As such it shall remain on the record for questions or comments until Monday 25th May 2020 at which time members shall be free to vote on whether the site is worthy of being considered a site of global significance.



AN APPLICATION FOR SITE REGISTRATION

Name of Site:- Wellow Coastal Instillation Park
Location:- Wellow, Bakkermaya


Description of Site:-

Constructed in the period 1900-1920 the Park was an attempt by the artistic community of Wellow to bring art to everyday life. The art community set about building twenty homes around a series of terraces and plaza's each of which was influenced by various themes from the islands mixed history of having been part of Lodja, Paracambi and Bakkermaya during its history. Today the twenty homes have become part of the local council with one having been converted into a Temple for Marissa. The 19 other homes are today museums dedicated to the area and the artists who helped create it.

Why is the site significant beyond its own nation?:- 

1. The park is one of the best surviving examples of attempting to make art part of an urban landscape from the modern period. The park has been immaculately cared for in its 100 or so years of history.

One of the 19 houses that still survive. It has fantastically shaped roofs with unusual pinnacles,however fits in well with the use of the park as pleasure gardens and seem relatively inconspicuous in the landscape when alongside the flamboyance of other buildings within the park.


2. The design of the park includes several attempts to incorporate art with functional transport. The park is criss-crossed by a series of viaducts that are mainly built one on top of the other and wide enough to accommodate a motor vehicle the size of the average early motorcar. The top roadway works its way clockwise around the park area while the lower one goes counter-clockwise. There is even space beneath the roadways for pedestrians to walk in the shade. It marks a unique attempt at the art being equally as important as function.

3. The park also features a number of examples of how it was possible to create an artistic environment while facilitating public facilities. One such great example are the tiled benches that are dotted around the area. These are constructed by the Wellow born artists Maxwell Grondel and once more combine signature artistic styles with function. The serpentine nature of the benches allowed people to sit in the plazas while the curves allowed them to have privacy. The tiles were also angled to allow water to drain from the benches rapidly allowing them to be used without getting wet shortly after any downpours.


The fact that despite 100 years of use on a daily basis the park remains in such fine condition and is perhaps one of the most well preserved examples of the artistic movement of the early 20th Century that sought to combine art and practical living solutions makes it something of importance to Mundus.

Background

Founded in 1911 by clothing factory owner Jackson Smyth, he had a keen interest in the new pursuit of aviation and had joined with several likeminded individuals to begin making their own gliders and planes. The company grew to become the most trusted supplier to the fledgling East Moreland air-force and made inroads into the civilian market in the 1950's. The company today is famed for its innovative approach to military technology and its speed records. An unofficial tag line of the company is "There is fast and then there is EMAC fast."

"No, where using Princess Freya's Lodge" Rebecca Jarrett, Princess Freya's Head of Household spoke into the radio she was carrying attatched to her clipboard. She was putting the finishing touches to the preparations for the visit of President Seiko.

"Why the hell are you not in the Palace" the voice of Robbie Peacock, the Red Legionnaire in charge of security that day came back over the network. "No one told us." Rebecca could imagine the rather uncivilised language that the Captain would be spouting at the gatehouse.

"Freya didn't want to use the Kings office so she's setting up outside on the lawn, nice sunny day and all." Rebecca explained. The lodge was set just to one side of the Palaces rear waterway. It sat within its own little clearing in the woods and in times gone by would have been used by guests of the Royals come to hunt in the vast Palace woodlands that filled the Royal parkland. Five years ago David had however converted it into a residence for his sister Freya and although she now often lived off the Palace site with her husband Alex and adopted daughter Evie she did maintain it for special occasions. About five minutes later four members of Red Legion appeared and disappeared off into the woods to establish security, being within the confines of the Palaces fence though meant security was already high but the Red's would just hang out in the woods during the meeting ensuring an immediate response should something happen. Rebecca stood chatting with Peacock for a while, she'd served with him in Academica while serving with Freya in the 2nd Light Scouts.

Freya was busy having a stroll in the woodland instead of worrying about the details of what was going on. Evie had some homework, they had to collect a variety of leaves, grasses and other items from nature for a project they would do in class. Evie held her adoptive mother's hand as she picked up a black feather that she'd found. "Can I take this?" Evie asked. She'd lived in East Moreland three years now and her Morelandish was almost spotless, except for an accent, Freya sensed the 7 year old was even losing that now.

"Of course......just so long as its not attached to the bird" Freya held open the bag they'd brought with them and Evie deposited the feather inside.

"Your Highness" Rebecca appeared out of the trees,"Evie" Rebecca smiled at the young girl. "The gatehouse say the President is on her way up the drive. She'll be here in five minutes." They'd be the usual issuing of credentials at the gatehouse by the Red's, then they'd escort the Josai President up the 1km long gravel drive, the crystal clear blue lake at its side complete with its group of swans gliding effortlessly around. Occasionally one of the peacocoks would wander around the gravel road but today it was nowhere to be seen.  They drove under one of the archways that lead to the rear of the Palace and up to the circular fountain. It was there that vehicles stopped and Rebecca meet the President, "President Seiko" she gave a small bow of respect as she extended a hand in greeting. "I'm Rebecca, Princess Freya's Head of Household, if you'd like to follow me." She fell into step with the President as their feet crunched on the white gravel path. "If you or any of your party need anything while your here please do not hesitate to ask me and I'll see what I can do." They entered the wood still on the path for a few meters before the lodge's opening appeared. Freya had packed Evie off to school and was waiting for the President.

"Good Morning President Seiko" Freya extended a hand, "I'd like to formally welcome you to East Moreland. I know my brother would have liked to have meet you in person but he's currently off sunbathing in Lodja I think. Honeymoon and all that." she explained. " I am however charged with being able to speak on his behalf so I hope that we can have a good meeting, something for him to read about while getting sunburnt." Freya gestured to one of the wooden chairs sat on the lawn around a walnut coloured table. "So, what can I do for you today?" Freya asked as Rebecca poured iced tea, a perfect drink for the early morning warm weather of a Northfort summer.

Having just finished his hour with another of his guests King David just had time to stretch his legs, his back where he'd been shot was aching once again. It seemed to be the case, sit or stand for too long and it became hell. He did a few laps of his office rubbing the sore spot just to the left of his lower spine. He leaned against his desk for a second or two arching his back trying to release some of the pressure. A voice startled his from behind, "Your Majesty" it was his Chief of Royal Household Quinn Germaine. "I've Representative David George Lloyd Of the Low Lands of Aschlon" at the gatehouse."

that stood to one side of the gravel drive the King spotted his guests car on. David had just enough time to take a quick drink of water before Quinn showed the next guest in. "Mr.George Lloyd" the King stood as the man was shown in, "Welcome to Northfort. I hope your stay has been a good one. Please take a seat" David motioned for the man to take a seat on one of the three sofas that flanked the unique coffee table made out of glass and a jet engine. "So what can I do for you today?" David asked as he poured tea for himself and his guest.

