Utmand Declaration of Independence

On the same sacred terrain that the feet of the Holy men of Kineyr once trod in deep antiquity, where the glorious Princes of the Kinnerites ruled for uncounted ages, there is to be found the first flourishing of the Utman people whose unique cultural, spiritual and linguistic inheritance descend directly from our Kinnerite ancestors.
 
The unique, organic and ancient connection of the Utman people to the full extent of our ancestral lands is undeniable. Stretching from the western shores of Lake Kinoros and from the north boundary of the Alkhaz plain east, encompassing all of the Transmecurian hill country and north beyond the Pillars of the Heavens to the Grahz Valley, the land of the Utman is a single, indivisible and holy land; the eternal inheritance of the Utman people.
 
Having long suffered at the barbarous hands of invaders from the plains, our people threw off our oppressors and instituted a new age of peace not only for us but for our former occupiers, showering on them the beneficence of our rule and extending to them full dignity in a fraternal spirit; a situation lasting through the tumultuous times of the twentieth century until the catastrophe in the last decades of that millennium, where our oppressors sought to destroy the peaceful order and again subject us to their barbaric rule.
 
Now in the second decade of the new millennium, and entering the fourth decade under Lakhzov tyranny, the Utman people have reached a crucial juncture. Not only is our right to live in peace in our ancestral lands under direct and imminent threat, but also the very continued existence of our culture, language and religion.
 
In the face of this campaign of extermination at the hands of the Lakhzov, the peace loving people of the Utman nation are left with no other recourse than to affirm our rights to live freely in the security that can be provided only by self-rule within our historical national territory.
 
We, the Utman Liberation Organisation as sole representatives of the Utman nation, therefore declare the independence of the Republic of Utman within its historical boundaries, in order that we may establish in our land a new order based on the universal values of democracy, freedom and the sanctification of human rights for all our citizens.

On behalf of the Utman Liberation Organization, the sole legitimate representative of the Utman people, I wish to convey the following:
 
In making our unilateral declaration of independence the goal of the Utman people is the realization of their inalienable national rights in their independent State of Utman, with Khalin as its capital, on all our historic lands which Lakhzovia occupied in the 1986 War.
 
We adhere to the option of negotiating a lasting solution to the conflict in accordance with resolutions of international legitimacy. Here, I declare that the Utman Liberation Organization is ready immediately to approach the negotiating table; however should Lakhzovia be unwilling to do so our people will continue their popular resistance to the Lakhzov occupation, its settlement and apartheid policies and its genocidal campaign of ethnic cleansing. Further they will receive support for their resistance, which is consistent with international humanitarian law and international conventions and has the support of peace activists from around the world, reflecting an impressive, inspiring and courageous example of the strength of this defenseless people, armed only with their dreams, courage, hope and slogans in the face of bullets, tanks, tear gas and bulldozers.
 
When we bring our plight and our case to the international community, it is a confirmation of our reliance on the political and diplomatic option and is a confirmation that we do not seek the initiation of an armed conflict. Our efforts are not aimed at further bloodshed. We only aim to de-legitimize the occupation and apartheid and the logic of ruthless force, and we believe that all the countries of the world stand with us in this regard. However should the Lakhzov State see fit to attempt to crush the flourishing of Utman freedom we will not shy away from defending our people, homes and future with every means at our disposal and to the last drop our martyrs blood.
 
It is a moment of truth and my people are waiting to hear the answer of the world. Will it allow Lakhzovia to continue its occupation, the longest and most brutal occupation in the world? Will it allow Lakhzovia to remain a State above the law and accountability? Will it allow Lakhzovia to continue rejecting the Declaration of Universal Human Rights and the positions of the overwhelming majority of countries in the world?
 
We call on the international community, which so many times before has turned a blind eye to our plight to officially recognise the Republic of Utman and extend to us international protections, including membership of the Commonwealth Treaty Organisation, in order that the Utman people not be condemned to become another entry in the victim list of the twenty first century genocides that stain our recent world history.


