In typical Izhitsan fashion, the letter arrived with enough stamps to make a philatelist swoon. Izhitsa's postmen charge a high but fair price, considering the dangers of traversing Izhitsa and the amount of foreign currency required to get a letter mailed internationally. And for a letter like this, you're willing to pay anything.

Formal Invitation to Izhitsan Aid Conference

To whom it may concern,

Izhitsa welcomes the many offers of aid it has received from, among others, Achkaerin, Fleur, and Clysperis. So that some order may be maintained in the disbursement of such aid in Izhitsa's carefully-balanced situation, we now invite delegates from countries willing to aid us in our plight to participate in a conference to organise this aid. Delegates will arrive at Hrada Airport and will be given police escort to the New Generation Tower, which will provide accommodation and meeting place for the duration of the conference. Live translators are available for speakers of Fleuroix, English, Latin, and Parthian.
The Provisional Government of Izhitsa is genuinely trying to leave a lasting, positive legacy on Izhitsa, and hopes that with your help, we can bring Izhitsa safely into a new era.

The Kingdom of Clysperis has received your invitation and shall be in attendance to assist Izhitsa through these times of turmoil. Any time a nation is sat upon such a precipice there is an opportunity for the Orient to swoop down, bringing promises of aid and assistance, only to impose upon such measures concessions and conditions. It is my hopes that we may avoid that in this present situation and may ensure that the true matter of concern, the only one which should be considered at this time, is a path which sees Izhitsa restored to her feet and the needs of her People taken care of above any other concerns.

Two men sat at an amphitheater in front of the exceedingly misnamed New Generation Tower. Built in 1972, it was originally the headquarters of Bartosh-Zenit, a now-defunct mining company that, at the time, accounted for nearly 7% of Izhitsa’s foreign trade by itself. In a speech by Roman Bartosh, the building was dedicated to “the bright people of the rising generation and the future of Izhitsa.” The effect of the speech—and Mr. Bartosh’s suit—was somewhat dampened when a bright person of the rising generation shouted obscenities and threw a half-empty bottle of vodka at the podium.
Bartolomey looked down at his watch. “They should be arriving about… now!”
They sat, staring out at the road, listening to the wind.
Dushan looked down the road. “I don’t see the motorcade. Maybe they got delayed.”
The road leading to the New Generation Tower had been cleared in anticipation of the delegates to ensure that everything went perfectly. The rooms had been prepared days in advance. A separate car had been prepared for each delegate. The local government had even gone to the trouble of painting over some of the more shocking graffiti. But now there was just this one hitch.
“It’s probably nothing,” said Dushan. “No one’s called us on the radio.”
Bartolomey frowned. “That could just mean that something’s gone very wrong.”
“Wait, I hear something.”

Coming up the road was a fleet of Poutniks, courtesy of the Izhitska Ednota Partisan Brigade, surrounded on all sides by a brigade of Hrabohrada police cars. Dushan brushed some dust off his trousers as the pair rushed to the street to meet the motorcade. The driver of the first car stepped out of his Skala. “Sorry for the delay, Mr. Hatsek,” she said. “A couple of the translators got into an argument. It’s under control now. Sir.”
“Never you mind,” said Bartolomey. “You’re here now.” He straightened himself as he and Dushan waited to greet the first of the delegates as they stepped out of their Poutniks.

"Don't look so crestfallen, Director," said Bartolomey in heavily-accented Fleuroix. He hadn't had much opportunity to speak it in nearly a decade and it was taking some getting used to. "It's much better on the inside. I trust you've been introduced to your translator? Or will you be relying on l’Ambassadrice instead? Ah, no matter. We'll have time to make the necessary arrangements later. For now, follow the porters inside." He nudged Dushan.
"Oh! And welcome to Izhitsa!" said Dushan, sounding out each syllable.
"Now," said Bartolomey, "who is the next group?"

Pharaoh Akasha and Vizier Apherumes would arrive after the delegation from Fleur. "Detestable that I should be forced to breathe the same air as those who called upon our Kingdom to negotiate with terrorists," Akasha said to Apherumes in Old Clysperi. While common Clysperi spoke the later dialects of the Clysperi language Old Clysperi remained alive within the halls of Khemnen Palace, allowing for conversation to take place without fear of outsiders eavesdropping. "I would suggest you ignore them and focus on the purpose of this gathering. After all, allowing for them to distract things would only be a disservice to Clysperi efforts here. They're far from their shores, we hold the advantage," Apherumes replied.