David had finished his meeting with the Achkaerin delegation and bid them farewell. He looked at his watch, he had twenty minutes before those from Kinkhnland were scheduled to arrive. His new wife Stasya had sat in for the meeting with Achkaerin, a meeting David had considered a nice simple introduction to East Moreland diplomacy. He would have asked for her to stay for the next one but Kinkhnland were a nation the Morelanders had very few ties with and so it may be a more difficult meeting but he hoped not. It was also scheduled to be the last of the day. "I'll see you later for dinner" David embraced Stasya kissing her goodbye. "You've not left lipstick on me again have you?" he enquired taking a step back inviting inspection.

"No" she grinned having checked that she hadn't, "I'm saving that for later." she turned and left pausing briefly to speak to Quinn on the way past. "Please do your best to make sure he's on time. I'm starving and I'm not sitting around all evening." She then headed out reaching the top of the stairs that lead to the bedrooms in the Palace just as the Red Legionnaire Guardsman escorted the delegation from Kinkhnland into Quinn's office where he introduced them.

Quinn did her usual job of checking that she had their titles and names correct before informing them the King had tea and coffee waiting but that she could bring other beverages if they had anything they would prefer. She wondered just how much coffee the King had drunk today and wondered if he'd be able to sleep for the next week. Once everything was in order she escorted the guests into the King's office and introduced them by their titles and names before turning round and heading out.

"Good afternoon" David greeted them. "Thank you for coming, I trust you've found something to keep you busy in Northfort?" he enquired while pouring the drinks. "Now traditionally today is a day the King of East Moreland makes time to listen to requests, concerns etc from people who attended his wedding so I'm suspecting there is something you'd like to discuss with me. That being said I am all ears." he handed over the drinks before sitting back with his umpteenth cup of coffee.

It was perhaps the oldest friendship East Moreland had with another nation and one that had served both well over the years. Unlike all the other meetings with the exception of the Cenneg the Morelanders had a treaty in place already with Achkaerin and so David was intrigued with thinking about where Emperor Peter wanted the meeting to go. This one would be slightly different to the others, while David had meet the other delegations alone with this one he had asked Stasya to sit in with him. She'd arrived downstairs just after the Swastrians had left and David had breathed a sigh of relief in her choice of outfit, a smart black trouser suit rather than some insane dress like he knew she often favoured. The pair caught up briefly about the day, David filling her in on the business of the previous conversations all of which she found a little tedious. She meanwhile had been spending the morning simply allowing her hangover, which had been much bigger than David's subside before dealing with planning several parts of the upcoming honeymoon they were planning. David had been keen for her to sit in on at least one of these meetings, after all she was now Queen of East Moreland and would have to at times play politics.

Quinn interupted their conversation with a knock on the door "Your Majesties, Emperor Peter has arrived." she said before standing aside and allowing the Emperor (and anyone with him) into the office.

"Thank you Quinn" David said as he stood and greeted Peter. "Thank you for coming, I hope you've found something to keep you busy this morning." David began, "Now can I sort you a tea or coffee." David asked as they took seats around his coffee table.

"I'll do that" Stasya poured the drinks. " My new husband thinks I need to start learning all about politics now. I think at times he forgets I had several years sitting in the meetings of two Queen's of Lodja." she teased David as she distributed drinks. "Still I am eager to learn what East Moreland and Achkaerin get up to rather than my old home."

Swastria may be East Moreland's neighbour but very little had happened between the two nations for as long as David could remember. He was hopeful that this meeting could be the start of something new. He had about 20 minutes before King Karl was due to arrive and so took the time to visit the loo, have a quick chat with his niece Sophie who was on her way back in from a run in the Palace grounds and then wander back in.

Quinn waited once more for the King to arrive and having checked whether he wanted anything other than tea or coffee she announced him. David extended a hand in welcome. " Nice to meet you. I hope you've had the chance to see a little of Northfort this morning and thank you for waiting patiently. I hope you've been well looked after." David welcomed him to take a seat around the coffee table fashioned from a jet engine and the square of black leather sofas. "So as you requested a meeting I think it best you start things off. How can I be of service"

David said goodbye to the delegation from Neu Urburzis and had just enough time for a quick walk down to the kitchens, more to stretch his legs than grab a quick bite to eat. The kitchens still had boxes and trays of food left from last night's festivities and the staff were busy boxing it up to be sent to various charities or organisations across the city. He slowly wandered back towards his office and found the third tray of pastries for the day sat on the coffee table. He thought this could be the most interesting discussion of the day, with Empress Beatrice now gone he wondered what direction the old friendship between East Moreland and Rokkenjima would go, would it carry on through its troubled present or revert to happy days. It was this he was musing on when Quinn tapped lightly on the door and announced the Rokkenjiman arrival.

"Oh please come in, take a seat" he gestured to his lounge area in the office, four black leather sofas surrounding a coffee table made out of one of the jet engines from the SSC Honeybadger contained within a glass top. "Is green tea still the drink of choice for Rokkenjima?" he asked his hand moving presumptively towards the chrome pot Quinn had ensured was at hand.

David had not long said so long to Finley having concluded their talks. He had just enough time to let Quinn restock the supplies of pastries and drinks before he expected someone from Neu Uburzis to arrive. He was rather interested to see who would turn up as their request had been a little vague in that regard but it was a meeting he was looking forward to. He liked the young Emperor and found his family to be mostly good people. His daughter Rhiannon was fond of their young Prince, the pair having become friends during her visit to a zoo there that had sparked the Crocodile incident. He knew too that his wife Stasya, saying that still made him smile, was good friends with one of their Princesses due to their fashion connections. The two nations hadn't really spoken for a while despite having made various friendly gestures focusing around the young royals towards each other.

Quinn would once again handle the arrival and show the representative into the Kings office, hopefully speaking loud enough for David to get some advance warning of which the Neu Urburzis delegation was present. The King stretched his legs one last time before he suspected another hour long meeting would begin.

David was praying that Finley didn't bring Whiskey with him. His feint hangover was kicking in a little more and it was going to be a long day. At its best there were six scheduled meetings with foreign guests but he knew that could change. At least the first meeting of the day was with someone who he considered a friend and not just a important dignitary. David sat behind his desk reading the file on recent happenings in Ui Cenneslaig but it was mainly made up of things he already knew about. Outside in the office of Quinn Germaine a Red Legionnaire guardsman walked in, "Good Morning Ma'am" he said politely, "His Majesty King Finley here to see King David." The man turned, saluted the Cenneg King and marched off.