Spoiler: The Story so Far • show
Having made their declaration of independence a number of nations cautiously welcomed the development and extended provisional recognition. The Utman began to give guarantees of tolerance and desire for democracy as well as accepting Achkaerinese offers for mediation in negotiations for a diplomatic settlement.

Lakhzovia refused to recognise the legitimacy of the Utman move branding it a 'stunt' and restating their position that the ULO is a terrorist organisation, they made noises that sound like a threat to crush the independence movement.

In the meantime the ULO leader Racp Uttaman returns to Transmecuria province and forges a unity government with the Shanata Party, this new government re-arms the Khaliniz Brigade militia to provide a defence force and sets about forging its first international relations.

Rokkenjima begins to apply diplomatic pressure on Lakhzovia in hopes of avoiding another potentially genocidal civil war. Lakhzovia made their willingness to discuss any sort of compromise dependent upon the presence of the Empress Emerita Beatrice as head of the negotiating team though this is just a ruse to buy time while they make preparations for war.

The Republic of Saheristan facing a similar internal conflict with their own minority Lalishi people reach out in support to Lakhzovia hoping that together they could aid each other in dealing with both their problems.

Nasir Omar Alnahdi, Saheristani Ambassador to the Republic of Lakhzovia, cruised through the streets of Nakim in the back of his diplomatic car, his police escort waving the traffic aside. The Ambassador was on his way to President Kadassa's Palace, and there could be no delays. President Ashkan had personally signed off on the meeting, thrusting Almahdi into the limelight; a rough awakening from the humdrum snooze of protocol the Ambassadorship had been merely days earlier.

Alnahdi read the brief a third time. President Ashkan and President Kadassa had forged a gentleman's agreement; to pool their martial and diplomatic strength against their similar enemies, the Utman Liberation Organisation and the Lalishi Liberation League. Alnahdi was here to announce the agreement to the world, and to show the Lakhzovs what the Saheristanis could bring to the table.

No pressure, he mused, as the car pulled in to its destination...

President Kadassa was waiting at the front door to the Palace with his entourage as the Ambassadors car pulled up. He waited as a member of the Saheristani security services exited the front of the vehicle and walked around to open the rear passenger door to allow the diplomatic to exit.

Kadassa stepped toward the Nasir and extended his hand "Ambassador Alnahdi it is an honour to receive you at my humble residence. I do trust that your journey from the Embassy district was uneventful, I have heard that there is a lot of trouble at present in that area of the city."

Ambassador Alnahdi bows to the President and shakes his hand enthusiastically.

"Your Excellency, Mr President, the honour is all mine. I am aware of the situation at the Rokkenjiman Embassy. To be frank, such a response from an angry public is understandable, should the Embassy have hosted a terrorist leader. Still, your police escorts skirted us around the trouble without issue.

As the two entourages walk into the Palace, Alnahdi continues.

"As I understand, President Ashkan discussed with you the ongoing Cross Services Intelligence Agency's investigation into ties between the ULO and Lalishi Liberation League. The findings are clear; they prove the ULO constitutes a grave security threat to Saheristan. In the interests of our mutual safety, and our national integrity, we feel Saheristan is obliged to offer all assistance.

To this end we are prepared to deploy military forces to Lakhzovia in support of your efforts to crack down on these separatists, to share relevant intelligence as may be necessary, and offer our political and diplomatic support against those who refuse to see the spectre we face.

As we embark on this grim but necessary venture, we will no doubt incur condemnation. We need to keep the hand-wringers and peaceniks at arms length. I wonder how you feel this might best be achieved, and in which areas you feel Saheristani support could be most useful."

Kadassa walked with the Ambassador into the Palace's inner courtyard where a table had been set with Lakhzovia's traditional tea infused with cardamon and small pastries, he gestured for Alnadhi to sit before joining him at the table and offering him tea from the ornate silver pot. "I know that we have serious business, however Lakhzovia stands on tradition and it is an important one to offer hospitality to our guests." he poured tea for the two of them before continuing "I must admit it is a relief that your intelligence agencies have picked up on this network of extremism, though I can only express my regret and apologies that we were not able to fully stamp out the ULO before they were able to become a threat to the stability of your own nation. Our Prefecture agents have come to the conclusion that the ULO linked up with the Lalishi while the leadership were in exile.