"Ah, hello, Pharaoh," said Bartolomey in English. "And this must be the Vizier! A pleasure to meet your acquaintance. I'm afraid I never took the time to learn your language, but I understand that both of you are used to conducting foreign business in English. My name is Bartolomey Hatsek. I represent the Yachese portion of the provisional government in foreign circles. Actually, you may have heard my name mentioned by your diplomats in, er, happier times. And this is---"
Dushan piped up. "Hello to Izhitsa," he said in broken Clysperi, "we will be is happy for you to come. I am Dushan Ondrevich, outer country speaker of Izhitska Ednota."
Bartolomey whispered into Dushan's ear. "Where the hell did you manage to learn Clysperi?"
"It was an elective at the university," he replied. "The TA was quite a looke---"
"And do you speak it well?"
"Well, like I said, the TA was quite a looker and---"
"Then try not to have a repeat of the Dragovah incident."
"Like I said, esteemed guests," said Dushan in dejected English, "I'm Dushan Ondrevich. Welcome to Izhitsa. Follow the porters to your lodgings. You'll receive a message when the meeting is beginning." As the Clysperi delegates passed, he looked up at the next pair of visitors.

"Thank you for this warm welcome," Akasha replied in English, as Apherumes nodded. "The benefits of a university education in the First Empire have certainly paid off; if you wished to conduct our business in Latin, Parthian or, for whatever forsaken reason, Rokkenjiman I could oblige you as well," she chuckled. Dushan's Clysperi brought a smile to Akasha, who turned to Apherumes. "I find the odd word of Middle interspersed with Late Clysperi to be charming. An effort worthy of appreciation," she said in Old Clysperi.

"Thank you for speaking to me in my tongue," Akasha turned back to Dushan, "If I should visit you again, I shall endeavour to return the gesture in Izhitsan. Let us look forward to a productive meeting," she said before following the porters.

If there was one thing that was just about guaranteed it was that when it was storm season's advent in Achkaerin that travel became a bit of an interesting game, representing  Achkaerin at this meeting were first Hannelina Porter, the Foreign Aid Minister and then Richard Chambers the Minister of Foreign Affairs, rounding out the delegation was perhaps a more unexpected figure in the youngster Michelle Walker, she'd been brought along because she knew her languages. Both Richard and Hannelina were no stranger to this sort of meeting, they'd sat in enough meetings and been involved in enough humanitarian aid efforts.

"So Fleur and Clysperis." Richard said "One from the neighbourhood and one not."
"Oh the fun." Hannelina said "How long before it wanders off the topic?"
"Five minutes or less probably." Richard said

"Hang on, there's only supposed to be two of them," whispered Bartolomey. "Who's the third?" He reached for his radio. "Security—"
"Mr. Hatsek, wait," said Dushan. "I think I recognise her. Is that— I think I saw her in the news a few months ago. An interview about some big archaeological find."
"You want to bet that that's not a terrorist, or worse, based on some hazy recollection of a news article?"
"Just call the drivers first. See what's going on."
"Fine," said Bartolomey. He held up his radio. "Drivers, did you pick up an extra Achkaerinese without telling us?"
A timid response scratched its way out of the radio. "Eh, sorry sir. Forgot to tell you. They told us she was a language expert of some kind."
"The ministers don't seem to be worried at all," said Dushan. "I think she's fine."
"I better not regret this," said Bartolomey as the delegates approached. "Hello ministers!" he said, switching to English. "I trust the trip wasn't too much trouble. I don't think I met you last I was in your country. My name is Bartolomey Hatsek, foreign minister from the Yach Governate, and my counterpart here..."
"Dushan Ondrevich," said Dushan. "Foreign minister from Izhitska Ednota. Oh, and who is our third visitor?" He waited for Michelle Walker to introduce herself. "Well, you weren't on the list we were sent, but we should be able to make room. Isn't that right, Mr. Hatsek?"
"Yes," said Bartolomey with a scowl. "Just follow the porters inside and we'll make the necessary arrangements."