"Good Morning Your Majesty." Quinn rose from her chair and greeted the King. "I trust your well this morning. I've already put tea and coffee in for the King, if you'd like anything else though I can go and get it." She waited to make sure Finley would have everything he needed before escorting him into the King's office and announcing him.

The King left his desk and shook hands with Finley before motioning for them to sit around his coffee table. " So, I trust you had an enjoyable evening, sore head?" David enquired as he offered a plate of pastries. "Now I don't want to sound rude by Quinn put an hour aside, so perhaps if you'd like to start the ball rolling we can discuss what it was you wished to." David selected one of the marmalade topped snacks and put it on a plate while he waited for Finley to respond.

6am 22nd Feb 2020, Northfort Royal Palace.

While King David may have only just been rousing from his sleep the Palace was already a hive of activity. Staff were busy preparing for the day ahead and the smell of breakfast wafted up from the kitchen to greet the King. David stretched one more time and swung his feet onto the floor before heading for a shower. By the time he'd come out a mug of coffee was on his bedside table and his black Alpine Cadre uniform had been hung behind the door. Even in the darkness of the room the light from the bathroom picked out the newly shined silver buttons. It had been a while since the King had worn it and by rights he could have been wearing a Field Marshall's uniform from any unit in the army but he was happy wearing his Captain's pips. He got dressed and headed out into his suite's lounge. Alex Redfern was already there tucking into a bowl of porridge wearing just his boxer shorts. "You not ready yet?" David asked.

"Danny's in the shower. Just got jump in and we're good to go." Alex explained and with perfect timing Major Danny Frost of the Alpine Cadre emerged in a uniform that matched the King's. The three men, David, Alex and Danny had all joined the regiment at the same time and while Redfern had ventured off to become a Red Legionnaire and Danny had remained with the unit. Alex finished his breakfast and then headed in to get changed emerging soon after wearing the red jacket of his elite unit. There was a knock of the door and Robbie Peacock of Red Legion wandered in hefting two brightly polished breastplates. The two Red's helped each other on with the silver armour as Danny and the King checked over each other's white beret's for fluff. They each inspected each other as though about to go on a Sergeant Major's parade and when satisfied that everything was in order made their way down to the small private Temple within the Palace where several of the Palace staff had already begun taking their prayers for the Feast of Helus. Despite their status the four men stood patiently and then took their turn at the alter offering their own prayers to the God. Once that had been done it was about 7:30am, time to start the walk to the Temple of Marissa where the wedding would take place. As they left the Palace a group of six military officers stood waiting, the King had invited several nations from across Mundus to send a representative of their Cultist community and now the King and his party greeted them all.

First there was Captain Qadir Bousaid from Royal Seleucid. He was a infantry officer and had been one of the officers from the Seleucid military who had worked with the Morelanders as a scout during the genocide in his homeland, Robbie had meet him during the operations there and the pair exchanged hand-shakes. "Captain Bousaid" The King shook the man's hand. "Thank you for your efforts saving our people." David said warmly. "it's an honour to meet you in person."

"I'm honoured to meet you Your Majesty" the officer said humbly. "Its a priviledge to be in Northfort on this most Holy of Days." He had already been up joining the throng of pilgrims taking advantage of the early opening of the Temple of Helus for their blessing so that the Temple could be closed to the public later in the day. Next up was Captain Hamasaki Yumiko of the Imperial Rokkenjiman Navy. "Captain" David shook their hand as he moved down the line. Up next was Brigadier Dominic Atkins of Bakkermaya's Horseman of Jekar his uniform an almost identical one to the Red Legion outfit except in blue rather than red. The King had meet the Brigadier several times and liked him so was pleased he'd been selected to take part. There was then a Vaguzian officer[1] before the King moved onto Rion Ayanami. "Nice to have some family in the escort" David smiled as he shook her hand refering to the ancient connection between them. Finally there was the kilt wearing tall Air Force officer from Seaforth called Callum McDuggan. The King having greeted them all allowed Alex Redfern to explain the task at hand.

"Our task is simple, we walk down Embassy row, throw a right get to the Temple of Marissa at which point we pick up the King's sword and Robbie here gets the Shield. At least its not raining." The day was certainly cooler than when the King married Matilda and the grey overcast day was only just beginning to clear as they left the Palace.


6am 22nd Feb 2020, Northfort Military Barracks

Stasya had spent the night in the Military Barracks in the Officers Mess. The Mess had largely been taken over by the Lodjains and a whole block of barracks normally reserved for visiting troops had become a temporary home to the East Moreland officers. The base was a hive of activity and a hanger near the main runway had been turned into a kind of makeshift reception area. Chefs were cooking up scrambled eggs, salmon, bacon and various other treats to serve to the officers involved as well as visiting dignitaries arriving. It would be the newly appointed Foreign Minister, Orlaith Kade, the King's cousin who would be greeting any of the foreign Heads of State or other representatives. Stasya had been awake a while, mainly just looking at her dress she would have liked it to have been slightly more modern but tradition was important. She'd spent the best part of the last hour having her hair and make up done and now found herself laying face down on the bed as her Ladies in Waiting, Jessica and Emma, directed by her own mother forced the bodice ever tighter. "Now sit up" Stasya's mother instructed her and she perched herself on the edge of the bed. "We can get a little more, it'll make your waist smaller and bust fuller" she instructed and Stasya took a deep breath and felt the strings pull again. It pinched slightly but looking in the mirror she was pleased with how she looked. She had spent the last few days looking at video of the wedding of David and Matilda and she was happy that she looked better, Matilda was like a twig with no real shape. Stasya and her Ladies made their way downstairs where the base commander had gathered a committee of officers who would make sure the party got where they needed to be. Stasya's father Duke Tobias held a blue box at the foot of the stairs and smiled at the sight of his daughter. "Queen Klara found the dress you wore the day you meet King David. We cut it into strips to make a scarf" It was tradition that in East Moreland a baby was wrapped in a blanket at birth and on their wedding day the bride wore a scarf made from each parties woven together. Staysa hadn't been born a Cultist and so a replacement had been sought and High Priestess Skye Maddix had approved of the substitution. The King meanwhile had some of his left and the white rough blanket material was now interwoven with a beautiful red satin material.

"Thank you" Stasya hugged her father as he placed it around her neck.

"Your Grace" General Katie Yacobs gave a salute. "Your escort awaits you when your ready." Stasya followed her outside and a group of three Air Force officers stood ready alongside three officers from Lodja. The Queen spoke briefly with each switching effortlessly between the two languages. Stasya had taken a leaf out of Queen Klara's playbook by wearing a pair of trainers underneath the long flowing skirt which swept the floor. Crowds had already gathered at the bases gates as the Queen and her party began making the way towards the Temple of Marissa, a large cheer coming from the crowd as their future Queen appeared.