We also have concerns that during this time they worked together to establish arms smuggling routes in preparation for mounting an assault against our respect states. Cooperation on all fronts between us is therefore an absolute necessity if we are to contain this problem of ours." Kadassa took a thoughtful sip of tea. "I am prepared to allow Saheristani forces to deploy to Lakhzovia. We currently face a threat of intervention from Rokkenjima, this however is only likely so long as they feel they can isolate us diplomatically and contain any potential conflict to Lakhzov territory. I have no doubt in my mind that the Empress intends to overthrow my government and aid the secession of the Utman from the Republic. However the presence of Saheristani troops may be sufficient to give them pause for thought, especially as it would mean the conflict being extended closer to home.

I do appreciate however the potential risk this would pose to you, and suggest as mitigation that the more nations we can win to our position of the need to contain this international terror network the more pressure there will be on non-intervention, to that end I suggest we reach out to other nations in Cotf Aranye and point out how a Rokkenjiman intervention could potentially cause problems for them either now or in the future.

I would also propose the stationing of a number of our MRBMs in your nation, Rokkenjima at present does not fear intervention as it would be fought in a far flung theatre, raising the prospect of missiles falling directly on their country should they attack may be the thing that tips the balance, at the very least it could be hoped that the prospect might shake their population's trust in the wisdom of their leadership and lead to some internal pressure against a war as well."

A Private Message to the Iwi

To King Piripi,

I write this message out of a mixture of hope and concern, hope because I believe that there is still a chance for peace in Lakhzovia, a peace that can be attained without bloodshed. However I am concerned that as each day passes the country gets closer and closer to a conflict that makes me remember the events that took place last year. My worry is that this is heading for a war that is going to rip Lakhzovia apart along this fault line of race. I already have the agreement of the Utman to negotiate a peace settlement and I'm working with other parties to find ways of bringing President Kadassa to the table. What I would like to do is talk to the Utman and with your nation to establish the foundations of peace and to hopefully put to rest the concerns of both sides. As you have an ambassador to the Utman, something no one else does, I ask for your assistance in this endeavor.

Having lived in Lakhzovia for two years by this point, Ambassador Alnahdi was familiar with and enthusiastic about Lakhzov culture, with which he drew many comparisons to his own, not least a mutually high regard for tea. Alnahdi sits with the President and raises a cup to his lips.

"Many thanks for your gracious hospitality, your Excellency. This tea is delicious. Hopefully, you will someday meet the President in Al-Qādisiyyah, where I am sure we will take tea again.

Of course, no apologies are necessary. It cannot be the fault of the righteous that the unsavoury and objectionable cavort together. The importance of a united, multinational front is essential to avoid isolation, as you say. We will have to both investigate the political possibilities of bringing other nations to our cause, across the world if need be. Nations threatened by their own terrorists and separatists would likely be ideal. Time is of the essence, as the Iwi Commonwealth, just across the Matilda Channel, has already pledged their support to the Utman terrorists.

With regard to the initial deployment of Saheri troops, perhaps a well-equipped force of division strength experienced in counter-insurgency, roughly 20,000 troops, with air support, would be large enough to be of much assistance in the short term and give the Utman much to be concerned about. Depending on how operations proceed in the first weeks, more troops could then be deployed if necessary. The Saheristani Army is not a small force by any means.

The deployment of your missiles to Saheristani soil would provide useful insurance against outside interference. I might suggest caution. The deployment of missiles is a brazen act; a clear statement against Rokkenjima, whose Tienanmen base in Aeternum borders our country. That said, the President may also feel that preparations to host your missiles should begin in earnest, before much pressure can be applied to prevent them. I will need to consult with him regarding this complicated issue. Perhaps the Rokkenjiman response to our impending declaration will clarify this point, as well as providing some inkling of how they might respond to our crackdown on the Lalishis.