A porter led each of the groups of delegates to their rooms. The rooms were surprisingly spacious and well-kept, considering the condition of the tower's exterior. The windows provided some of the best views of Hrabohrada around, a fact which the porters were eager to demonstrate. Each one had been coached to give the same speech after the delegates had settled into their rooms, which was then interpreted by each delegate’s chosen translator.
“Welcome to the New Generation Tower,” they said. “We hope you enjoy your stay. The tap water is drinkable, but because you might not be used to the taste, distilled water is available in the lobby. Dining is available in the hotel’s revolving restaurant. Just take the elevator to the 31st floor. At 3:00, one of us will arrive at your room to take you to the meeting room on the other side of the tower, which gives you a few hours to settle in, have a meal, and prepare for the meeting.  If you need anything, you can call the front desk by just dialing zero.”
At this, the porters left the delegates to their own devices.



OOC: If you want, this is a time for your delegates to explore the building, or interact with each other, before the meeting begins proper. Each of them has a separate room, so they might want to meet up somewhere before the meeting. Their translators are available as well, and can act as guides to the building and to Izhitsa in general.

I plan to start the meeting on Friday, August 21st, at around 11 PM GMT.

3:00 arrived, and the delegates were brought one by one to a meeting room on the other side of the tower. It was clear that some effort had been made in  preparing the room to meet the delegates' standards. They'd even brought in a video projector to replace the old overhead projector that had lasted the building through three owners and a war.


The Izhitsans were already seated at the front. On the right side of the room sat Matvey Karamovo and Dushan Ondrevich, and on the left were Antek Dzhavid and Bartolomey Hatsek. The translators fitted the delegates with earpieces before standing behind them and putting on their own. One of Karamovo's assistants, smartly dressed, sat behind a computer which looked like a direct import from 1998.
Dzhavid cleared his throat as a slide depicting a map of Izhitsa appeared on the screen. "Honored guests," he said, "You know why you're here. Izhitsa is unable to feed itself, and as members of both the local community—" he gestured to the Achkaerinese and Clysperi— "and the republican community—" he gestured to the Fleuroix and Tytorians— "you have admirably answered our call for help."
Karamovo coughed. "But," said the Chairman, "you'll need our help to organise your efforts to truly help our people. Next slide, please, Gabriela, thank you." The screen now showed the agenda for the meeting. "First, we'll be explaining the lay of the land and the needs of the people. Then, we'll be discussing what resources you have to spare, before coming to an agreement about the distribution of those resources." He paused for nods and murmurs of agreement.
"Let us begin with the Ved Region," he said. The screen changed to a map of the region.


Karamovo frowned. "Gabriela, wasn't the map supposed to have roads on it?" His assistant shrugged. "Hm. Well, that's okay. First, you'll notice that this is the only region that is split between the administrative zones. This is because the region presents a significant governance problem that can't be overcome by just one alone. As the center of the rebellion, it not only requires significant policing, but also is littered with the discarded mines and munitions of the nationalist cowards."

Dzhavid spoke up. "You'll notice that most of the major cities are on the Izhitska Ednota side, while the more rural areas are under Yachese control. This was done to make use of the communists' labor connections and my own military's mobility advantages." At the phrase 'my own military', Hatsek's face involuntarily twitched into a scowl before quickly returning to its normal, more placid expression. "Ved's most defining feature is its extensive forests, which can be found anywhere there isn't cultivation, and which have been littered with landmines since 2018. Our most pressing food supply issues here are in Fara and Hrada, which each each have about 300000 inhabitants each."

The slide changed to a different region of Izhitsa.


"This is Kher," said Karamovo. "The land is fairly hilly before it joins the Shtan plateau. The area south of Kherhorod has always lived on food imports from Kherhorod. That reliance put about 3 million people at risk of starvation in mining towns across the mountainside once food prices started rising. With our rationing, we've been able to reduce that to about 700000."

Karamovo signaled for his assistant to change the slide.


"This is Dzelo," said Dzhavid, taking a sip of water. "In a way, Dzelo is the reason you're all here today, because it was Izhitsa's traditional breadbasket. The nationalists decided, during their retreat, to burn and loot the countryside while riddling the area with landmines. As a result of this, the area is in almost complete ruin."
Karamovo coughed into his fist. "Not to mention a certain accident caused by someone's military in Trkh."
Ondrevich tapped him on the shoulder. "Chairman, perhaps now is not the time—"
A fire lit in Dzhavid's eyes. "Chairman, there is no proof that the fire was caused by our airstri—"
"No proof?" said Karamovo. "None but the eyes of dozens of young partisans who—"
"Gentlemen, please." Hatsek stood up and whispered something into their ears. The flush left the Chairman's face and the fire evaporated from the High Lord's eyes as they continued their presentation. "As I was saying," said Dzhavid, "Dzelo represents our strongest challenge. About five million Dzels survive on government benefits alone. In addition, the mines need to be cleared before the area can be cultivated and we can turn Izhitsa into a self-sustaining country again."