7am 22nd Feb 2020, Northfort Military Barracks

Orlaith Kade was sat in the Hanger that had been decorated with a variety of flags from the military to cover up the metallic walls. The front door was open and heaters had been installed, it looked more like a party venue than the home of two fighter planes, both of which had been evicted for the weekend. Aircraft from visiting nations would land, go to the far end of the runway where the wedding guests would be brought by car down to the hanger for breakfast. Naturally it was a plan that had room for some error as they had no idea whether some would elect to come for breakfast or go straight to the Temple of Marissa.



7am 22nd Feb 2020, Northfort's Temple of Marissa.

There were lines across the street as pilgrims to the Temple of Helus made their last dash to receive blessings before the Temple shut so Red Legion could shut off the Temple District for the Wedding. The Temple of Marissa sat just 100 meters down the street but already barriers were being moved to ensure the safe arrivals. Those who had stayed in East Moreland last night would arrive here first and it was the duty of Princess Freya to meet them. She was, like most people on this day, wearing her military uniform, the dark khaki of the Light Scouts while next to her was Archduchess Sophie Harrison-Ironside in her Air Force blues, "To think at the last one I was sat watching you on TV from a children's home" Sophie mused, it had seemed like a lifetime ago.

"Shhh....we don't mention that today" Freya said. It was considered bad luck to mention a past wife or husband when some remarried. A Time of Darkness

The movie made by Samira Hanifnejad, Tamora’s most acclaimed filmmaker whom also won an Ozzie last year for her movie Silence. A time of Darkness details life in Clysperis under the Soviet occupation (1949-1977) as seen through the eyes of children living in the country trying to convey the viewers the sense of helplessness ordinary Clsyperi were feeling as the events unfolded and the country was occupied by the massive USR. As in previous movies, Samira Hanifnejad makes use of black and white rather than color to better to make the viewer more in touch with the events taking place. The movies shows the brutality of the Soviet regime, the systematic attempt to destroy the culture and religion of Clysperis and ends with the eventual arrival of the Tamoran troops and the beginning of the Tamoran protectorate of Clysperis (which lasted between 1977-1982). The movie enjoyed a massive success in Tamora and also ranked first in boxoffice of Abuqiya.

THE OSTLAKE FILM FESTIVAL AWARDS 2020

The Ostlake Film Awards now mark the 5th year of international involvement.  The growing global nature of the awards is a great success and so this year the continued involvement of Mundus is expanding once more with the inclusion of the Best Animated Short category.

As with last year nominations will be open until the 19 th of February at which point voting will begin with the winner announced on the 28th in a glittering award ceremony hosted in Ostlake.

While on this voyage he has indicated a desire to visit several different nations and has requested that I organise such visits on his behalf. While most of these visits are of a less formal nature the fact that very little if any relations exist between East Moreland and Kindricks give reason for a formal meeting between nations to establish good and friendly relations. If such a visit to your nation is convenient then I shall make arrangements for His Majesty to arrive shortly.

The Library / The Aircraft Carrier Debate - The Ironside Report

Over the last couple of weeks or so there have been numerous discussions about aircraft carriers following an in context RP post in which East Moreland was first thinking of giving up its aircraft carrier fleet and then more recently following what has become known as the Samuelson Report where the East Moreland Minister of Defence laid out recommendations to replace them with something as of yet undetermined. This has lead to quiet a few people asking me questions related to this topic, I suspect to inform them on IC decisions, some of these discussions have taken place on Discord while others have been via PM. While the Samuelson report is clearly not in favour of aircraft carriers this is a purley IC stance. In order to perhaps answer questions people may have consider this an attempt at a rather more balanced view.

Let us first consider the purpose of an aircraft carrier and the tasks it is expected to undertake. Defensively a carrier's air arm serves two main roles, the first is to help inform of an incoming attack either through the use of an airborne early warning system to spot incoming air threats and the second an anti submarine role (normally carried out by specially equipped helicopter). The second of it's defensive tasks if to neutralise an incoming threat. In attack the carrier air arm is tasked with a whole host of missions ranging from engaging with targets on land, sea and air, carrying out reconnaissance by overflight of targets, suppressing enemy air defence, providing close support for ground troops (perhaps as part of say an amphibious landing) or simply striking ground targets such as depots. There is no doubt that in 2020 the best way to do this far from home is by the use of an aircraft carrier however on a more and more regular basis the offensive aspects of a carriers purpose are being undertaken by unmanned aircraft. This is for several reasons, the first is that these drones can often remain airborne and "on station" for a much longer period than a manned aircraft. Take for example the US Navies F-18 assuming it does not have to engage in combat of any sort it can remain airborne over a fleet or ground of soldiers on the ground for approximately 2 1/2 hours. Compare this to X-47 which is likely to become the US Navy's first dedicated UAV and it's estimated 5 hours on target. The advantage of a UAV is also that it tends to be smaller than a regular fighter aircraft, the X-47 is roughly six meters shorter, 1.5 meters lower and has a much flatter profile meaning a much smaller radar cross section. The X-47 is therefore likely to be much more able to avoid enemy air defence and make the hit on targets within the territory of an enemy. Additionally if such an operation is undertaken against a modern air defence then the risk to aircrew increases, if using a UAV this threat is totally removed. There is then many advantages a UAV would have over traditional aircraft carrier operations, however it has one major downside as well as several minor ones. First the X-47 when in service is likely to hold two weapons bays for a total of around 2,000kg of weaponry and its smaller radar cross section also means a small space in which to hold the weaponry thus limiting the variety they can hold. An F-18 on the other hand has 11 hard points for a total of around 8,000kg and as the weaponary is held on the outside of the aircraft it is not limited by the size of weapon thus allowing it to carry a wider variety of weapon. As I write this in early 2020 then the aircraft carrier still in many ways will remain in its traditional form. It allows more flexibility than a drone based carrier and as the next paragraphs will show has several other advantages

The first of these advantages is the way missions can be changed as they unfold. The wider variety of weapon carried by something such as the F-18 means that should the aircraft spot targets of opportunity while airborne it can take them out. Many sorties carried out during situations like the Vietnam War saw pilots given a target for their air raid and then a whole list of secondary targets. The vast amount of firepower a pilot can carry coupled with their ability to utilise onboard sensors and even their own eyes allows immediate verification of targets availability and coupled with the firepower the chance to eliminate it when presented. On the flip side a X-47 or similar would fail to be able to do this, it would rely on imagery collected by earlier overflights or satellite and the the smaller bomb bays would likely mean that only designated targets would be able to be struck. An F-18 is able to carry, and generally does, a combination of air to air and air to ground weapons allowing the pilot to defend themselves against air attack. The X-47 is likely to have to choose between air to air operations for which current UAV's are ill prepared or choose to carry air to ground weapons thus rendering it unable to defend itself against enemy aircraft.

