Eyrifjorduric Federation | Eyrifjordurbaer Ríkjabandalag

Motto:- "It is never dark enough"
National Anthem:- "Lag af hugrakkur"

BACKGROUND

The history of Eyrifjordur, as the country is also known, began with the settlement by explorers from Albion and Alba Karinya, in the 13th century. Eyrifjordur was still uninhabited, unlike most of Coft Aranye. The country obtained independence in 1818. After the constitutional convention of 1843, a monarchy was established and the country was renamed as the Northern Kingdom. Ulrik Vandenburg, also known as Ulrik I the Wise, became King the next year and the Vandenburg Dinasty was established, and the country expanded to southern lands. After being invaded and occupied for a few years in late 19th century, Eyrifjordur regained independence in 1901, under a second dinasty. After the 1904 political crisis, the country was split and the Republic of Narthaur (originally the United States of Narthaur) was established. In 1911, King Konrad III abdicated, and the Northern Kingdom would be abolished in 1914. The Eyrifjorduric Federation would be established in 1918, unifying the Republic of Narthaur with the former territories of the Northern Kingdom, following the approval of the Constitution of Eyrifjordur in early 1918.

Since then, the Eyrifjorduric Federation has remained as a confederation of several territories, of which Narthaur (where is located the capital city of the federation) remains the largest and most populated one. The federal government is mostly on charge of trade, defense, and foreign policy, as every territory retains their own constitution, parliament, and regional government.

Political system of the Eyrifjorduric Federation

The Eyrifjorduric Federation is a parliamentary federal republic. The federal legislative power is vested in the two chambers of the Federal Council: the National Assembly and the Senate. The Eyrifjorduric Council holds the executive power and is composed of eight power-sharing Ministers elected by the Federal Council. The judicial branch is headed by the Eyrifjorduric Supreme Court, whose judges are elected by the Senate.

The competences of the Eyrifjorduric Federation (federal government) are limited to trade policy, national defense, and foreign policy. Regional and local politics vary in the different member states and federal subjects, which may have different political systems.

The Eyrifjorduric Council

The Eyrifjorduric Council is the eight-member executive council which constitutes the federal government of the Eyrifjorduric Federation and serves as the collective head of government of Eyrifjordur.

While the entire council is responsible for leading the federal administration of the federation, each Minister heads one of the seven federal executive departments. The position of President of the Eyrifjorduric Council is usually held by the eldest and most senior member of the federal government. The constitution establishes that there shall be at least one minister per member state or federal subject (excluding the Protectorate of Tsevdarsvaedy. The federal government is often a coalition of the main political parties, each party having a number of ministers that roughly reflects its share of electorate and representation in the federal parliament.

The constitution establishes that any elected official (from either chamber of the federal parliament, or from any national, regional or local parliament of any of the member states of the federation) is eligible to be a member of the Eyrifjorduric Council. Each Federal Miniser heads a federal government department, although they are not only responsible for their own department, but also for the conduct of the federal government as a whole.

The President of the Eyrifjorduric Council

The President of the Eyrifjorduric Council (sometimes unofficially known as President of the Eyrifjorduric Federation as well) has almost no powers over and above his or her six colleagues, but undertakes representative functions normally performed by a head of state or prime minister. It is a rather ceremonial position, which is often granted to the eldest or most senior member of the Eyrifjorduric Council.

The President of the Eyrifjorduric Council is the highest-ranking Eyrifjorduric official. In urgent situations where a Council decision cannot be made in time, he is empowered to act on behalf of the whole federal government. Apart from that, though, he is a primus inter pares, having no power above and beyond the other seven Ministers. Besides his role as president of the council, he also heads a ministry or department, as the rest of his colleagues.

The President of the Eyrifjorduric Council, however, is not officially the head of state, as this function is carried out by the Council in its entirety. However, very often, the President acts and is recognized as head of state while conducting official visits abroad, although very often visits abroad are carried out by the Minister who is head of the Ministry of Foreign Affairs.