Karamovo's assistant moved on to the next slide.


"This is Shta," said Karamovo. "The first thing you'll notice is that there's quite a lot of it. However, only around 7 million people live there, mostly in self-sufficient mining communities. Part of our effort in Izhitska Ednota has been to settle people in more such communities across the area to relieve pressure on our food system. The land is mostly mountainous, but we've had a lot of success with small terrace farms and herding across the region. A few of the towns there, mainly Khorska Pevnot and Dozortse, relied mainly on tourism and food imports. However, they are well-covered by our rationing program."

Dzhavid cleared his throat as the slide changed again.


"This is Yach," he said. "Don't let your eyes deceive you. It's very much as large as it seems." There was an awkward pause as he waited for a chuckle which never came. "Anyway, while we have about 17 million citizens, we're generally able to keep them fed reasonably well. Our main concern is the refugee camps that have grown around our cities, primarily displaced people from Dzelo. Our current estimates show about 2 million people living in camps from Tilhuitnah to Assif Ushaa, with poor sanitation, low access to food, and high rate of disease. We've been trying to help them as best we can, but there just isn't enough to go around at the moment."

Ondrevich cleared his throat. "Before we continue, are there any questions on the state of Izhitsa for the Chairman or the High Lord?"

Sir Gregory Major half raised a hand as he considered briefly how best to phrase his question.  "You said that Dzelo was Izhitsa's breadbasket," he began after a moment, "I have two questions in that regard.  First, what sorts of crops are Dzel farms generally expected to produce?  I want to get a sense of precisely what portions of the traditional Izhitsan diet are running short at the moment.  Second, and more to the point, could you give us an estimate on approximately what percentage of Izhitsa's domestic food supply has been affected by the war and it's aftermath, especially in Dzelo?  I realize you've addressed this point already with your estimates of the number of people facing increased hunger, but I feel that it may help those of us assembled here to more fully appreciate the gravity of this crisis which we intend to rectify."

Dzhavid took the first question as Karamovo consulted some papers in front of him. "Dzelo supplies, er, supplied Izhitsa with most of its wheat and cabbage, as well as about 25% of its onions and carrots. The wheat and cabbage shortage in particular has been rather devastating to the Izhitsan diet. The wheat shortage has also placed considerable pressure on Izhitsa's barley markets, leading to a shortage of animal feed, and therefore, meat."

"As for your other question," said Karamovo, "I would say that Izhitsan domestic food production has dropped by about 40% because of the war. Food imports have been able to make up for about half of that, but they are rather expensive and I'm sure many Izhitsans would like to spend their money on something else."

The rapid note taking and swapping between Richard and Hannelina as the pair assessed the situation that had been presented to them.

"Following on from Sir Gregory's points." Richard said "I'd like to ask about what the impact assessment is of the current situation on the population of Izhitsa in particular children, I'd also like to ask about these landmines we've heard about here do you have an approximate number of those devices and what can you actually tell us about them other than their location?"

Karamovo whispered something to Dzhavid, who nodded. "Generally," said Dzhavid, "Most people are getting food, but not enough food. Every day, you see a story of people going blind, suffering birth defects, and even dying from nutrient deficiencies. It's worst for children who lost parents in the war. Proper medical treatment for deficiency diseases is hard to get because doctors have been leaving Izhitsa for better lives elsewhere.

"As for the mines," said Karamovo, "the Izhitska Ednota Partisan Brigade has been leading the minesweeping efforts across the country. We've been able to clear out minefields near most of Izhitsa's roads, so people can generally move around safely, but for a long time, hundreds of civilians were being killed by them every day. People are still afraid to travel though, and for good reason. If you travel too far outside of a safe zone, especially in Dzelo, there's a good chance you'll lose a leg."

Karamovo took out a couple sheets of paper from his dossier. "Frankly, we don't know how many mines there are. Most of the ones we've found are leftovers from the Great War, when Izhitsa imported millions of mines from Rodina to fight off the invasion from Dragovah. Most of them never went into service, and have been sitting in warehouses ever since. Of course, that means that most of them are duds, but that doesn't make them safe. PMN and PKM-44 mines make up about 90% of the mines we see, with the remaining 10% being IEDs. If you would like more information on them, I have a report on them here."