The second advantage of an aircraft carrier is its ability to allow its operator to go anywhere and hit anything. Roughly 80% of the world's population lives within a hundred miles of the sea, so having the ability to put what is essentially a  floating air base capable of hitting hundreds of targets per day for months at a time without logistics support is a powerful tool. This though assumes such attacks are carried out against a nation or enemy incapable of manning a strong air defence. An aircraft carrier is often cited as the power projection tool the mere presence of which sends a strong diplomatic message. While operations in places like the Middle East during Desert Storm took place from allied air bases in places such as Saudi Arabia recent events have shown situations can change denying the use of such bases at other times. An aircraft carrier does not need an ally in the region to be operational allowing its owner to operate anywhere on the planet. The aircraft carrier is also a more difficult target than these land based air strips. The location of every enemy airbase and air-strip is likely to be well known to the enemy. This is why during the Cold War the concept of the A-10 operating from under Autobahn bridges in Germany was seen as such an important aspect of the aircraft. An aircraft carrier can constantly be on the move making a strike against it a case of first having to locate it before beginning the work of somehow penetrating its air-defences which can be extensive if utilising a system of using the carriers own aircraft and then a carrier escort of Destroyers and/or Frigates.

The third reason to keep carriers is they are cost effective. The average life expectancy of a carrier is 50 years and essentially as carrier are floating air bases they often rely on their escort for sensor data on sea traffic and other threats. Meanwhile a Destroyer in the 21st Century is likely to see around 25-30 years. A smart bomb dropped by a F-18 is likely to cost somewhere between $20-50k while a cruise missile is somewhere in the region of $500k - $1.5million. This essentially means you can get much much more bang for your buck with an aircraft carrier. The carrier also frees you from having to purchase, lease, bribe, etc your way from having to acquire territory to build a land base. This can also at times mean working with people/nations you do not fully respect or identify with thus politically compromising yourself.

Clearly then so far the argument seems pretty strong to keep aircraft carriers and in fact expand them. This then begs the question of why are real-life debates taking place about whether the aircraft carrier as we know it has seen its days. First as I have hinted at is the issue of danger to aircrew and aircraft. It is likely if a conflict between two technologically similar nations like the USA and say China were to take place and everything else was equal the attacking nation would struggle to penetrate the others air defence and would see a rather high number of losses in its air arm. The same would likely be the case should a X-47 or similar aircraft be used however this would have the benefit of saving the life of the aircrew.

The second reason to perhaps see the death of carriers is the development of ultra-modern anti-ship weapons. The most prominent of these is the Zircon from Russia. While some of you may be aware of this in terms of RP the real life version has legitimatly made nations panic. It is, assuming Russian propaganda is a lie, capable of hitting around Mach 4 and flying around 650km as well as being highly manoverable while flying a non-linear flight path (Should Russian propaganda be correct this would be Mach 5-6 and a range of 1000km). The sheer speed of this missile and its flight path would make it difficult for a carrier and its escort fleet to process data at significantly fast enough rates to get systems to shoot it down. Additionally even if the system could the missile is likely to be flying at such a speed and be so close to the carrier when taken out the ships structure would still potentially suffer damage. This has caused legitimate concern that a single missile could destroy a carrier with ease.

The third reason to consider removing carriers is their cost. The Gerald R.Ford class is estimated to have cost in the region of $13billion and is thought to be costing in the region of around $2.5billion to run a carrier which has undertaken active duty. This is significantly more than any other ship in the fleet. Arguments can be made that there is no mission profile that a carrier can conduct that a fleet made up of say Destroyers and Frigate's couldn't. Using cruise missiles they could take out ground targets and utilising laser targeting provide extremely close air support. Their on-board helicopters can be equipped for anti-submarine operations and satellites can undertake the reconnaissance role. This is all before aircraft such as the X-47 are finally developed. It is then likely when the X-47 becomes fully online that a much smaller carrier, or even adapted amphibious warfare ship, could operate aircraft. The issue here however is the lack of manned aircraft may mean less flexibility as I discussed was possible earlier. In terms of being able to strike at targets far from home the removal of carriers would be a major blow, however as weaponry develops the need for such a capability will diminish as missile ranges increase significantly meaning a theatre to theatre response may be the way forward.

So what do I believe the future of carriers will be. I firmly believe nations such as the US will be able to stick with the "supercarrier" concept. They have the finances to be able to do so and the things have served them very well over the last 50 years. Nations such as the UK, France etc will I believe begin to revert to smaller carriers. Take the new Queen Elizabeth Class, it is over 100meters shorter than the Gerald R.Ford, weighs 40,000 tonnes or so less, however the Gerald R.Ford can put around 75 aircraft in the air compared to 50 with the QE Class, not a significant difference. This is largely due to the development of the F-35, an aircraft capable of short or vertical landings and ultra modern, this development has also seen the likes of Japan and South Korea begin looking at using its helicopter carriers such as the Hyūga or Dokdo as kind of mini-carriers. These ships are much more affordable and will not significantly lack firepower. They will allow nations such as the UK to have elements of power projection at a fraction of the cost.

So where do "Drone Carriers" come in? At the moment the simple answer is they don't. The carriers have around another 50 years in existance in their current form as decisions made in the late 1980's and early 1990's dictated that this was a route to go down. I suspect in around 2030 nations will begin discussing in earnest the idea of a true drone carrier. To date the UUXV Combatant is possibly the most well thoughtout concept, it is this that became the RP "Cyborg Class" Drone Carrier in the Independent Order as East Moreland determined to go in the direction as obviously we were not tied to long term projects such as the US Navy and Royal Navy in RL. Add to this the fact that UAV's are still at a point where they are only just beginning to get used extensively at sea the concept is yet to be truly tested. I believe "Drone Carriers" will not perhaps be the long term replacement for aircraft carriers but more likely be the next generation of amphibious warfare ships. The concept UXV Combatant would have featured the ability to carry a decent sized Marine compliment and some amphibious landing capability joined with genuine firepower in the skies.

If I was the British Minister for Defence having to make the same decision as the East Moreland Harry Samuelson my conclusion would have been very different. I would have said follow the path the Royal Navy have by commissioning two QE Class carriers, I'd ideally have backed this with a new ship along the lines of the Dokdo or the old HMS Ocean that would have been more amphibious leaning but capable of operating the F-35 as a kind of almost "Backup carrier."

If this is the case then why did the Samuelson report in RP go against what I actually believe?