The Federal Council

The Eyrifjorduric Federation has a bicameral parliament called the Federal Council, which is composed by:
  • the National Assembly: 133 seats, also known as the Lower House.
  • the Senate: 17 seats, also known as the Upper House.
The Federal Council convenes to elect the members of the Eyrifjorduric Council. Members of both houses serve for 5 years and only serve as members of parliament part-time.

Political parties

In contrast with the political party systems of many nations, Eyrifjorduric political parties at the federal level are often only loosely connected with parties at the regional level. One exception is the National Democratic Party, which is organizationally integrated with most of its provincial counterparts in a highly centralized organization.

Administrative divisions of the Eyrifjorduric Federation

Federal city of Tavík
  • Capital: Tavík
  • Population: 7,097,788
  • Region: Central Eyrifjordur

Tavík is the capital city of the Eyrifjorduric Federation, and one of the two federal cities of the federation. At the centre of the city is the Fornár Palace, which houses the Eyrifjorduric Council as well as federal governmental facilities. Both the National Assembly and the Senate are also located in Tavík. The federal city of Tavík, like any national capital, is also the host of all the foreign embassies and diplomats representing their countries in Eyrifjordur.

Tavík is also the second most populated city in the Eyrifjorduric Federation, only after Stykkaeyjar, with more than six million people. Tavík was formerly the capital city of the Republic of Narthaur, but it became independent and its own federal subject following the constitutional reform of 1964. The basic law of the city is the State Law of Tavík that was adopted in 1965.

The Mayor of Tavík is the leading official, leading the Government of Tavík, which is the highest organ of the executive power. The Assembly of Tavík is the legislative body of the federal city.

The Federal City of Tavík elects nine representatives to the National Assembly (federal parliament) and two Senators.

Republic of Narthaur
  • Capital: Stykkaeyjar
  • Population: 46,920,219
  • Region: Central Eyrifjordur

The Republic of Narthaur is the largest and most populated member state of the Eyrifjorduric Federation. The Republic of Narthaur has a huge influence in the Eyrifjorduric Federation, as it is the main contributor to the federal budget, and it has a population of almost 47 million - therefore nearby half of the total population of the Eyrifjorduric Federation.

The Republic of Narthaur is an unitary republic based on a presidential system according to the 1918 constitution. The Republic of Narthaur was established in 1918 Constitution. The constitution established two levels of government: the national government, and the provincial councils.

The Republic of Narthaur has a bicameral parliament, formed by the Congress and the Althing. The Congress is elected by an electoral system that include single-constituencies and proportional representation, electing up to 350 deputies. The Althing, on the other hand, is formed by 101 members that are elected indirectly by the local representatives.

The President is both the head of state and government of the Republic of Narthaur. He appoints the Cabinet and other officers, and nominate the members of the Supreme Court. The President is responsible for executing and enforcing the law, and he has the power to veto laws passed by the parliament. The President of the Republic of Narthaur is unofficially considered the highest-ranking office in the Eyrifjorduric Federation only after the members of the Eyrifjorduric Council (the federal government).

The Republic of Narthaur elects 60 members to the National Assembly and three Senators. While it retains a high influence in the Lower House -with 60 of 133 deputies, therefore nearby 40% of the National Assembly representatives- it is clearly outnumbered in the Senate or Upper House, the latter causing some resentment in Narthaur from time to time.

Stykkaeyjar, the capital city of the Republic of Narthaur, is the largest city in the Eyrifjorduric Federation. About seven of the ten most populated cities of the federation are in the Republic of Narthaur.

State of Höfnárblár
  • Capital: Höfnárjavík
  • Population: 18,454,297
  • Region: Eastern Eyrifjordur

The State of Höfnárblár is the second most populated member state of the Eyrifjorduric Federation. It elects 28 representatives to the federal National Assembly, and three Senators.