Hannelina leaned over and whispered something in Richard's ear as the Fleuroix representative spoke, in turn he whispered back, the hushed conversation continuing for a few moments. Once Debeauson had stopped speaking Richard stood up.

"If you'll excuse me I need to make a phone call." he said, before leaving the room.

Meanwhile Hannelina looked around the table and sighed, she had a hard time believing what she'd just heard. She looked around again composing her thoughts.

"The way I see it." Hannelina said "we have four main areas to concern ourselves with in no particular order, first any medical treatment and care of the Izhitsan population, second building up the infrastructure of Izhitsa, third addressing the food shortage and fourth the landmines.

I fully accept that I may be missing something but a Lafayette ship, while able to operate as a hospital, has a hospital capacity of 69 beds and is an amphibious assault ship. Compare that to the Nebula Class in service with the Achkaerinese Navy with a patient capacity of 1000 and is a ship designed to be a floating hospital it's a bespoke build. Additionally Fleur sits in the region of 12,500km away from Izhitsa by sea that's the distance the Lafayette has to cover it's weeks away. Achkaerin sits in the region of 3000km north of Izhitsa by sea and that's roughly three to four days for the Nebula class at top speed and do consider that Achkaerin two such vessels in the Northern Ocean at this moment we can have both on station in Izhitsa within a week if needed. I'm not saying the idea of having a hospital ship involved is a bad one in fact I salute Mr Debeauson for mentioning it but when we come to talk about aid efforts it comes down to logistics, it comes down to recognizing that time is not usually on your side and it comes down to having the right tool for the right job and in this instance if we're going to talk hospital ships and putting one in play here then that is the Nebula Class not the Lafayette.

In terms of addressing the other medical and care concerns and in some instances the infrastructure point we would advise consideration of involving some of the pantheon of NGO's such as the Global Childbirth Initiative, Child Welfare Fund and potentially the Joint Emergency Team. These are charities and organisations that bring with them the experience of dealing with the issues that our hosts have presented. Achkaerin is prepared to provide medical personnel who are used to this sort of situation to assist in the effort.

The issue of addressing the food shortage is I believe the easiest to address at least from the Achkaerinese side of it, we have supplies of appropriate foodstuffs ready to go and we can provide a steady supply of food if needed."

At this point Richard walked back in smiling as he put his phone back in his pocket.

"Have you got to the land mines yet?" he asked, Hannelina shook her head no. Richard turned to the room "I have just spoken with some people in East Moreland, as you may know East Moreland have a device for mine clearance that has seen a fair bit of use in recent times, having explained the situation in Izhitsa to them they have agreed to sell Achkaerin a number of the gyro version of the device[1]. They've also explained to me that the device will be capable of tackling the anti-personnel mines like the PMN ones, however the PKM-44 are intended for tanks so this device won't touch them however the good news there is that the average child wandering over an in working order PKM-44 shouldn't set them off as the mine requires around 140 kilograms of pressure to set them off. This doesn't mean that the PKM-44 mines aren't a concern, they are and they have to be dealt with, we do have within the Achkaerinese military personnel capable of dealing with these mines."

"Fleur is far removed from the shores of Aranye, while nations such as Achkaerin and Clysperis are much closer. Working together," she looked over to Hannelina and Richard, "we can provide assistance in larger numbers, and on a much quicker time table through a joint programme of aid tailored for the present needs of Izhitsa. Furthermore if there should be a need for forces to be involved I feel it would be best for those forces to be local to Aranye, as opposed to foreign forces from the distant shores of Albion. The Achkaerinese and Clysperi militaries already have established a working relationship, having defeated the terrorist scourge," she said as she looked to the Fleuroix, "from the lands of the Kingdom. I thus believe our forces could work effectively together, should they be necessary, in this capacity."

"The Kingdom has at its disposal upwards of 25% of the Royal Stores for distribution. If we can agree to a logistics arrangement with Achkaerin Clysperi grains, soybeans and barley may reach Izhitsa that much quicker. Furthermore, Marshal Hedayati has at his command the Royal Clysperi Medical Brigade who saved countless lives over the course of our war against the Disgraced's terrorists. This Brigade is available to assisting the Izhitsan People alongside medical personnel from Achkaerin."