The answer to this is simple, with few exceptions our RP universe has every nation own a decent air-defence network. Should any nation turn up with a carrier therefore it does not perhaps present the same threat as in RL. If we take the recent move of a Rokkenjiman carrier to Quintellia in RP terms there is very little if anything for Quintellia to worry about. They have a decent military and be more than capable of defending their air-space from carrier launched attacks. What Quintellia should be concerned about would be cruise missile attacks eliminating their air defence umbrella or more likely punching holes in it. This would then allow aircraft to operate but these would still be under threat from the decent Quintellian air force. More than likely Rokkenjiman ships would also be in the range of Quintellian bombers and thus have a whole different threat. A fleet of more destroyers, frigates supported with the "Drone Carrier" is not more frightening in anyway however imagine it being an EM Drone Carrier replacing a Rokkenjiman aircraft carrier. We would still face the same problems of trying to penetrate air-defence but could achieve the same results with a lot less people. An aircraft carrier requires around 3,500 people, the UXV Combatant is likely to have a crew more in line with a Frigate, additionally we are not putting aircrew at danger. In the atmosphere of a super modern equipped Mundus the need for a pure traditional carrier is, in my view, less significant. However keep in mind nations like Rokkenjima will have committed to Aircraft carriers for the next 50 years or so, Tytor I believe have reached a point where their carrier is approaching the end of its service. They therefore sit at a cross-roads, to carrier or not to carrier. If Tytor were a real life nation on our Earth I would 100% suggest "get a new aircraft carrier" however on a Mundus the way we have it I would perhaps be advising a route similar to modern day Japan or South Korea, or follow the East Moreland.

As you will be aware the members of the Mhorish and Illumic Co-operative Agency have recently meet in Northfort to discuss several key issues. One of the issues that was brought up was the role of Rokkenjima within the region. It was determined that the majority of the organisations members wished for reassurances from The Conglomerate[1] regarding Rokkenjima's prescence. For various reasons this was not given. The memberships of MICA therefore wish to have the reassurances of Rokkenjima complying with MICA standard operating procedures as well as acting in a manner compliant with the co-operative nature of the region. With that in mind the membership drafted the following and would hope Rokkenjima will give the reassurances The Conglomerate could not. Please find attached the proposal MICA members drafted.

While it is clear that The Conglomerate have acted within their rights leasing bases to Rokkenjima it is a situation that could potentially disrupt carefully crafted MICA protocols. As such following a vote of the membership we ask Rokkenjima to provide clarity on their intentions within the Mhorish and Illumic regions by affirming the following.

Recognising that the Rokkenjiman military are operating out of bases in the region in which they are effectively invited guests the Rokkenjiman military of all branches agree to the following.

1) They will comply fully with and support the standard operating procedures laid out by MICA under their 3RA directive. Notably that the MICA region is divided up into zones of responsibility for which the co-ordination of responses to emergencies, attacks or other matters requiring additional attention is allocated to a member nation.

2) That the Rokkenjiman military will stay out of nations allocated EEZ's with the following exceptions.

a) Peacefully transiting to or from a base of operations.
b) are taking part in operations as outlined by the 3RA system
c) are responding to a distress call
d) have prior permission from the sovereign nation in question.

The Kingdom of East Moreland is happy to announce that on the 22nd February 2020 His Majesty King David III of East Moreland shall marry Duchess Stasya of Seabrooke. The wedding shall take place at the Temple of Helus in Northfort and will be followed by the coronation of a new Queen of East Moreland. The occasions shall be celebrated at Northfort Royal Palace. As the day ceremony shall coincide with the annual Festival of Helus, making the ceremonies more auspicious, space within the Temple of Helus shall be limited and therefore foreign nations wishing to attend shall be limited to three per nation. The following reception however shall have no limit placed upon on it.

The King has also requested that the traditional military escort be made up of representatives from the Cultist community across the world. He therefore extends an invite to the following nation to send a Cultist worshipping military officer to be part of the escort should they wish.

Following a meeting with His Majesty King David of East Moreland the The International Refugee Support Agency is able to offer to arrange for the evacuation of refugees in the region of Midaranye at risk because of the Clysperis Civil War. With the IRSA acting as an intermediatory East Moreland are happy to offer an initial 10,000 places for refugees at camps in Vanora, Abuqiya or Safraen.

Should the offer be accepted the IRSA would require access to an air-field to conduct the evacuation and a staff from the IRSA would be needed to be on the ground to administer the neccessary paperwork and if neccessary issue an Uppsala Passport[1] allowing travel to East Moreland.

It is our hope that should the initial stage be successful that East Moreland can be persuaded to take in more individuals as well as other nations agreeing to participate. By moving a large number of people out of the region we hope to avoid casualties and additionally relieve pressure on in theatre camps.

Should the offer be accepted priority shall be given to unaccompanied children, the sick or injured, then to single women with multiple children, single women with a child and then to the elderly. Should the IRSA be able to offer any further support, aid or advice we would be happy to support.

Following news of the raiding, destruction and trading of artefacts in Clysperis to fund an armed uprising it is my belief that this organisation must take measures to do what is within its power to ensure this is halted as soon as possible. As such I have recently passed a law for my nation which effectively halts the practice of trading in artefacts from Clysperis and if needed other nations. This law is one that I hope can be further supported by joint action taken by CETO as such I hope that the organisation will support the following resolution.

Quote from: Historical Protection Resolution

Concerned that historical artefacts may become a currency for terrorist and other non-sovereign armed groups.

Worried that highly significant artefacts may be lost forever

Determined to ensure that nations maintain control over their own historical artefacts wherever possible

The Membership of the Cultural Exchange Treaty Organisation hereby agree to the following.

1. Should the organisation believe a conflict is being funded by the trade in historical artefacts they may name a nation as a "Listed Nation." following a majority vote by the organisations voting members.

2. From the date of a nation becoming a "Listed Nation" no individual may transfer ownership, export or import artefacts from that nation unless they can prove the artefacts meets the following criteria.

a) It was removed from the Listed nation prior to the nation being listed.
b) It's removal at the time complied with the listed nations domestic laws at the time of removal.

3. Any artefact being discovered in breech of this resolution is to be seized by the nation which discovers it.

4. Seized artefacts will be stored safely by the seizing nation. Nations may place the artefact on display and may carry out non-destructive studies on the artefact.

5. Listed Nations may apply to be removed from the list at any point 14 days from being place on the list.

6. Listed Nations will be removed from the list following a majority vote of voting members.

7. Listed Nations will be able to recover seized artefacts once removed from the list. Once an application to have seized artefacts returned is received the Board of Scholars will determine whether it is safe for the object to be returned. Once it is determined that the object is safe to return to its cultural origin it must be returned within 21 days.


It is my hope the membership of this organisation will review this idea and impliment it in its current form or amended as the expert panel of CETO think best.

GENERAL PROVISIONS

1. The nations signing this treaty agree to the formation and maintenance of the Mundus Atomic Energy Agency, (hereinafter referred to as "the Agency) based on acceptance of all parts of this treaty.