PEOPLES ARSTOTZKA - LETTER TO LAHKZOVIA AND UTMAN REPUBLIC


We understand, and have observed the current situation in Lahkzovia, and the independence of the Utman Republic. We are very aware of Lahkzovia's political diversity, which can also lead to disputes and arguments over opinions on other political figures. We formally support the independence of Utman, and our government will try our best to support the newborn government to have a headstart on Mundus. The government also serves to observe the region and Lahkzovia incase of any rise in political tension, in which we will intervene further if tensions get to a much more dangerous level. We hope this situation can end in a remark of peace...

Tamati Waimarie knew why he'd been sent to the Utmen controlled regions, he was able to think on his feet and his father was a massively respected chief. They'd travelled light, first to East Moreland, and then into Kinere. He'd travelled with a skeleton staff, four members of the military, a translator, press officer and a civil servant, all of whom had voulenteered. They made their way to the office they'd been granted and began setting up, a Sergeant called Tana Herae began chisling symbols into the door frame, a verse about good luck and friendship, it was intricate but a tradition back home. Once done he swept up the loose bits of wood and painted it red and black, it was now an archway that lead to a Maori settlement and he hoped it would be for some time.

Tamati meanwhile had been busy unpacking books and office supplies in his own little corner office.

That line had momentarily silenced Kadassa while he tried to ascertain whether the Ambassador knew more than he was letting on or whether he was testing the waters, he composed himself and placed his cup down on its saucer.

"Unfortunately during my morning security briefing I was informed of some developments in this area. It turns out that a number of neighbouring states are taking an interest in this situation, but not in the way we could have hoped. Both Artztotzka and Rashidun which share a border with the Transmecuria region have shown an interest in supporting the Utman position.

It seems clear why. The Artzotzkan's are ideological communists and no doubt remember the days of the Utman dominated communist United Peoples' Republic fondly, I imagine they hope that supporting the Utman independence bid will create a regime in the territory which is kindly disposed towards them that they will use as a buffer zone against their fear of Lakhzovia's increasing economic and military prowess. Rashidun on the other hand are from the same ethnic grouping, in fact it is likely that this is where the Utman first migrated from, their desire to assist is undoubtedly to try to form a new state with which they will be able to have fraternal relations.

The good news is that both states share a border the other side of the great spine mountains and should they attempt to intervene it should be possible to halt their advance at the key mountain passes then simply subject them to attrition warfare until they withdraw.

The Iwi as I'm sure you are aware have done more than any other in regards to legitimising the rebels, going so as to formally open diplomatic relations and grant the Utman full recognition. However they have run afoul of international opinion of late and so it may not be too difficult to isolate them, that said given their proximity to your own nation I imagine that they would be hesitant to engage directly in a conflict.

Our military intel has picked up some increased Achkaerinese activity as well, however I think we can rely on Achkaerin's strong desire to find a diplomatic solution to keep them out of the war. So long as they are led to believe that there is a hope of a peaceful resolution, or a resolution with minimised bloodshed so long as they avoid entering the conflict we are confident they will hold their fire."

If you are not able to provide this, then we hope you will at least provide us with military intelligence and ongoing political support in the period to come.

Ambassador Alnahdi took another sip. Of course, he had also been briefed, but Alnahdi still wanted to hear Kadassa's assessment of the given threats from the horse's mouth. He listens thoughtfully, but with intent. It becomes clear in the pause following Kadassa's words that Alnahdi has come to Nakim equipped with a plan of action.

"I agree that it is imperative that we, or rather you, maintain appearances; it must appear that negotiations are always an option if we are to keep the Achkaerinese and the Rokkenjimans at arms length, but we can help in this regard. Allow me to explain.