Before the Tytorian delegation had a chance to speak, Karamovo cleared his throat. "Pardon me, ministers, I just have a question on the Pharaoh's proposal. It's just a very minor thing which has been bothering me." He made a show of coughing into his fist before speaking. "Not a very difficult question, actually. To put it simply, Pharaoh Akasha, does your offer mean that you are going to lift the embargo you have placed on trade with Izhitsans?"

"Mr. Karamovo, I'm sure you can appreciate that the matter is delicate due to the reasons why the embargo was put into place. We shall approach this as a process," Akasha continued. "First, recognizing the humanitarian situation on the ground and the needs of the present, we shall see aid provided under that guise; humanitarian assistance, in coordination with the Achkaerinese should they provide support in the logistics and transportation aspects. Beyond that, any removal of embargo itself will be dependent upon the policy choices of Izhitsa, but that is a discussion we may have another day. Unlike the Occident, you'll find that I won't mix the immediate requirement of assistance with political matters. Once the situation is stabilized, however, I do feel that we may approach the issues which resulted in the embargo being put into place and perhaps find mutually agreeable resolutions to them."

Karamovo took in the reply, a mixture of confusion and hopefulness on his face. He leaned over to Ondrevich. "What did she say?" he whispered.
"She said, 'Mr. Karamovo, I'm sure you can appre---'"
"No, I mean, what did she mean?"
"She means, 'No,' and she implied you were culturally insensitive and morally bankrupt for asking at an aid conference. However, she said it in far too flowery language for you to reply, and left open the possibility of lifting the embargo in the future. You should drop it for now."
"Fine," Karamovo growled. He cleared his throat. "Sorry ministers," he said to the Tytorian delegation, "You may continue."

Major watched the brief exchange between the Izhitsans and Akasha with a feeling of mild bemusement.  He was sure he'd been aware of the Clysperi embargo, but it hadn't occurred to him to connect its existence with the Clysperi offer of aid.  Akasha's words simply compounded the matter, and her at once aggressive and placating attitude struck him as an odd mix for a head of state.  Still, he figured it probably wasn't something he needed to get too worked up about just yet.

"Well," he said, choosing to pretend that the whole exchange hadn't happened, "The way I see it, the way forward set forth by my Achkaerinese colleagues seems the most likely to succeed.  Though, if I may," he continued, inclining his head to the Achkaerinese delegation, "I would suggest that a more formal order of priorities is necessary.  From what I have now both heard and seen, it appears to me that the absolute most pressing matter at hand is the food crisis.  Now that I have a more complete understanding of the typical Izhitsan diet, I think it should be fairly straightforward to arrange for the shipment of appropriate foodstuffs from Tytor and the other nations represented here.  Make no mistake; I hold no illusions that aid solely from Tytor will do much if anything to relieve the hunger presently afflicting this nation.  Transit time alone being what it is, I would thoroughly expect anyone waiting for Tytorian food to starve to death long before it arrived.  However, I also believe that, even as a stop-gap measure, aid from Achkaerin and Clysperis alone is likely to be insufficient.  I propose, therefore, that we plan to take advantage of available resources from all of the nations participating in this council.  Yes," he remarked, half smiling at Akasha, "Even those from the distant shores of Albion."

Major glanced at Marcus Belby, his junior minister, who now stepped into the discussion.  "Continuing where my colleague here left off," Belby said briskly, "I would like to suggest that the problems of medical supplies and the landmines are of equal importance and severity.  I don't recall whether we've addressed the issue of available hospital beds here in Izhitsa itself, but if they are indeed insufficient, then I would second the proposals we've seen so far for the provision of hospital ships as a temporary solution.  A caveat here, though," he continued more slowly, glancing at the Fleuroix delegation, "Though I agree completely with Sir Gregory's assessment that each of our nations will have important things to contribute to this project, I hesitate at the idea of utilizing an amphibious assault ship, even one fully converted to medical duties, if only because of the potential for regional destabilization that such a major warship would inherently introduce.  With that in mind, I would suggest that the inclusion of a Lafayette-class ship is not a good idea at this time.

"Turning now to the issue of landmines," Belby went on, resuming his usual tone of voice, "I place this at equal importance with the medical crisis because it is what is presently preventing Izhitsa from producing its own food in sufficient quantities.  I would expect that the task of clearing them will comprise the bulk of the short- and intermediate-term work ahead of us, followed by the need to convince the people of the renewed safety of their old farmland.  How the farms themselves are handled is a matter, I think, for the Izhitsan government to worry about, but once they are back up and running, the immediate need for aid, I hope, will have passed."

