Quill's Palace in Lanton, 2015, formerly the home of the first Chief Councilor (Jeffery Quill), which was repurposed into the Concordian building of legislature.
The Concordian Confederation is officially a republic, in which the Chief Councilor (who is a leader of the largest party within the Commons' Council) is the head of government and state. The parliament of Concordia is tricameral, the Commons' Council, the lower house, the Diet, the upper house, and the Union Congress, the trade house. There are 791 seats in total within the parliament, 395 of which are within the Commons' Council, 197 in the Diet, and 199 in the Union Congress. The system has been in use since the Concordat (Concordia's constitution) had been ratified by all states in 1XXX.
Commons' Council
The Lower House of the Parliament, the Commons' Council comprises of 395 seats. The seats are determined by 395 constituencies, which are drawn out by a nearly equal population of 100,000 per district. 198 seats are required for a party to be able to achieve a majority within the parliament every confederal election, which then their elected leader will be crowned as the Chief Councilor. The Council's function is to keep the Chief's power in check and to draft legislation as to be voted for confidence.