The State of Höfnárblár is one of the founding members of the Eyrifjorduric Federation. It is a parliamentary, representative democratic republic.

The president of the State of Höfnárblár is the head state and he is elected by the unicameral parliament, and he has a limited and mostly ceremonial powers. The Prime Minister is the head of government, and he heads the executive. The current Prime Minister is Ingvar Brynjarsson, from the National Democratic Party, elected in 2015.

The State of Höfnárblár also host the federal Senate and the Supreme Court of the Eyrifjorduric Federation.

Grand-Duchy of Vestland
  • Capital: Vestfellbaer
  • Population: 14,569,182
  • Region: Northwestern Eyrifjordur
The Grand-Duchy of Vestland is a parliamentary democracy headed by a constitutional monarch. Under the constitution of 1922, executive power is exercised by the Grand-Duke and the cabinet, which consists of the First Minister and several other ministers. The Gran-Duke has the power to dissolve the legislature, in which case new elections must be held within three months. Legislative power is vested in the Chamber of Deputies, an unicameral legislature of 101 members, who are directly elected to a four-year term. A second body, the Royal Council, composed by thirty-three citizens appointed by the Grand-Duke, advises the Chamber of Deputies in the drafting of legislation.

Since the abolition of the Principality of Konunglár, in 1964, the Grand-Duchy of Vestland is the only monarchist member state of the Eyrifjorduric Federation. The current Grand-Duke is Agnar Hallbjörn-Snorrisson, from the House of Snorri, known as Agnar III. The Grand-Duchy of Vestland elects 21 members to the National Assembly and three senators.

State of Nýttgrund
  • Capital: Eskárkrókur
  • Population: 5,827,673
  • Region: Eastern Eyrifjordur
The State of Nỳttgrund, established in 1964, is another member state of the Eyrifjorduric Federation. It has a population of 5,827,673, electing 10 representatives to the federal National Assembly, and three senators.

The State of Nýttgrund is well-known for being the only member state of the Eyrifjorduric Federation with an official religion: the Hrothgard Church. However, religious freedom is protected by the 1968 Constitution, basic law of the State of Nýttgrund.

The State of Nỳttgrund is a parliamentary republic. The head of state of the State of Nýttgrund is the Archbishop of Eyrifjordur, who is also the official head of the Hrothgard Church. While he officially nominates and appoints the Prime Minister, the head of state has a rather ceremonial role. However, depending on the personalities and relationships of the Archbishop and the ministers, he might have influence beyond the power grandted by the 1968 Constitution.

The head of government of the State of Nýttgrund is the Prime Minister, who heads the Council of Minister. The Prime Minister is elected by the Nýrland Assembly, the unicameral parliament of the State of Nýttgrund.

Hrothgard Church

The Hrothgard Church is the once official and largest religion in the Eyrifjorduric Federation. The Hrothgard Church is headed by the Archbishop of Eyrifjordur and it is organised into twenty-two dioceses. The current Archbishop of Eyrifjordur is Kristján Vihjálmursson. The Hrothgard Church is the official religion in the State of Nýttgrund, one of the member states of the Eyrifjorduric Federation.

History

The Hrothgard Church was established in 1868 during the reign of Erik II the Saint, third king of the Northern Kingdom.

The Hrothgard Church is based on theological ideas of theologian Hans Tryggvisson (1768-1849) and his supporters known as the Pious Reformers. A Catholic monk until 1799, Hans called for a theological and political reform of the Catholic religion. He became politically active during Eyrifjordur independence in 1818, serving as Minister of Public Education from 1824 to 1832. He was Dean of Vogardur University -the oldest university of the country- between 1834 and 1837, but his writings often clashed with the Catholic local authorities. A supporter of the monarchist system, he was protected by Erik I the Wise, who became King of the Northern Kingdom in 1844.