2. The Agency shall seek to accelerate and enlarge the contribution of atomic energy to peace, health and prosperity throughout the world. It shall not knowingly involve itself in any measure designed to use atomic energy for military purposes. For the purpose of this treaty "military purpose" shall be defined as any weapon that derives its destructive and/or lethal force from nuclear reactions or radioactive material. Including, but not limited to, fission, thermonuclear, and radiological weaponry

3. The Agency is authorised by its members to carry out the following duties.

i) Encourage and assist with research, development and practical application of, atomic energy for peaceful uses throughout the world.
ii) Act as an intermediary for the purposes of securing the performance of services or the supplying of materials, equipment, or facilities by one member of the Agency for another.
iii) To make provision to help less economically developed nations access the use of atomic energy for peaceful purposes
iv) To foster the sharing of technical and scientific data relating to Atomic Energy.
v)  To encourage the exchange and training of scientists and experts in the field of peaceful uses of atomic energy
vi) To put in place safeguards to ensure expertise, material, services or equipment provided by the Agency are not used for military purposes.
vii) To put in place safeguards to ensure the use of atomic energy is safely monitored.
viii) To acquire, establish and maintain any facilities deemed necessary for the fulfilment of  the Agencies role.

4. In order to fulfil its duites the Agency shall;

i) Act in a manner to promote peace and co-operation.
ii) Maintain a record of all known fissionable materials held by member nations.
iii) Establish teams of inspectors to ensure compliance with this treaty.
iv) Publish quarterly reports of its activities.
v) not make assistance to members subject to any political, economic, military, or other conditions incompatible with the provisions of this charter.
vi) at all times seek to respect the sovereignty of all nations.

5. Any nation willing to abide by all articles of this treaty shall be considered members and granted all the rights and responsibilities contained within it.

6. The Agency shall establish a General Conference which shall give each nation one seat which may be filled by a representative of their choosing. The General Conference shall be based at the Headquarters of the Agency which shall be in . Each member of the Conference shall have one vote. The General Conference may discuss any questions or any matters concerned in this Charter. Recommendations may be passed with a majority of voting nations. The approval of the General Conference must be gained before the Agency undertakes any tasks laid out in Article 3. The General Conference shall elect a President to act on behalf of the General Conference.

7. The President of the Agency shall represent the General Conference in discussions with nations and shall report back to the General Conference before any decisions are taken. The President shall serve for two years but may be re-elected

8. The General Conference shall elect a Chief of Staff who shall oversee the day to day tasks of the Agencies staff. The Chief of Staff shall serve for four years and may be re-elected. The staff shall include such qualified scientific and technical and other personnel as may be required to fulfill the objectives and functions of the Agency. The Agency shall be guided by the principle that its permanent staff shall be kept to a minimum. Staff shall not seek or receive instructions from any source external to the Agency.  They shall not disclose any industrial secret or other confidential information coming to their knowledge by reason of their official duties for the Agency.

9. EXCHANGE OF MATERIALS

a) Each member should make available such information as would, in the judgement of the member, be helpful to the Agency.
b) Each member must make available to the Agency all scientific information developed as a result of assistance extended by the Agency.
c) The Agency shall assemble and make available in an accessible form the information made available to it under paragraphs A and B of this article.

10. SUPPLY, STORAGE AND TRANSFER OF MATERIALS

a) Each member nations shall maintain a record of material capable of producing more than 25 RAD.
b) Each member nation shall be able to surrender to the agency such materials with 30 days notice.
c) The Agency shall maintain facilities to store such materials.
d) Members may only transfer materials to other member nations. Such a transfer must take place through the Agency. The Agency shall collect the materials and these shall be handed to the recieving nation no earlier than 14 days later.
e) The Agency may at 48 hours notice inspect any facility recorded as containing material capable of producing more than 25 RAD.
f) The Agency may at 24 hours notice inspect any facility recording as containing material capable of producing more than 100RAD.
g) The Agency may with no notice inspect any facility recorded as containing material capable of producing more than 200RAD.
h) Nations must ensure that their storage facilities are safeguarded against;

i)hazards of the weather,
ii)unauthorized removal or diversion,
iii)damage or destruction, including sabotage.
iv)forcible seizure.

I) Nations found to be in breach of e,f,g or h will no longer be permitted to receive materials from the Agency.
J) In storing its own materials the Agency shall ensure the geographical distribution of these materials in such a way as not to allow concentration of large amounts of such materials in any one country or region of the world.

11. RIGHTS AND RESPONSIBILITIES OF THE AGENCY

a)  The Agency may inspect any specialised equipment or facilities concerned with the production of nuclear electricty. This is to ensure it conforms to international safety standards and is being used for peaceful means.

b) The Agency may enforce any internationally recognised Health and Safety conventions.

c) The Agency may view any facilities operating records to assist in ensuring accountability of materials.

d) The Agency may view and observe procedures involving the by products and waste of nuclear facilities.

e) The Agency may dispatch to any member inspectors to visit any facility as outlined in this charter. Inspection teams must consist of at least ten members drawn from at least four nations. Inspectors may speak with anyone they deem suitably qualified or employed in areas utilising nuclear material.

f) The Agency may inspect any other facility or materials approved by the General Conference.

g) Any nation deemed by inspection teams as interfering in these processes will lose its right to be transferred nuclear materials or equipment.

12. AMENDMENTS, SUSPENSIONS AND WITHDRAWALS

a) The Treaty may be amended at any time by approval of two thirds of General Conference voting members.

b) Any nation deemed to be breaking this charter may be suspended with the approval of two thirds of General Conference voting members. Upon suspension the right to receive material is lost.

c) A suspended nation may at any point petition for its suspension to be lifted only if it has first presented evidence of full complience with this charter.

d) A nation may withdraw from this charter at any time having first given at least 60 days notice.

e) A nation may re-enter the Agency at any time by resigning the Charter.

The region has several NPC's. These are nations deemed by the RP Mod to be significant either to maintain cultural aspects such as the Christian religion, or have been historically significant. It is permitted to RP with these nations but they are not anywhere near as developed as an entity as user controlled nations. Before using a NPC please PM the RP Mod (Me), they are highly unlikely to say no unless it is something that significantly changes the nation or does not keep in with their pasts.

Allied States of Ardia A former mega-empire of the Middle Ages, as a major power its death knell came in the early 19th Century. At one time it controlled territory across the globe. Today it is a Parliamentary democracy.  Think of it as being a cross between the UK's political system crossed with Ancient Rome.

ZimaliaThe nation is rich in raw materials however a series of tribal wars, genocides and constant bickering between the different tribal groups has seen it fail to develop. In more recent times it was first home to an attempt to spread Communism in the 1950's and then a military coup by current President, Binyamin Elwes saw the nation became a dictatorship. Elwes today has sought to gain support across Mundus and is willing to exploit both his nations raw materials and Afolyan ethnic group for his own ends. Think of this being a corrupt African dictatorship.