The biggest obstacle to that endeavour is that Lakhzovia is could be seen as already testing the limits of what those powers will accept, limiting your manoeuvrability to wage this war while maintaining the illusion of peaceful intent.  However, we have more breathing space; we have given neither Empire a reason to be concerned with us yet. Allow us to appear as your more unstable ally.

We will simply justify our offensive against the Lalishis by choosing now to publicise details one of the LLL terrorist attacks we have prevented over the last several months. The attempts are true, but we have kept them and the evidence for them under wraps to be released at a time of our choosing. We will respond harshly. We could break all diplomatic ties with Arstotzka, the Iwi and the the Kingdom of Rashidun over their support of the ULO, and Lalishis by proxy. We could fill the airwaves with our rhetoric, perhaps stage military exercises or missile tests in the Krimeon Sea, close enough for the Iwi and the Rokkenjima forces in Tiannaman to take notice. Meanwhile, you play the "good cop" and preach restraint and calm. This would bolster your diplomatic credentials, providing you with a rebuke to any who would accuse you of being a warmonger.

This has the added bonus of publicising the ULO's links to global terrorism, which reflects badly on them and those nations that support them, branding them as sponsors of terrorism. 
Later, when the time for brinkmanship has passed, we will be able to discreetly step down.

Of course, to draw negative attention to ourselves in this regard is not ideal. But if it is required to prevent foreign intervention from derailing our mutual interests; crushing the ULO and setting an example to all separatists, then the President is willing. Furthermore, an offensive against the Lalishis, coupled with sabre-rattling against the separatists' supposed supporters, will energise our base for the elections in November.

We can help you win the international media war, and that may be just as valuable as our boots on your ground".

Mr. Uttaman,

For some time the plight of the Utman People has been a concern of the First Empire. While we have long hoped that President Kadassa would be a partner in dealing with the Utman situation responsibly and with wisdom that hope has quickly faded. It is the fears of my Government that Kadassa, when faced with the realization of an independent Utman Republic, will respond in perhaps the only way he knows how to. This is a development which the First Empire cannot, and would not, support.

Rokkenjima views its relationship with Lakhzovia via the Pyrettania-Nakim Accord as one of friendship and solidarity with the People; this most certainly includes the Utman People. Actions of President Kadassa which harm the People will be wholly opposed by the First Empire. At this stage I do hope you understand that a public statement of support would harm Rokkenjima's ability to help the Utman, however, I can assure you that the People and Government of Rokkenjima recognize your plight and stand alongside you in your quest to improve the lives of your People.

I wish to further the lines of communication and coordination between us so as to effect a resolution to this crisis which meets the concerns of the Utman and preserves the cause of peace. It is unfortunate that we cannot trust Kadassa to act in a responsible manner, however, our duty and loyalty to the People demands us to do whatever we can to assist in this time of crisis. History has not been kind to those who rule through fear, seeking to suppress the free voice and will of those who rise up in self-determination. We saw this in the fall of the Federal Republic, which had oppressed my People for nearly a century, laying waste to Rokkenjiman culture and prosperity in their rule of self enrichment.

Kadassa had listened with interest to the Ambassadors plan and he was impressed. He was particularly moved by the willingness of the Saheristani's to draw negative international attention to themselves, even if it was for mutually beneficial reasons.

"This suggested plan is admittedly brilliant, and the sacrifices it entails your nation making are by no means small, I can see that in Saheristan Lakhzovia has a true friend an ally.

We will endeavour as you suggest, as it is the monsoon seasons is soon to begin in the Transmecuria hill country, this will render the region largely inaccessible for a month or two so the prospect of a military offensive is limited until the rainy season has passed, our only concern is the possible entrenchment of the Utman during this period.

The message that must be driven home is that Lakhzovia seeks peace and not bloodshed, that the military preparations by my government are in response to threats of intervention from Rokkenjima and Achkaerin and that negotiations cannot hope to proceed, or succeed while Lakhzovia is being held at gunpoint."