"This, of course, leaves the last point," Major cut in, "Infrastructure.  Compared to the other issues at hand, this one is less immediately pressing.  I would go so far as to say that it is decidedly a long-term worry in comparison.  This is not to say that work cannot be done now; on the contrary, improvements in infrastructure will make the rest of this crisis that much easier to address.  However, beyond repairing or strengthening existing essential infrastructure, the bulk of these improvements can, I think, be saved for that point in time when the more pressing issues are no longer quite so pressing."  He paused for a moment, considering his next words.  "As something of a conclusion," he said at last, "I want to second Ms. Porter's recommendation of NGOs.  Thanks to bureaucracy and the like, government sponsored aid from any of our nations has the potential for unforeseen delays, quality issues, and other problems.  Even my own Foreign Ministry has these problems," he added ruefully, "In addition to the NGOs already mentioned, I know for a fact that St. Margaret's Altruistic Relief Team, a Tytorian charity, has been clamoring for authorization to send aid and volunteers to Izhitsa ever since the first news reports about this crisis appeared in global media.  So, yes, I think you'll find a most enthusiastic response if you reach out to the numerous charities Mundus has to offer.  In the meantime, before I left Tytor to come here, I personally oversaw the chartering of a pair of cargo ships, one a bulk freighter and the other a container ship, to be loaded with food donations and sent this way upon the successful conclusion of this meeting.  While they won't arrive for at least a few weeks, I'm hopeful that they will be of assistance in the resolution of this crisis.  It may be possible as well to secure the use of one of the Tytorian Royal Navy's two Rescue-class hospital ships; it may not have nearly as large a capacity as the Achkaerinese Nebula-class, but it carries a large amount of medical supplies nonetheless.  I can also guarantee that there will be more where this comes from; Tytorians are historically a very giving people, and I don't expect their interest to wane any time soon."

"You would do well to note I said nothing precluding aid from the nations of Albion," Akahsa said with a glance toward Major, "but that if we are talking of forces on the ground, those should most certainly be those of Cotf Aranye. We've already seen the Republic of Fleur declare its support for a faction in the Merina affair and, knowing their outspoken views on the manner in which other states should govern themselves, it would be of great concern for them to be present in Izhitsa, using an operation of aid and assistance as a vehicle to further the Fleuroix agenda." Such concerns were bound to arise sooner or later and, depending upon the course of this Council, Clysperi aid had yet another avenue to flow into Izhitsa. Akasha held onto hopes for her approach, however, should it become certain that it should fail she would concede her error in judgement and commit fully to the ongoing Tamoran agenda.

The Izhitsans mulled over what was being said. Hatsek coughed. "I'd, uh, just like to correct a possible misapprehension that we may have caused through a... poor choice in words. We are here to design an aid programme. We are not here to say to one nation, 'You may operate,' and to everyone else, 'You may stay over there.' Rather, we are here to organise the efforts of the countries interested in an aid programme for Izhitsa, and to avoid conflict between the aiding powers."
He reviewed the notes he had taken. "Now, I would like to express my disappointment in the fact that some of our delegates today doesn't seem to believe that free trade is necessary for a nation's reconstruction. But, of course, as they say, the sins of the few should not rest upon the many. If you'll allow me to confer with my fellows for just a bit, we'll just, uh, hash out some details."