In 1856, a small group of Hans Tryggvisson's disciples published "The Proposals of Divine Reform", a theological statement signed by 21 Christian theologians. The proposal asserted and supported Hans Tryggvisson's view that "all humans are born morally and spiritually depraved, and helpless to do anything good or worthy...without a special infusion of God's grace to overcome the effects of original sins", and called for a reform of the Catholic Church. The publication of "The Divine Reform" caused a huge controversy in Vestfellbaer, and it was condemned by the bishop of the city.

Two years later, Erik III was crowned as King. He started several political and administrative reform, and soon he was interested in religious affairs as well. Concerned about the power of the Catholic Church and its ministers in the country, as they controlled most of the universities and schools, he called an unofficial synod to discuss theological and educational affairs. Supported by reformist theologians, King Erik III established an "Ecclesiastical Assembly", a government committee of clergymen headed by a lay appointee of the monarch. During the next years, Erik III passed several laws which forced to reform the Christian churches. As a result, the government of the church came under control of the Synod Assembly, which was composed both of bishops and lay bureaucrats appointed by the government.

King Erik III faced condemnation and was threatened with excommunication. Notwithstanding, his reforms were successful and the Hrothgard Church was officially established in 1868, and declared the only state religion. He also ordered the expulsion of all bishops and Catholic clergymen who opposed his reforms. King Erik IIi died in 1879. Two years later, he was proclaimed the First Saint of the Hroghgard Church. Hans Tryggvisson was also proclaimed Saint in 1889.

During the 1904 liberal revolution, the United States of Narthaur -later renamed as Republic of Narthaur- was proclaimed, established as a secular state. The Hrothhard Church remained the official religion of the Northern Kingdom until the kingdom was abolished ten years later. When the Eyrifjordur Federation was established in 1918, the Hrothard Church remained the state religion of the Principality of Konunglár -one of the member states of the federation, and following the 1964 constitutional reform, the state religion of the State of Nýttgrund. The 1968 Constitution of Nýttgrund also recognizes the Archbishop of Eyrifjordur as the head of state.

The current head of the Hrothgard Church is Archbishop Kristján Vihjálmursson, who was elected in 2008.

Organization and structure

The Archbishop of Eyrifjordur is the head of the Hrothgard Church. The Archbishop of Eyrifjordur is based in Eskárkrókur, the capital city of the State of Nýttgrund. The Archbishop summons annually all the pastors and theologians of the church to the Ecumenical Synod, to discuss the affairs of the church and society. The Ecumenical Synod has a say in all matters of theology and liturgy to be decided by the Archbishop and the Church Assembly.

The highest executive authority of the Hrothgard Church is the Synod Council, formed by eight clergy and two lay-persons elected by Church Assembly (Kirkjuding), and presided over by the Archbishop of Eyrifjordur. The Archbishop's office in Eskárkrókur also serves as the office of the Kirkjuding. Besides dealing with financial matters and personell, it also has departments of education and ecumenical affairs, church and society and communication. The church's publishing house and official newspaper are also situated in the Archbishop's Palace.

Since the Ecumenical Council of Midverslund in 1970, the annual Church Assembly is the legislative body of the Hrothgard Church, making most church law previously enacted by the Konunglár's Assembly. The Church Assembly or Kirkjuding is formed by 50 elected representatives, 38 ordained and 12 lay-people, and a lay Chairman appointed directly by the Archbishop of Eyrifjordur.

The Hrothgard Church owns seven universities and colleges (four of them located in the State of Nýttgrund), private schools, hospitals and other institution. While most believers of the Hrothgard Church are found in the Eyrifjorduric Federation, the Hrothgard Church also has priests serving Hrothgard congregations abroad.

The Theological Faculty of the University of Eskárkrókur, founded in 1924, educates the clergy for the Hrothgard Church. Since the Church's reforms in the 1970s, many theologians go abroad to further studies in seminaries and universities across Mundus. The Hrothgard Church is far from being isolated and is open to all contemporary influences and theological trends.

The Hrothgard Church is estimated to have more than 36,260,000 believers, most of them in the Eyrifjorduric Federation.