This timing is perhaps fortuitous. The wet season gives us time to deploy Saheristani troops here to support you, and have them oriented before the real fighting starts. Still, while we can choke off essential supplies to the Utman from the south, Rashidun, Arstotzka, or both, could keep their forces supplied effectively, if allowed. Regardless, I am sure you will take all available measures to secure your northern borders.

The Ambassador finishes his tea, eliciting a cheerful buzz, at odds with the topic. He opens a different folder.

"The Martial Staff Council has given a preliminary deployment recommendation. The Grand Kasbah is buzzing with activity, let me tell you. We offer the use of No. 27 Squadron of the Saheristan Air Force, though we may need to expand one of your existing airbases to accommodate them, which would delay their deployment. Their twenty F-16s would provide a boon to your ground attack capability and might assist with air patrols  of your northern borders if required.

On the ground, the 4th Qubth-ut-Thawra Division, comprised of the 3rd, 8th and 27th Armoured Infantry Brigades and the 10th Logistics Brigade would form the bulk of the initial expeditionary force. It comprises armoured, mechanized and light role troops, many of whom have battle experience against Triple L insurgents before. Depending on how the situation continues to develop on the ground during the wet season, more troops would be deployable."

I will put your people in touch with my Minister of Defence Mr Hokhav as well as General Shuziye who is Chief of Staff in military matters, both of them are good trustworthy people who will be able to accommodate all your needs regarding provision of airstrips, military bases et cetera.

In regards to the situation on the ground I fear that the wet season will be used to the fullest of tactical advantage by the Utman. I have already received reports in my briefing that they have expanded their campaign of seizing key infrastructure including an airport which they have begun using to bring back their exiled kinsmen, and presumably for weapons import. They are unfortunately becoming more audacious in their actions having taken at least one minor military outpost.

Of course we have kept these reports out of the media, we prefer not to cause a panic nor give the world the impression that we are losing our grip of the region as we fear this will incline them further towards intervening on the side of the Utman to tip the balance as it were.

Needless to say, the sooner we can get Saheristani troops on the ground the better."

A Message to Arstotzka, The Iwi and Rashidun

To whom it may concern,

I'm sure the ever evolving situation in Lakhzovia is a matter that you are aware of and is high up on your list of concerns given that you have a border with Lakhzovia. My concern is that the Lakhzovian military build up is the precursor to something far more sinister than what it's being touted as. I remain as I always have committed to a peaceful resolution to this situation but I am not so foolish as to not be prepared for all possible eventualities, with that in mind I propose a meeting between representatives of our nations to determine various courses of action dependent on circumstances, it is important that we work off the same playbook otherwise we risk a far worse chaos than what we are trying to prevent.

I would propose that such a meeting took place in the vicinity and would request that Rashidun consider hosting such a meeting.

On The Utman Situation

The Grand Duchy finds itself increasingly concerned by the unfolding situation in Lakhzovia. With serious questions and convenient coincidences surrounding the results of the Lakhzov election I am concerned that the path to self-determination sought by the Utman People is one of challenge, especially with reports alleging that the Utman Liberation Organisation holds ties to terrorist elements. That I have never heard of the Lalishi Liberation League or their exploits to this point may be a coincidence itself, however, I shall wait until I have the full body of information before me before making a judgement on this development.

Prior to the release of these reports the Civil Administration, acting as the legislative branch of the Duchy until the convening of Parliament, voted in favour of extending diplomatic recognition to the Utman Republic. It will be my pleasure to meet with representatives from the Utman Republic so that we may discuss a wide range of issues, foremost the ties which are being alleged between the ULO and the LLL. Should this situation be resolved in a satisfactory manner I will look forward to an Utman Embassy in Bethesda.

As the Grand Duchess has determined that it would be inappropriate for her to act on behalf of Somerset until her responsibilities to the First Empire have been attended to I have been appointed, and confirmed, by the Civil Administration to represent the interests of Somerset at home and abroad. Statement by the External Bureau of the Republic of Saheristan


The time has come for our government to register our extreme disappointment with the Democratic People's Republic of Arstotzka, the Commonwealth of the United Iwi and the Kingdom of Rashidun.