Rodina At one time the then USR was a superpower attempting tp spread Communism across Mundus and having some success. They turned Kaitaine into a communist nation along with several other allies. They had a track record of use of biological and chemical weapons as well as exploiting humanitarian disasters such as that in Safraen. In the early 2010's however their leader Stalin died and the nation soon collapsed however disciples of Stalin in Kaitaine moved swiftly to prop up the Communist party there, effectively swapping roles in the USR/Kaitaine relationship. Think if it as being like a former USSR satellite state.

Safraen A once flourishing nation that was on the verge of becoming a player in the international community. It experienced an outbreak of Kajiu Virus (Think ebola crossed with Plague crossed with the end of days) which saw society begin to fall apart. A major aid operation by the CIS nations of East Moreland, Achkaerin and Dijel saw millions saved. At the same time for less altruistic reasons the USR also invaded. This saw for around 18months the nation split into two nations. Following a second outbreak of the virus the CIS, which now included Seaforth and Verover, crossed the border and removed the Communists from power. Today Safraen is still recovering economically and physically. Think of it as what a country like Portugal would be like if 3/4 of its population died.

Vanora One of the "Holy Lands" of Mundus. Vanora saw the birthplace of Judiasm and Christianity. It has been fought over for longer than probably any other place on Mundus and as a result has seen vast changes in its society making it a melting pot of Jewish, Christian and Islamic ideas. Think of it as a modern day Israel with no territorial disputes.

Aquitaine A small nation that was once independent but during medieval times was absorbed by its neighbour Marseille. The nation maintained some of its culture despite being taken over. In the mid 2010's Marseille was part of a major conflict following the despotic actions of their leader Duchess Alys. This civil war saw intervention from foreign troops including those from Achkaerin, Seaforth, Neuva Ardia, East Moreland, Dijel and Nya Aland. Critically it was the Alanders that supported and encouraged a popular uprising in the Marseille capital that saw the first President of Marseille put no obstacles in the way of a Rokkenjiman backed call for Aquitaine independence. Think of it as Catalonia but speaking French.

Abydos An ancient land with a rich history. It saw the birth of the pyramids and several centuries later the rise of Islam. As such the nation, which today is majority Muslim maintains many links to its past. Think of it as a modern Saudi Arabia crossed with Egypt.

Toshikawa A nation that is fiercly militaristic and traditionalist. Its society is based around Samauri culture and this has often seen it willingly pursue wars. In most recent times it was responsible for one of the largest genocides witnessed on Mundus when it attacked Neuva Ardia and killed millions. Today it is largely isolated by the international community. Think of it as what Japan would be like if it had maintained Samuari traditions.

Neuva Ardia The nation was formerly a province of the Ardian Empire however its geographical make up and strong cultural identity made it a problem for them. In the l;ate 1800's it began to breakaway and by 1935 was able to militarily ensure its freedom from its former overlord. It restored its monarchy however family infighting in 2015 saw a civil war break out which gave Toshikawa an excuse to intervene. During this a genocide was carried out by the invaders. Think of it as a kind of Inca/Mexico monarchy.

Marseilles Formerly a large Duchy that during medieval times absorbed its neighbour Aquitaine. The nation began devoted to the faith of Materna, which was utilised in the mid 2010's by Duchess Alys as a way of seizing an element of dictatorship over the people. This saw her come into clashes with continental and then global critics which resulted in a CTO backed invasion of the nation. Aided significantly by Alander special forces a popular uprising saw her kicked out of power and the leader of Real Marseilles, Jean Philipe Cantona became President and oversaw the switch by the nation to become a democracy. He also allowed the Duchy of Aquitaine to become an independent nation. Think of it as a newly emerging France.

To our fellow OPEN members

In the past few days you will have seen that our nation has levied charges against Paracambi and The Commonwealth of the Unified Iwi over damages caused by allegations of us releasing the Bubonic Plague last year. This sees the Iwi left with a debt of $150million while Paracambi has a debt of $250million. In order to recoup this debt we recently seized a gas tanker and had payment not been received would have taken it as payment in goods. That tanker has however been attacked, the second attack on our nations industrial infastructure within the last year. I believe Royal Seleucid has so far shown incredible restraint in not retaliating to the full extent of our militaries capabilities. We have also seen nations send naval assets to sit near our coast as a result despite our nation not violating another nations sovereign territory.

With this is in mind I would like to ask the membership of OPEN to refuse sales of oil and gas to the Commonwealth of the Unified Iwi until such a time as they have cleared their debt, paid for the repairs needed thanks to these attacks and paid compensation for the deaths caused in my nation. It is my hope that by bringing non-military action to bare on the Maori I can avoid further bloodshed. I therefore hope you will support me in that endeavour.

Until 1st November 2019 KHELP shall only accept applications from companies based in Midaranye . Following that any remaining berths may be applied for by any company across Mundus. To be able to apply for a berth a company must meet the following criteria.

1. The company must have been founded in the last five years.
2. The company must be engaged in activities deemed safe for operation aboard KHELP.
3. Currently employ less than 200 people.
4. Have sufficient funds to cover at least six months stay on KHELP.

What does locating on KHELP cost?

KHELP does not charge a fee for each company rather for each individual. Standard monthly rent is $1500 per person and this includes the following;

*En-Suite cabin (Based on two sharing)
*High Speed Internet
*Laundry
*Use of shared self-catering kitchen (Shared between 10)
*Free use of water-taxi's to Ipsus (for those with permission to enter Royal Seleucid)
*Access to a secure office cubicle.
*Access to shared research facilities.

Additionally companies may request access to individual specialised facilities for an additional monthly fee. For example access to a private medical research room will be $600 a month.

There is also an oppurtunity for companies to reduce their fees even more. Any company may enter negotiations to reduce their fees by offering KHELP a share in the companies equity. KHELP shall enter negotiations with the company to hopefully reach a mutually satisfactory level based on amount of facilities needed, length of stay on KHELP and business projections.

What about the money we make?

KHELP has its own bank, KHELP Financials. It is underwritten by the Royal Seleucid government however as KHELP is based in international waters it is subject to its own regulations regarding taxes. Only businesses based on KHELP may hold accounts with KHELP Financials and no fees or taxes will be levied on money deposited there. Funds transferred from KHELP Financials will be subject to laws governing this in the nation where the money is transferred to. Royal Seleucid have agreed that no fees or taxes shall be charged on funds transfered to mainland banks.

What happens when our business expands?

KHELP hopes that your business will grow rapidly as a result of your relationship with us. We hope to grow with you. There are plans to expand KHELP into a hub of several vessels that will offer not just business opportunities but an ever expanded recreational opportunity. We also hope to see KHELP's established in other locations across Mundus giving access to other markets globally.