He whispered to the other Izhitsans. "I don't like the idea of bringing a foreign warship into our territory."
Ondrevich shrugged. "Mm, it could be seen as a play into the hands of the Fleuroix, or..."
"Or?"
"Well, the Izhitsan coast guard is not at its best right now."
"You're not seriously considering allowing a naval vessel into Izhitsan waters simply to threaten smugglers?"
"They said it was unarmed now, right?" said Karamovo. "There's no reason for anyone to fear it."
"At the very least, a Fleuroix ship in Izhitsan waters would feel bound to report anything untoward happening near our ports," said Dzhavid.
"And more important, it would balance the power of the monarchists," said Karamovo.
"So you're agreed?" said Hatsek with a disapproving frown. "Even though it will antagonise the others?"
"Yes. Now onto the next thing," said Dzhavid. "The food."
"The Fleuroix seem to be under the impression that they can provide for Izhitsa's needs entirely from Albion," said Hatsek, "while the Clysperi seem to be hell-bent on dumping loads of grain into our economy at any cost."
"Of course, we have to take everything we can get, right?" said Ondrevich.
"Absolutely," said Hatsek. "I was merely suggesting that if we wish to keep them in the programme, we need to allow the Fleuroix to satisfy their insatiable desire to look like the most virtuous people on the world stage, while still allowing the Pharoah to empty her grain stores in Izhitsa."
"Keeping a warship in our waters won't be enough?" said Karamovo.
Hatsek ignored the comment. "I suggest a unified rationing---"
"Absolutely not." Dzhavid's glare said everything Hatsek needed to know.
Hatsek cleared his throat. "What I meant to say, High Lord, was a unified food aid distribution programme, run by Izhitsans, but overseen by the participating nations, and governed from a federal level, much like the foreign office. It will be much simpler to distribute the food that way instead of attempting to wrangle four nations with vastly different foreign policy aims."
"And it'll give the Fleuroix the propaganda coup they want while allowing the Clysperi to dump as much grain on our shores as they like," said Karamovo.
"Exactly, Chairman. We tell the world that boatloads of food has been shipped into Izhitsa, and each nation can tell their citizens that they are the most important nation in the deal."
Dzhavid nodded. "That will be fine, Minister."

After some discussion, the Izhitsans presented their plan.
"First let me say, delegates," said Dzhavid, "that we are all appreciative of your generosity and support in our time of troubles. Now, as they say, let's get down to business. We propose the creation of a new arm of Izhitsan federal government to handle the distribution of aid from foreign governments and NGOs. The Ministry of Aid will be overseen by a committee appointed by each participating organisation, and headed by a minister from Izhitska Ednota and a minister from the Yach Governate. Following the adoption of the new constitution, one minister will head the organisation from a federal level. Our aim is to streamline the aid process as much as possible, so that no nation will be seen to be favored in one way or another by our government.
"Medical aid, including hospital ships, will also fall under the purview of this new ministry. Now, we would like to recognise the concerns of the nations gathered here today about the potential danger posed by the presence of a Lafayette-class vessel in Izhitsan waters. However, given that the ship will be unarmed, we believe that despite even its small space will be helpful in a crisis such as this. We suggest to the Fleuroix the possibility of using it to send personnel from highly specialised medical fields, to support Izhitsa in areas where it completely lacks expertise."
Ondrevich cut in. "As for the possibility of consulting NGOs, as the High Lord mentioned, we will look into appealing those you named for help."
"Now," said Karamovo, "for the landmine removal." He cracked the knuckles on one hand. "Up until now, the Izhitska Ednota Partisan Brigade has been leading the minesweeping effort, with some reinforcement from the Yach Governate Armed Forces. We propose to create a new branch of the Izhitsan armed forces to deal just with the landmines. With the help of volunteers from Achkaerin and Clysperis, as well as military advisors from Fleur, we will root these out from our farms and villages and life will return back to normal."

Richard and Hannelina looked at each other, alarm bells ringing in both their heads.

"With all due respect." Hannelina said looking at the Izhitsan's "What you propose does in some respects work but in others it would appear to cause problems. Yes there will need to be communication with NGO's and that is an area that the Izhitsan authorities can and should be responsible for but where we run into troubled waters here is when we discuss the idea of hospital ships falling under the purview of a foreign government, these are not civilian vessels they are military vessels commanded by commissioned naval officers who answer to their national chains of command not a foreign power.

What we propose therefore is an aid package that sees foreign personnel who are military such as ground forces involved in land mine clearance for example fall within an international operation that we create here call it the 'Izhitsa Aid Operation' or something along those lines, we that is to say those of us invited here today, would agree on and appoint a commander to lead that operation who would have among their responsibilities liaison duties with the Izhitsan authorities whether that be governmental or military." she glanced at Richard "It's not that we're trying to be awkward but we have to get any agreement made here today through the Senate and I'm more confident that we can get something closer to previous operations through rather than what you've outlined, we don't dispute your approach in broad terms we simply believe it more reasonable that international military personnel in Izhitsa are placed under the command of someone who exists outside of the Izhitsan hierarchy but who liaises with the Izhitsan authorities in this."

Ondrevich said something to Karamovo. The Chairman shrugged. Even though this was his addition to the plan, it didn't seem like a battle worth fighting, especially if that was the only condition the Achkaerinese asked for.

"You speak sense, uh---" as Karamovo faltered, Ondrevich whispered something into his ear. "---Minister. Consider it done. Now, correct me if I'm wrong, but I think you have someone in mind."