As long as these nations continue to support the Utman Liberation Organisation, they are hereby considered to be wilfully and aggressively undermining the sovereignty of our brothers in Lakhzovia. Furthermore, having uncovered the ULO's ties to the Lalishi Liberation League, who wage their own despicable terrorist campaign on our own soil, we consider these nations to be aiding and abetting Lalishi separatist terrorism in Saheristan by proxy. By irresponsibly, naively and hastily embracing sectarian terrorists with no regard for the international implications of doing so, these governments contribute directly to instability across the continent, aiding and abetting murder and destruction. Their hands grow bloodier with every terrorist bullet they enable.

Therefore, for their crimes, the Republic of Saheristan hereby recalls all diplomatic staff from the aforementioned three nations and we declare their governments to be state sponsors of terrorism forthwith, against whom we are prepared to take all necessary military steps.

Relations will not be re-established until such a time that the aforementioned nations end interference in our domestic and foreign affairs and sever ties with terrorist, ideological and sectarian organizations.

Tamati Waimarie and his four man escort headed out of their little embassy to make their way towards where the chemical plant that had been hit was located. They carefully made their way to a vantage point some kilometers away and using the embassies resparators prepared for in case any of those nasty chemicals they'd heard of were still around. They'd try later to get a closer look but for now this was just information gathering. Thankfully the team had brought with them for incase of the embassy area being under threat a single drone, it wasn't even a military one, just a commercial one capable of being able to get them a birdseye view if they had to get out of dodge. It was set up and a Corporal released it off the roof and sent it towards the plant, for the next ten minutes it record video of the site and then headed back, the landing was slightly bumpy but for someone wearing a gas mask it wasn't half bad. The drone was packed up, put in the boot and the five men returned to the embassy to download the footage. It took sometime to upload it and send it back home and to the Arawa aircraft carrier in East Moreland. There the ships captain was permitted to share it with the Morelanders, after all most Iwi field officers had little experience of this kind of analysis. It would take some time for the footage to be fully examined and so in the meantime they could only wait.

Uttaman got out of his car, his journey had been planned in secret as they all were as he feared assassination by the Prefecture if his location at any given time were to be known to the Lakhzov. The rains had just broken for the day and the ground was slick with water, by his reckoning they would have another week or two of rain before the season was over, and after that another two before the remoter regions of the country were accessible again.

He walked into the small compound in Kinere that was housing the first embassy to open in the new Utman Republic, the Ambassador was there ready to meet him.

"Mister Ambassador it is so good to finally meet you, I must thank you and your nation on behalf of the Utman people for having led the way in recognition of our beleaguered state. I must also apologise for not having come to meet you sooner, however I am sure you understand the pressures that state building put on one."

Tamati Waimarie hadn't been expecting a visitor and had just finished uploading all the images and recordings they'd got of the chemical plant to the Morelanders.  He walked over to Uttaman and extended a large hand to welcome him, without a word and with routine kicking in he gently pressed his forehead against Uttaman's before pulling back with a nervous smile. "My apologise, us Maori are a nation of a great many customs and traditions, it's hard to sometimes remember many of them haven't even been heard of beyond our borders" he offered Uttaman a chair, "If we'd know you were coming you'd probably have received a haka, but that's maybe a blessing" he remembered how awkward it could be if the receiver didn't know the customs. He took his own seat. "As for thanking us there is no need, we have been where you are and we can't allow others to go through what we did. As for the apology there is also no need, and should we be able to help then ask and I shall see what we can do. So what can I do for you today?"

"I have come to discuss our diplomatic position. At present Iwi is the only nation with an embassy and therefore is in a unique position to communicate on our behalf in international forums.

