Lakhzov elections and, as a treaty ally of Lakhzovia, has shown her concern for the situation developing within Lakhzovia. Rokkenjima and Achkaerin remain committed to a peaceful resolution, and I feel that if diplomacy is granted a chance by President Kadassa we may yet see peace prevail. However, unless President Kadassa shows commitment to that process, having seen the worst which lay within the human heart, Rokkenjima and Achkaerin must stand prepared for we may never see such tragedy transpire yet again."

If I may suggest, I do believe it would be prudent for the Commonwealth to have at its disposal evidence gathered by the International Electoral Monitoring Group which suggests a coordinated campaign of voter suppression and intimidation by the Republic of Lakhzovia, including the campaign of intimidation conducted by the Hand of Emet militia which reads quite similar to the activities accredited to the ULO in this report which has been presented to us by my Lakhzov colleague. I feel that we're all interested in arriving at the truth of this matter and, if it is proven beyond doubt that Lakhzovia has fallen under some vast conspiracy, that is something we will be certain to address as a fellow Commonwealth nation, and as a treaty partner of Lakhzovia."

"However," Kensington paused, "if these concerns are proven to be valid, if the evidence doesn't support the Lakhzov position, that would also be something we would be certain to address.