We have some interesting information we have obtained when the Khaliniz Brigade secured one of the regional offices of the Lakhzov Development Corporation. Files from it seem to suggest that they have been producing some chemical agents that our chemists recognise as precursors of sarin gas. It seems that these are produced at a few different facilities and then shipped to a new location after which the paper trail is silent. Unfortunately there are no records of where exactly this is or what happens after that, but the implications are clearly that the Kadassa regime has been using the LDCorp as a cover for the development of a chemical weapons programme.

I would like to provide this documentation to you to pass on to Achkaerin and East Moreland, nations which we feel have the intel abilities to verify the information and possibly locate the site of the chemical weapons lab."

The REMNS Dalek had been heading towards Lakhzov waters since the Iwi had first suggested they could get picture evidence and now Captain Fairchild brought the Drone carrier to a halt what his charts told him was 2km outside the Lakhzov EEZ. "We have a green light sir" one of the bridge staff informed him having received information from the CTO meeting.

"Very good" Fairchild looked down out of the window and saw the deck crew sliding the AutoBadger into place. He sat and watched as his crew went into a well practised series of motions and once happy everything had been done as the text book suggested the drone headed off into the sky. In the bow of the ship a technician began the flight towards the Chemical Plant.

"Lakhzov ATC this is REMNS Dalek, as agreed we have an aircraft inbound, sending you flight path information" the Fighter Controller relayed the various headings and altitudes to the Lakhzov technicians on their ATC frequency. "Drone will be flying with open weapons bays which will allow visual confirm of unarmed status" the team sat back and watched the images on the screen as the remote aircraft swept happily on its way.

It took close to half an hour to reach the scene and the technician immediately began flying orbits around the site, the various cameras and gadgets onboard the drone going into overtime. A live feed was showing in the Air Force Intelligence HQ back at Ostlake and straight away the teams were pulling up close ups, specs and various pieces of information from anywhere they could. After close to 40 minutes on station the AutoBadger turned and headed back towards the Drone Carrier, a large net now extended across the flight deck to facilitate a good landing, the operator bounced it once, kept the wheels on deck and waited for the net to stop the forward motion that still hadn't been bled off. "Good sortie" the Captain radioed down to the crew who were already checking the aircraft and net ready for further flights. "Please thank the Lakhzov's for their time, inform them we'll make copies of everything available in due course."

"The current events happening as of now in Lahkzovia, and the now newborn nation of Utman, has now been on eye by most nations on Mundus now. The fact that tensions are rising right at our country's doorstep, should also not let us ignore it as well, we have been planning possible scenarios if this situation goes haywire and the nation of Utman and Lahkzovia could plunge into war, we will act quickly, and we will not stop or be stopped by anyone with an opposite opinion. This also applies to the ludicrous statement made by Saheristan, deeming us as "terrorists", and their offers to sever diplomatic ties with us, along with Iwi and Rashidun, which we obliged to do unhesitatingly. "This had better be a joke." Peter Azurewind, the Emperor of Achkaerin said when shown the Arstotzkan statement by his Foreign Affairs Adviser Nettie Taylor.
"I wish." Nettie said
"We've finally got someone to Kadassa, we've finally got someone talking to the man who needs to be talked to and because we're working with Rokkenjima we're able to ensure this done the right way this time and avoid another Toshikawa fiasco. And then we get this." Peter said "Kadassa's going to have a field day with it."
"Nothing we can do it's out there now." Peter's daughter Serenity said
"Is Kumiko assembling the Cabinet?" Peter asked
"Yes." his son Simon said

"We still don't know the Utman side of this do we?" Peter asked
"Not yet." Serenity said "Though according to Emerson the Utman have requested permission to send a representative to Somerset's Establishment Day."
"Well that surely can't happen. It'd be diplomatic suicide to essentially recognize a state that has no legal foundation." Nettie said then she saw the look in Serenity's eye "Unless...You're thinking what I think you're thinking."
"Use it as the means of making contact to get their side and gain both sides of the equation." Serenity said

"It would have to be carefully stage managed." Peter said "Lakhzovia may well also be in attendance."
"I'll go and meet McKenna." Simon said
"Make sure you take Lydia with you." Peter said
